And if another person, not controlled by Shipilov, comes to the chairman's place instead of Shipilov, then the entire corruption network will collapse. As a result, it was decided to "sacrifice" Kislyak's figure and thereby make Shipilov "passable" for reappointment. According to Kislyak, as soon as Shipilov is reappointed, it is possible that he will be recalled from retirement and he will receive a new appointment. In any case, everything will be the same with the chairman Shipilov and the same Kislyak will manage the judges. It is no secret that Kislyak is completely manipulating Shipilov. Shipilov is "on a glass" and is in a relaxed state all the time, and Kislyak V.F. and his henchmen completely control the Kuban Judicial System and the Judicial Department in their personal interests, lining their pockets and replenishing accounts abroad, discrediting the judicial system, turning it into a judicial market with a multi-billion turnover. All financially significant decisions of the district and regional court judges are coordinated with Kislyak or his assistants, who determine which judge should make the decision. Kislyak's rates for the desired decision are known to everyone: from 5 million and up, the appointment of judges from 15 million. If you do not want to pay, you will receive a fundamentally negative decision, regardless of the legality. With the arrival of the new chairman Shipilov, judges and citizens of Kuban hoped to restore order in the Kuban justice system, eradicate telephone law, corruption, boorish behavior and humiliation of judges. But everything turned out the other way around, corruption increased many times, the quality of decisions made worsened, the authority of the court sank below the baseboard. Unfavorable judges were discredited and then forced to resign. In this situation, the judicial system of the Krasnodar Regional Court under the current leadership has completely discredited itself, demonstrated its incompetence. It will not be possible to change it. Shipilov will not be able to constantly flaunt his connections and warm relations with the leadership of the Supreme Court of the Russian Federation for long, he still needs to be able to work.

I want to believe that they will finally take on the "patriarch" of Kuban corruption Kislyak V. F. and his foreign assets. To get all the details, it is enough to question his assistants.

And the fact that Kislyak was checked by the Qualification Collegium of Judges of Kuban, where more than half of the staff are employees of the regional court, his subordinates, the local Investigative Committee - close friends of Kislyak. Of course, they didn't find anything. At the same time, almost everyone in Kuban knows that Kislyak's family, his children have been living in Cyprus for more than 15 years. They have citizenship, that he constantly flies there and withdraws money.

Well, and the friends who are checking will, of course, not find anything, all checks in the region are controlled. Kislyak at one time checked the famous judge Khakhaleva and also found nothing.

Останется ли «патриарх» коррупции на троне



Несмотря на то, что было объявлено об отставке патриарх Кубанской коррупции - руководителя коллегии по гражданским делам Владимира Кисляка- «хоронить» его, как оказалось, рано. На внеочередной квалификационной коллегии судей было решено прекратить полномочия Кисляка с 28 марта. Однако, абсолютно все судьи продолжают ходить ему на поклон, он продолжает оставаться реальным хозяином Краснодарского краевого суда. Сам Кисляк уверяет приближенных, что история с отставкой лишь хитрый маневр, совершенный по отмашке кураторов из Москвы. Надо, чтобы страсти улеглись, все попрощались с Кисляком, а его «дроп» Алексей Шипилов был спокойно переназначен на место председателя Краснодарского краевого суда. Вопрос с переназначением должен был решиться 10 февраля на ВККС, но отложили именно по причине «токсичного» Кисляка. Реальное положение дел такое, что связка Кисляк-Шипилов неразлучна. Шипилов бухает на работе, а Кисляк руководит судьями и пополняет коррупционную казну. В результате эта связка стало практически «непроходной». А если вместе Шипилова на место председателя придет другой человек, неподконтрольный Шипилову, то вся коррупционная сеть разрушится. В результате было решено «пожертвовать» фигурой Кисляка и тем самым сделать «проходным» на переназначение Шипилова. По версии Кисляка, как только Шипилова переназначат не исключен вариант, что его отзовут из отставки и он получит новое назначение. В любом случае с председателем Шипиловым все будет по-прежнему и руководит судьями будет тот же Кисляк.



Не является секретом, что Шипиловым полностью манипулирует Кисляк. Шипилов пребывает «на стакане» и все время в расслабленном состоянии, а Кисляк В.Ф и его подручные полностью управляют Судебной системой Кубани и судебным департаментом в личных интересах, набивая карманы и пополняя счета за границей, дискредитируя судебную систему, превращая ее в судебный рынок с многомиллиардным оборотом. Все финансово значимые решения судьи районов и краевого суда согласовывают с Кисляком, либо с его помощниками, которые определяют какое судье нужно вынести решение. Ставки Кисляка за нужное решение всем известны: от 5 млн и выше, назначение судей от 15 млн. Не хочешь платить - получишь принципиально отрицательное решение, независимо от законности.

Судьи и граждане Кубани с приходом нового председателя Шипилова надеялись на наведение порядка в Кубанском правосудии, искоренении телефонного права, коррупции, хамского поведения и унижения судей. Но получилось все наоборот, коррупция увеличилась в разы, качество принимаемых решений ухудшилось, авторитет суда опустился ниже плинтуса. Неугодных судей дискредитировали и затем понуждали уволиться. В данной ситуации, судебная система Краснодарского краевого суда при нынешнем руководстве, себя полностью дискредитировала, показал свою некомпетентность. Изменить уже не получиться. Шипилову козырять постоянно связями и теплыми отношениями с руководством ВС РФ долго не получиться, нужно уметь еще работать.

Хочется верить, что за «патриарха» кубанской коррупции Кисляка В. Ф и его зарубежные активы возьмутся наконец. Чтобы получить все расклады достаточно распросить его помощников.

А то что Кисляка проверяла Квалификационная коллегия судей Кубани, где больше половина состава работники краевого суда, его подчиненные, местный следком - близкие друзья Кисляка. Конечно, они ничего не нашли При этом на Кубани практически все знают, что семья Кисляка, его дети живут на Кипре более 15 лет . Имеют гражданство, что он туда постоянно летает и выводит деньги.

Ну а друзья проверяющие ничего, конечно, не найдут, проверки все в крае контролируемые. Кисляк в свое время проверял знаменитую судью Хахалеву то же ничего не нашел.

How the state information system became a useless “turtle” in two years



In 2023-2024, a system of regular reporting to the Government Office of the Russian Federation on the state of data in the State Information System for Housing and Public Utilities posted by industry participants was established. According to the VChK-OGPU Telegram channel and Rucriminal.info, regular reporting looks good, but has almost no relation to reality: the percentage of “filling” of data in the State Information System for Housing and Public Utilities does not reflect either the reliability of this data or its usefulness for citizens or organizations involved in the management of the housing and public utilities complex. Over the past two years, there has been no regular receipt of information on charges and payments for housing and communal services, no integration with regional settlement and cash centers or the mandatory metrological verification system FGIS ARSHIN, no stable and reliable data from resource supplying organizations, or even information from a fully digitized capital repair program.

In fact, during 2023-2024, the Operator did not launch a single significant service for citizens that they would have any need for. In December 2024, a beautiful but very slow version of the front part of the GIS Housing and Communal Services portal was released, where the same information that was available in the old version of the system was listed in a different order and in a significantly truncated form.

No one is interested in the ability to pay for housing and communal services through a mobile application with a commission: this functionality is available in almost every bank client, and the data on charges does not match the receipts. Public information from the Operator of the State Information System of Housing and Public Utilities, including any press releases, either arrives late, or contains deliberately false statements, or reprints statements by government officials (mainly officials of the Ministry of Construction of Russia). The head of the Operator's press service, former press secretary of the Omsk Governor Alina Atamanenko, prefers these copy-pastas to any meaningful publications, but the Operator has announced a competition for 7 million rubles through State Procurement for "Reputation Management Services" No. 32514588901. However, in the direction of monopolizing additional functions and capabilities of the system, everything turned out to be quite successful: users are persistently recommended to install a video surveillance and intercom system from a certain Perm company, without offering any alternatives, and management organizations are offered to use the services of GIS Housing and Public Utilities fillers with who knows what right in their personal account. According to the VChK-OGPU, the only goal of the new bosses at JSC OIS (Mityashin A.N., Galeev B.Z. and others) was "monetization" - extracting side profits from the system entrusted to them. At the same time, no one seems to be planning to bring the system itself to the point of usability.

And so that this system does not stall in principle - from March 1, 2025, the use of alternative systems for voting was simply banned in the housing and utilities market.

JSC "Operator of the Information System" was created in 2018, but it began active operations only in 2021, when rumors began to circulate that the GIS Housing and Utilities was planned to be transferred from the sole ownership of the Russian Post to a joint venture with InterRAO.

In May 2021, the system was removed from the jurisdiction of the Ministry of Digital Development and Communications and transferred entirely to the jurisdiction of the Ministry of Construction of the Russian Federation. Since April 1, 2022, the development of the GIS Housing and Public Utilities by order of the Government of the Russian Federation was entrusted to JSC OIS under the leadership of Andrey Khanin.

During 2022, together with LANIT (developers of the GIS Housing and Public Utilities system), many improvements to the system were implemented, a new mobile application for citizens was created and launched, which in 2023 became part of State Services and was called State Services.Dom.

In the 2022 version of the mobile application, services for voting at general meetings of owners and transferring data on individual metering devices, correspondence with management organizations, state housing supervision authorities and technical support, information on management organizations, major repairs of apartment buildings, and annual reporting of management organizations were launched.



In December 2022, a partial replacement of the Operator's management was carried out. With the arrival of a new team (following the new CEO V.A. Kolesnikov, who previously headed MosOblEIRC, several new "bosses" in different areas came from there) the pace of development has significantly slowed down. By November 2023, the long-awaited integration with the Federal State Information System of Unified State Register of Real Estate of Rosreestr had occurred, at the end of 2023, integration with chats of owners on VKontakte was carried out, since 2024, telephone technical support was abolished, notifications appeared through personal accounts of the Unified State Services Portal, and by the end of 2024, "guest access" to real estate objects appeared.

ГИС ЖКХ решило «отмыть» репутацию

Как за два года государственная информационная система стала бесполезной «черепахой»

В 2023-2024 году была налажена система регулярного рапортования в Аппарат Правительства РФ о состоянии данных в ГИС ЖКХ, размещаемых участниками отрасли. По данным телеграм-канала ВЧК-ОГПУ и Rucriminal.info, регулярная отчётность выглядит красиво, но к реальности не имеет почти никакого отношения: проценты "заполнения" данных в ГИС ЖКХ не отражают ни достоверность этих данных, ни полезность их для граждан или организаций, задействованных в управлении комплексом ЖКХ.

За последние два года не появилось ни регулярного поступления информации о начислениях и оплатах за ЖКУ, ни интеграции с региональными расчётно-кассовыми центрами или ставшей обязательной для всех системы метрологической поверки ФГИС АРШИН, ни стабильных и достоверных данных ресурсоснабжающих организаций, ни даже информации из полностью оцифрованной программы капитального ремонта.

Фактически, в течение 2023-2024 года Оператор не запустил ни одного существенного сервиса для граждан, в котором они испытывали бы какую-то потребность. В декабре 2024 года была выпущена красивая, но очень медленная версия фронтальной части портала ГИС ЖКХ, где в другом порядке и в существенно урезанном виде были перечислены те же самые сведения, которые были доступны и в старой версии системы.

Возможности оплаты ЖКУ через мобильное приложение с комиссией никого не интересуют: этот функционал есть почти в каждом банк-клиенте, а данные о начислениях не совпадают с квитанциями. Публичная информация от Оператора ГИС ЖКХ, включая любые пресс-релизы, либо приходит с опозданием, либо содержит заведомо недостоверные утверждения, либо перепечатывает заявления государственных лиц (в основном, чиновников Минстроя России). Руководитель пресс-службы Оператора, бывшая пресс-секретарь Омского губернатора Алина Атаманенко, предпочитает эти копипасты любым содержательным публикациям, но зато Оператор объявил через Госзакупки конкурс на 7 млн. рублей на "Услуги по управлению репутацией" №32514588901.

Зато в направлении монополизации дополнительных функций и возможностей системы всё оказалось весьма успешно: пользователям настойчиво рекомендуют установить систему видеонаблюдения и домофонии от некой пермской компании, причём без предложения каких-либо альтернатив, а управляющим организациям прямо в личном кабинете предлагается воспользоваться услугами заполняльщиков ГИС ЖКХ непонятно чем. По данным ВЧК-ОГПУ, единственной целью новых начальников в АО ОИС (Митяшина А.Н, Галеева Б.З. и других) стала "монетизация" — извлечение побочной прибыли из вверенной им системы. При этом доводить саму систему до пригодности к использованию никто, похоже, не собирается.

А чтобы эта система не заглохла в принципе — с 1 марта 2025 на рынке ЖКХ просто запретили использовать альтернативные системы для голосований.

АО "Оператор Информационной Системы" было создано в 2018 году, однако активную деятельность начало лишь в 2021, когда пошли слухи, что ГИС ЖКХ планируют передать из единоличного владения Почты России в совместное предприятие с ИнтерРАО.

В мае 2021 года система была выведена из под ведения Минцифры и передана полностью в ведение Минстроя РФ. С 1 апреля 2022 года развитие ГИС ЖКХ распоряжением правительства РФ было поручено АО ОИС под руководством Андрея Ханина.

В течение 2022 года совместно с ЛАНИТ (разработчиками системы ГИС ЖКХ) было внедрено множество доработок системы, создано и запущено новое мобильное приложение для граждан, которое в 2023 году стало частью Госуслуг и получило название Госуслуги.Дом.

В мобильном приложении версии 2022 года были запущены сервисы голосований на общих собраниях собственников и передачи данных об ИПУ, переписка с управляющими организациями, органами государственного жилищного надзора и техподдержкой, сведения об управляющих организациях, капитальном ремонте многоквартирных домов, ежегодной отчётности управляющих организаций.



В декабре 2022 года была проведена частичная замена руководства Оператора. С приходом новой команды (вслед за новым гендиректором В.А.Колесниковым, ранее возглавлявшим МосОблЕИРЦ, оттуда пришло несколько новых "начальников" по разным направлениям) темп разработки существенно снизился. К ноябрю 2023 года возникла долгожданная интеграция с ФГИС ЕГРН Росреестра, в конце 2023 была осуществлена интеграция с чатами собственников ВКонтакте, с 2024 упразднили телефонную техподдержку, появились уведомления через личные кабинеты ЕПГУ, и к концу 2024 года появился "гостевой доступ" к объектам недвижимости.

Zagorodniy Evgeny Nikolaevich from 2009-2012, resting in the director's chair at the Hevel company, very closely gets to know the future bigwig of all affairs - economist Shakhrai Igor Stepanovich, who was sent to the solar business from Renova to restore order. But already in 2021, Shakhrai's chair began to wobble, and then he came up with the "construction project of the century for 18 billion rubles" - as part of the localization of components, to build two more plants (with a total capacity 6 times greater than the previous one). In order to implement such a large-scale project, Shakhrai had to butter up the nominal Mikhail Sergeyevich Sivoldayev, leave him the director's chair, as to how they eventually agreed, history is silent, but Sivoldayev, who did not believe in the project, suddenly willingly began to lobby for the construction in Renova, even when the budget doubled.



In order not to attract the attention of the internal audit, the most difficult region was chosen - Kaliningrad. Zagorodny's company was chosen as a construction control for construction work, the approval of inflated volumes of materials and work became problem-free. To select "their" equipment suppliers, closed purchases were created (in violation of current regulations), the list of correct suppliers was approved only by Bodnarchuk. Shakhrai, who had previously shown no interest in purchases, made himself the chairman of the tender committee and in every possible way suppressed dissent in choosing the wrong suppliers. Money again flowed like a river into the hands of our trio. But the question arose of how to discreetly accumulate such amounts in the accounts. The money was supposed to come (or came earlier) from suppliers (Linton Crystal, S.C.NewEnergy, BWT, Fesko, AntaiSolar, Fragmit, Longi, TopraySolar, etc.). It became dangerous to make large kickback payments to European bank accounts, and it was necessary to spread the transactions over time and into smaller amounts. To do this, Bodnarchuk organized controlled chaos in purchases, with a huge staff turnover and purchases dragging on for months. Because of this, the company missed the chance to pay the main payments for imported equipment in the summer of 2022, when the dollar exchange rate was 55-60 rubles. And they mainly paid in mid-2023 at an exchange rate of 90 rubles.



There is another person who made it all happen. The chief auditor, Natalya Borisovna Belykh, who was chronically susceptible to illness, was supposed to be retired and an experienced, tenacious auditor was sent to oversee the construction of the plant. But this did not fit into Shakhrai's plans and he agreed to keep her position, and promised her that he would turn a blind eye to her constant absence from work due to illness, in exchange for asking for assistance in matters of plant construction. As a result, Shakhrai received Belykh's vote in addition to Bodnarchuk's vote on the competition committee. A positive vote "on crooked purchases" from the chief auditor removed possible questions from other hesitant members of the competition committee.

Солнечный круг, «бабки» вокруг

Как пилят на альтернативной энергетике «от Вексельберга»



Мало кто знает, но на заре нулевых власти РФ способствовали развитию зелёной энергетики, куда вливались солидные по тем временам деньги. Локомотивом солнечной энергетики стала ГК Хевел (позже ГК Юнигрин Энерджи), главным собственником которой являлся Виктор Вексельберг (да-да тот самый хозяирн Реновы). Как выяснили телеграм-канал ВЧК-ОГПУ и Rucriminal.info, в условиях санкций, директора этих организаций построили нехитрую схему вывода денег из компании. Давайте по порядку.

Загородний Евгений Николаевич с 2009-2012 гг., почивая в кресле директора в компании Хевел, очень плотно знакомиться с будущим воротилой всех дел - экономистом Шахраем Игорем Степановичем, которого прислали в солнечный бизнес из Реновы навести порядок. Вечно подающему надежды Шахраю будет уготована судьба возглавить все серые схемы. Но как говорится, если соображать, то на троих, а лучше ещё и с женским полом. Как раз амбиции стала проявлять любовница Загороднего - Боднарчук Елена Александровна, родившая ребенка Евгению и поселившаяся через дорогу от него. Елену устраивают под крыло Шахрая, руководить закупками, строящегося завода в Новочебоксарске.



Схема выглядела так: в рамках конкурсных процедур для строительства завода закупалось заранее определенное Боднарчук оборудование (в основном китайского и европейского производства), Шахрай утверждал все сделки. С компаниями, производившими это оборудование тайно заключались консалтинговые контракты под 3-5 %, по сути откаты. Заводить денежные средства в Россию троица побоялась, Боднарчук пришлось в срочном порядке делать себе вид на жительство в Испании. Эти же люди наладят и получение денег на счета “прокладки” в европейских банках. Завод в Новочебоксарске был построен, Загородний ушел в тень в инжиниринговую компанию ССИ Инжиниринг и пригодится позже, Шахрай был повышен до генерального директора, Боднарчук стала его замом. Троица отлично подправила свое финансовое положение, квартиры, коттеджи в элитных районах, виллы в Испании, дорогие авто.

Но уже в 2021 году кресло под Шахраем зашаталось, и тогда он придумывает “стройку века на 18 млрд руб” - в рамках локализации комплектующих построить ещё два завода (по суммарной мощности в 6 раз больше прежнего). Чтобы осуществить столь масштабный проект Шахраю пришлось умасливать номинала Михаила Сергеевича Сиволдаева, оставить ему директорское кресло, как в итоге договорились история умалчивает, но Сиволдаев, который не верил в проект, вдруг охотно стал лоббировать стройку в Ренове, даже когда бюджет вырос в два раза.

Чтобы не привлекать внимание внутреннего аудита выбрали самый сложный регион - Калининград. Компанию Загороднего выбирают в качестве строительного контроля на строительные работы, согласование завышенных объемов материалов и работ стало беспроблемным. Для выбора “своих” поставщиков оборудования создали закрытые закупки (в нарушение действующих регламентов), список правильных поставщиков утверждала только Боднарчук. Шахрай, ранее не проявлявший интерес к закупкам, сделал себя председателем конкурсной комиссии и всячески пресекал инакомыслие в выборе не тех поставщиков. Деньги снова потекли рекой в руки нашей троицы. Но встал вопрос как незаметно аккумулировать такие суммы на счетах. Деньги должны были поступать (или поступали ранее) от поставщиков (Linton Crystal, S.C.NewEnergy, BWT, Феско, AntaiSolar, Фрагмит, Longi, TopraySolar и др.). Проводить крупные платежи-откаты на счета европейских банков стало опасно, потребовалось размазать транзакции по времени и по меньшим суммам. Для этого Боднарчук организовала контролируемый хаос в закупках, с огромной текучкой кадров и тянущимися месяцами закупками. Из-за этого компания упустила шанс проплатить основные платежи за импортное оборудование летом 22 года, когда курс доллара был 55-60 рублей. А в основном платили в середине 23 г. по курсу 90 рублей.

Есть ещё человек, благодаря которому получилось все это провернуть. Главного аудитора Белых Наталью Борисовну, хронически подверженную болезням, должны были отправить на пенсию и прислать опытного цепкого аудитора для контроля над строительством завода. Но это не вписывалось в планы Шахрая и он согласовал сохранение ей должности, а ей пообещал, что будет закрывать глаза на ее постоянное отсутствие на рабочем месте по болезни, взамен попросил содействия в вопросах строительства заводов. В итоге Шахрай получил на конкурсной комиссии к голосу Боднарчук, ещё и голос Белых. Положительный голос “по кривым закупкам” от главного аудитора снимал возможные вопросы от других колеблющихся членов конкурсной комиссии.

The telegram channel of the VChK-OGPU and Rucriminal.info learned that since 2002, the FCS and the Ministry of Finance has been conducting an “experiment” to underestimate customs value and inaccurate declaration. The existing large -scale channel of "Gray Import" was created under the pretext of returning to the customs territory of the Russian Federation those volumes of imports that were issued in the countries of Central Asia and were already imported into the Russian Federation, as goods of the EAEU, and therefore huge amounts of customs payments were not received by the Russian budget.



As a result, a new “grid” appears, a jargon designation in the language of smuggling scheme for evasion of customs payments, when, depending on the type of goods, the underestimation of customs value and inaccurate declaration, there is a price list to pay the above scheme, which goes directly into the pockets of the shadow owners of this channel of smuggling. Only according to the most approximate calculations as a result of this “experiment”, no less than trillion rubles have already amounted to the budget of the Russian Federation by the budget of the Russian Federation.

The main beneficiary of this scam at the state level is Sarmant-South LLC, which pursues an aggressive policy to force participants in foreign economic activity (both from the "gray" and conscientious ones) to work in this format.

As the Cheka-OGPU found out, a large number of employees of customs authorities at various levels are involved in the functioning of this channel, starting from customs posts and ending with the deputy heads of the FCS. As a consequence of this, the new head of the FCS does not receive true reports on the “experiment”.

All importers who agreed to work within the framework of this channel automatically fall into full depending on the conditions put forward and constantly changing in terms of changes in the price list for participating in the so-called "grid".

Monotars (blankets, towels, pillowcases, bedding, furniture, electrical goods, electronics, toys, goods for the New Year, outdoor goods, etc.) - 4,500 US dollars

Mono-goods brand (up to 50% of the loading volume) or re-sorting (up to 50% of the loading volume)- (blankets, towels, pillowcases, bedding, furniture, electrical goods, electronics, toys, products for outdoor activities, etc.)- 5,500 US dollars

Socks - 4,500 US dollars

Bags and suitcases - 4,500 US dollars

The penalty for the revealed inaccurate statement of the product nomenclature (an unheated brand or re -sorting) is 50,000 US dollars.



The calculation of the current commercial part will be carried out on February 19 inclusive (according to issued statements or issued DT). The prison and DT issued from February 20 will be calculated according to the new commercial part.
