Kharlamov did not find authority among the judicial community, never having worked as a real judge, he still does not know how, for example, the work of a judge in district courts is organized. Alexey himself loves the good life, owns several country houses, one of them is located in an elite place on Novaya Riga - the village of Velednikovo, in the Istrinsky district. There are also apartments in Moscow, officially he indicated that he lives in the Nezhinsky Ark residential complex in a modest 122-meter apartment, worth 60 million rubles, but in addition to it, he has many more real estate properties, of course, not registered in his own name. Позже становится в 42 года председателем Московского областного суда , где за последние годы подчинил себе работу всей Московской областной системы, уволил и разогнал многих судей, которые были при Волошине (бывший председатель Мособлсуда) и постоянно делал зачистку кадров, подозревая всех в двойных играх .

По словам источника ВЧК-ОГПУ, все судьи области жалуются на безумие Харламова, на его постоянные команды выполнять политические решение, только правда они нужны ему, а не стране.

Авторитет Харламов среди судебного сообщества не сыскал, ни разу не работая по-настоящему судьей , он так и не в курсе, как, например, устроена работа судьи в районных судах.



Сам Алексей любит красивую жизнь , владеет несколькими загородными домами , один из них находится в элитном месте на Новой Риге - деревня Веледниково, в Истринском районе. Это 3х этажный дом почти 600 квадратных метров, стоимостью свыше 200х миллионов рублей (на фото), коллекция дорогих спортивных автомобилей, за последние 5 лет много раз пересекал границу и облюбовал такие места как Мальдивы, Италия, Франция, где так же по словам источника у него есть объекты недвижимости.

Так же есть и квартиры в Москве, официально он указывал, что живет в ЖК Нежинский ковчег в скромной 122-х метровой квартире, стоимостью 60 миллионов рублей, но помимо нее у него есть еще много объектов недвижимости, оформленных, конечно же, не на себя. Супруга Марина тоже любит красивую жизнь и еще любит когда ее муж Алексей дарит ей красивые ювелирные изделия за сотни тысяч евро и швейцарские часы, а также сумки Hermes Birkin, каждая из которых стоит примерно, как годовая зарплата председателя Мособлсуда .

Telegram channel Lisa Basilio reported on the afternoon of April 7 about the arrest of the former head of the St. Petersburg University of the Ministry of Internal Affairs Alexander Travnikov for petty hooliganism. According to Lisa, the general got drunk and insulted the police squad that arrived at the scene, waving his ID (probably not handed in at his previous place of work), after which he was detained and then sat in the department for more than 12 hours. Later, the media reported details - the general and his family were relaxing in a restaurant on Sinopskaya Embankment, drank heavily, made a drunken scandal with his relatives, got to the point of assault, and was handed over to the police by his own relatives. It would be sad if it weren't quite common. It is known that General Travnikov has been a heavy drinker for a long time (to the point of binge drinking), but he doesn't forget about his own pocket. Appointed to the post of head of the Ministry of Internal Affairs University in 2018, he created a real kingdom of corruption there. And Travnikov got away with everything until the criminal case of the "three generals" broke out in St. Petersburg. Among them was Travnikov's main partner in corruption - the chief of the rear of the police headquarters Ivan Abakumov. After the arrest of the top brass of the St. Petersburg police, Travnikov held on to his post for several more months, using all his connections. A piquant detail - we have already reported that just before the general's resignation at the end of November 2022, Ilya Traber himself urgently flew to Moscow to defend him (if anyone doesn't know, type "authority Antiquarian" on the Internet). It was after returning from this apparently unsuccessful voyage (Traber's authority was not enough to keep Travnikov's position, but probably saved the latter from a criminal case) that Ilya Ilyich became the character of a tragicomic story - he was beaten by his seatmate on the Moscow-Petersburg plane.

"The parents of a 4th-year cadet of the Moscow University of the Ministry of Internal Affairs of Russia named after V. Ya. Kikot, Kharkovsky Ilya Viktorovich, who was illegally dismissed from the internal affairs agencies and expelled from the university, are asking you to restore justice.

We are pensioners, disabled persons of the second group (Ilya's father received a disability during his service in the police, where he worked for 30 years), we do not have any patrons in the authorities and we have no one else to turn to.

Kharkovskiy I.V. was dismissed under paragraph 9 of part 3 of article 82 of the Federal Law "On Service in the Internal Affairs Bodies of the Russian Federation" in connection with the commission of an offense that disgraces the honor of an employee of the internal affairs bodies. The reason for the dismissal of Kharkovskiy I.V. was his part-time job in his free time from school in a company that conducts pranks in the "Mask Show" format for a cash reward, where events are ordered with imitation of the actions of police officers.

02.11.2024 Kharkovskiy I.V. with his acquaintances, among whom was a 4th-year cadet V.A. Travnikov, were hired to perform a prank in the format of "caught red-handed while receiving a bribe", it later turned out that after the "detention", when the hired actors left, the organizer of the prank began to extort money from the person being played, for which he was detained by police officers.

Neither Kharkovskiy I.V. nor the other actors knew anything about the extortion of money, and initially the investigation had no claims against them, they were interrogated as witnesses, did not hide anything from the investigator. The management of the Moscow University of the Ministry of Internal Affairs of Russia was informed of the incident immediately after the initiation of the criminal case, it had no claims against the cadets.

However, on 04.12.2024 Kharkovskiy I.V., Travnikov V.A. and other participants in the prank, including operative officers of the Department of Internal Affairs for the Otradnoye district of Moscow Voropaev Ya.A. and Kolomnikov A.N., were detained by the Internal Security Department officers and taken to the Presnensky Interdistrict Investigative Department of the Main Investigative Directorate of the Investigative Committee of the Russian Federation for the city of Moscow for investigative actions, where they remained until nightfall, and were then arrested on charges of kidnapping a person (this is how the investigation assessed their actions during the prank), except for Travnikov V.A., who magically remained a witness in the case.

We explain why this happened: from the words of Travnikov V.A. we know that his relative, Lieutenant General of Police Travnikov V.A., former head of the University of the Ministry of Internal Affairs of Russia in St. Petersburg, and grandfather, Colonel General of the Ministry of Internal Affairs, honorary citizen of St. Petersburg, “put in a good word” for him, who turned to the First Deputy Minister of the Ministry of Internal Affairs of Russia Gorovoy A.V. and the head of the Investigative Department of the Ministry of Internal Affairs of Russia Lebedev S.N., who solved all the problems of the unlucky cadet.

P Having received orders from above, the investigators turned a blind eye to the fact that the participants in the prank, including V.A. Travnikov, acted with a single intent, pursuing a common goal - to prank the victim for money, which included simulating the use of violence against him and deprivation of freedom of movement, that Travnikov received money on his bank card for participating in the prank, and did not bring charges against him.

After this, I.V. Kharkovsky was expelled from the university in connection with the commission of an offense that discredited the honor of an employee of the internal affairs bodies, and cadet V.A. Travnikov, who committed exactly the same actions as our son, continued his studies as if nothing had happened, enjoying the patronage of high-ranking relatives. The university management not only failed to help their cadet who found himself in a difficult situation, but, on the contrary, hastened to fire him without waiting for a verdict in the criminal case, spitting on the presumption of innocence, and sent the investigator a negative characterization of the cadet, against whom there had never been any complaints before, and who had not been brought to disciplinary responsibility.

Even the head of the Main Directorate of Internal Affairs of the city of Moscow vouched for the operational police officers Voropaev Ya.A. and Kolomnikov A.N., as a result of which a preventive measure in the form of house arrest was chosen for them, and the illegally fired and abandoned without any support Kharkovskiy I.V. is currently the only participant in the prank held in custody. We believe that everyone should be held accountable before the law, regardless of whether they have relatives who are generals, and if two cadets have committed similar acts, either they should both be dismissed for committing an offense that discredits the honor of an employee of the internal affairs bodies, or both should continue their service and studies.

I ask the management of the Moscow University of the Ministry of Internal Affairs of Russia named after V. Ya. Kikot to consider the issue of reinstating cadet Kharkovskiy I.V. at the university with the provision in the future of the opportunity to resign from the internal affairs bodies at his own request, or expelled cadet Travnikov V.A. on the same grounds as our son. We also ask you to provide us with an objective characterization of my son for submission to the investigator.

Как генерал Травников отмазал племянника-курсанта от гарантированной «посадки»

Петербург продолжает поражать полицейскими новостями. На этот раз в «обезьянник» отдела в Центральном районе города поместили целого генерал-лейтенанта полиции, причем в наручниках.



Телеграм канал Лиса Basilio днём 7 апреля сообщил о задержании за мелкое хулиганство бывшего начальника Санкт-Петербургского университета МВД Александра Травникова. По данным Лисы, генерал устроил пьяный дебош и оскорблял прибывший на место наряд полиции, размахивая корочкой (вероятно не сданной на прошлом месте работы), после чего был задержан и далее просидел в отделе более 12 часов. Уже потом в СМИ появились подробности - генерал с семьей отдыхал в ресторане на Синопской набережной, крепко выпил, устроил пьяный скандал с родней, дошел до рукоприкладства, и был сдан полиции собственными близкими. Печально, если бы не было вполне привычно. Известно, что генерал Травников давно и крепко злоупотребляет алкоголем (вплоть до запоев), но совсем не забывает о собственном кармане. Назначенный на должность руководителя университета МВД в 2018 году, он устроил в нем настоящее царство коррупции. И все сходило Травникову с рук, пока в СПб не грянуло уголовное дело «трех генералов». Среди них оказался и главный компаньон Травникова по коррупции - начальник тыла полицейского Главка Иван Абакумов. После ареста верхушки петербургской полиции, Травников продержался в должности еще несколько месяцев, используя все свои связи. Пикантная деталь - мы уже рассказывали, что перед самой отставкой генерала в конце ноября 2022 года отстаивать его в Москву экстренно вылетел сам Илья Трабер (если кто-то не знает, наберите в сети «авторитет Антиквар»). Именно возвращение после этого, видимо неудачного вояжа (авторитета Трабера не хватило на сохранение должности Травникова, но, вероятно, уберегло последнего от уголовного дела), Илья Ильич оказался персонажем трагикомичной истории - он получил побои от соседа по креслу в самолете Москва-Петербург.

А в распоряжении телеграм-канала ВЧК-ОГПУ и Rucriminal.info оказалась другая история, связанная с генералом Травкиным. Как он отмазал своего племянника от уголовного дела.

«С просьбой о восстановлении справедливости к вам обращаются родители курсанта 4-го курса Московского университета МВД России им. В.Я. Кикотя, Харьковского Ильи Викторовича, незаконно уволенного из органов внутренних дел и отчисленного из университета.

Мы являемся пенсионерами, инвалидами второй группы (отец Ильи инвалидность получил во время службы в органах милиции, где проработал 30 лет), у нас нет каких-то покровителей в органах власти и нам не к кому больше обратиться.

Харьковский И.В. был уволен по п. 9 части 3 ст. 82 Федерального закона "О службе в органах внутренних дел Российской Федерации" в связи с совершением проступка, порочащего честь сотрудника органов внутренних дел. Причиной увольнения Харьковского И.В. послужила его подработка в свободное от учебы время в компании, проводящей за денежное вознаграждение розыгрыши в формате «Маски-шоу», где заказываются мероприятия с имитацией действий сотрудников полиции.

02.11.2024 Харьковского И.В. с его знакомыми, среди которых был и курсант 4-го курса Травников В.А., наняли для розыгрыша в формате «задержание с поличным при получении взятки», впоследствии выяснилось, что после «задержания», когда нанятые актеры ушли, организатор розыгрыша начал вымогать у разыгрываемого лица денежные средства, за что и был задержан сотрудниками полиции.

Ни Харьковсий И.В., ни другие актеры ничего не знали о вымогательстве денег, и первоначально у следствия не имелось к ним никаких претензий, они были допрошены в качестве свидетелей, ничего от следователя не скрывали. Руководство Московского университета МВД России было поставлено о случившемся в известность сразу после возбуждения уголовного дела, никаких претензий к курсантам у него не возникло.

Однако 04.12.2024 Харьковский И.В., Травников В.А. и другие участники розыгрыша, в том числе оперуполномоченные ОВД по району «Отрадное» г. Москвы Воропаев Я.А. и Коломников А.Н., были задержаны сотрудниками УСБ и доставлены в Пресненский межрайонный следственный отдел ГСУ СК РФ по г. Москве для проведения следственных действий, где оставались до ночи, а потом были арестованы по обвинению в похищении человека (так следствие расценило их действия в ходе розыгрыша) кроме Травникова В.А., который волшебным образом остался свидетелем по делу.

Поясняем, почему так произошло: со слов Травникова В.А. нам известно, что за него «замолвили словечко» его родственник – генерал-лейтенант полиции Травников В.А., бывший начальник университета МВД России в Санкт-Петербурге и дедушка, генерал-полковник МВД, почетный гражданин г. Санкт-Петербурга, которые обратились за помощью к первому заместителю министра МВД России Горовому А.В. и начальнику Следственного Департамента МВД России Лебедеву С.Н., решившим все проблемы незадачливого курсанта.

Получив указание сверху, следователи закрыли глаза на тот факт, что участники розыгрыша, включая Травникова В.А., действовали с единым умыслом, преследуя общую цель – розыгрыш потерпевшего за деньги, который включал имитацию применения к нему насилия и лишения свободы передвижения, что Травников получил на свою банковскую карту деньги за участие в розыгрыше, и не стали предъявлять ему обвинение.

После этого Харьковский И.В. был отчислен из университета в связи с совершением проступка, порочащего честь сотрудника органов внутренних дел, а курсант Травников В.А., совершивший точно такие же действия, как и наш сын, продолжил обучение как ни в чем не бывало, пользуясь покровительством высокопоставленных родственников.

Руководство университета не только ничем не помогло своему курсанту, попавшему в сложную ситуацию, но, напротив, поспешило уволить его, не дождавшись приговора по уголовному делу, наплевав на презумпцию невиновности, и направило следователю отрицательную характеристику на курсанта, к которому ранее никогда не было претензий, и который не привлекался к дисциплинарной ответственности.

Даже за оперативных сотрудников полиции Воропаева Я.А. и Коломникова А.Н. поручился начальник ГУВД города Москвы, вследствие чего им была избрана мера пресечения в виде домашнего ареста, а незаконно уволенный и брошенный без всякой поддержки Харьковский И.В. в настоящее время является единственным участником розыгрыша, содержащимся под стражей.

Мы считаем, что каждый должен нести ответственность перед законом вне зависимости от наличия у него родственников – генералов, и, если два курсанта совершили аналогичные действия, либо они оба должны быть уволены за совершение проступка, порочащего честь сотрудника органов внутренних дел, либо оба должны продолжать службу и учебу.

Руководство Московского университета МВД России им. В.Я. Кикотя прошу рассмотреть вопрос о восстановлении курсанта Харьковского И.В. в университете с предоставлением в будущем возможности уволиться из органов внутренних дел по собственному желанию, либо отчислись курсанта Травникова В.А. по тем же основаниям, что и нашего сына. Также просим выдать нам объективную характеристику на сына для представления следователю.

Остальных адресатов прошу провести проверку изложенных в обращении доводов, принять меры к объективному расследованию уголовного дела № 12401450012000541, в том числе к выяснению действительной роли Травникова В.В. в произошедшем, а также рассмотреть вопрос об изменении Харьковскому И.В. меры пресечения».

How Telegram deleted the VChK-OGPU

The VChK-OGPU channel was deleted by Telegram on Friday night without any warnings or notifications. Access to Telegram was also blocked from the phone number to which the channel was registered. The VChK-OGPU editorial team sent requests to all Telegram forms of communication, but no responses have been received to date - more than a day has passed. Already in the morning, a major media scandal began to mount around the deletion of a channel with 1.2 million subscribers (which was recognized as a foreign agent, hung with criminal cases, and is being persecuted by the authorities), which quickly went beyond Telegram. It was clear that Durov had deleted the VChK-OGPU and a dozen more channels at the request of the Russian authorities. And then Kristina Potupchik came to Durov's aid, who stated in her channel "Nebozhena" that "it looks like the channel was deleted by its owner." This happened at 11:40. And at 1:55 p.m. the Agency published an official comment from the Telegram press service, which repeated Potupchik's information - "the channel was deleted by its owner." This version is very stupid and unfounded. But more on that later. Now about the interesting nuances.



Potupchik's partner is Pavel Durov's former press secretary Georgy Lobushkin. Together they even founded the K2 agency. It would be a stretch to call Lobushkin a former press secretary. The VChK-OGPU states with all responsibility that when Durov was arrested in France, it was Lobushkin who was organizing positive coverage of this situation for Pavel in large Telegram channels. Yes, in general, as sources say, Durov sometimes turns to Loboshkin (Potupchik) for anti-crisis PR. It can be added that another partner of Potupchik was former FSB employee Mikhail Polyakov (Uncle Misha FSB), who was responsible for the prosecution and deanonymization of Telegram channels that were undesirable to the Russian authorities. Potupchik and Polyakov were supervised by the deputy head of the Internal Policy Department of the Presidential Administration of the Russian Federation Timur Prokopenko. When Polyakov was arrested (Potupchik's home and office were searched as part of this case), he quickly answered the investigator's questions about this or that channel by the SIM card of which country the channel was registered and added that more detailed information with the number was in his dossier on this channel. Where Uncle Misha received such information about SIM cards, he did not say during interrogation.

The version of Telegram and Potupchik that the VChK-OGPU "deleted the owner" is very funny and stupid. Firstly, the phone and SIM card, to which the channel was registered, were not used at all. Only the owner and, accordingly, Telegram knew the number. There are no traces of "hacking" anywhere near. Well, and the main thing. Telegram is designed in such a way that the owner himself cannot delete a channel with over 1 thousand subscribers. You need to send a request to Telegram, and Telegram itself, having studied for security purposes whether everything is OK with the request, will delete (or not delete) the channel in 3-5 days. The VChK-OGPU channel disappeared in a matter of minutes and the owner simply could not do this. But the Telegram administration could delete the channel

Well, and the version of Telegram and Potupchik about self-deletion was finally destroyed by Roskomnadzor. On Monday evening, RKN announced that it was very successfully cooperating with Telegram; Durov's brainchild deleted "over 373 thousand channels and publications" at the request of Russian censorship. RKN directly stated that they demanded that Telegram delete VChK-OGPU, which is what eventually happened. However, it is hard to believe that Pavel Durov will salute only at the request of RKN. Some higher-up petitioner is needed here, to whom Durov cannot say "no."
