According to former employees, almost every event that the company organized did not take place without a "kickback scheme" in which Markov and Maksimov participated. In financial fraud, it was impossible to do without a financial director, who in turn received kickbacks from outsourcing contractors. The first arbitration cases from contractors and clients have already been filed with the Stockholm Arbitration Court. One of the plaintiffs is OOO STK, which is demanding the return of more than a million dollars for an unfulfilled order. Several cases from the company's contractors are also being considered in arbitration, some of whom have not been paid for several months or even more than a year.



How MTS will resolve this issue and whether it will save its sinking "daughter" remains a big question.

Как нам рассказали бывшие сотрудники ООО «Вижнлабс» – по карьерной лестнице в компании могли расти только те, кто либо пил с Дмитрием Александровичем, либо участвовал в так называемых “откатных схемах”. После неоднократных совместных возлияний и игр в футбол вместе с Дмитрием, он резко стал его первым замом и стал рулить делами в компании. Но это еще не все – в махинациях с отчетностями помогал Дмитрию финансовый директор ООО «Вижнлабс» – Руслан Карабугати. По факту они использовали лазейки, где можно подписать акты и признать выручку, без фактического получения денежных средств. Тем самым, они выполняли план, получали свои многомиллионные бонусы и опционы, разоряя компанию своей «работой». Ранее упомянутый глава HR тоже все это время был в плюсе x– как первого зама и ключевого помощника Дмитрия, его включили в список особо ценных сотрудников и так же платили многомиллионные вознаграждения.

Со слов бывших сотрудников практически каждый ивент, который организовывала компания, не проходил без «откатной схемы», где участвовали Марков и Максимов. За аренду площадей, покупку алкоголя, изготовления мерча и даже при покупке орг.техники в компанию они выбирали подрядчика, где цены изначально были сильно выше, чем у конкурентов и получали свой откат. В финансовых махинациях нельзя было обойтись без финансового директора, который в свою получал откаты с аутсорсинговых подрядчиков. Как итог - многомиллионные траты в карманы топ менеджмента. Выводы делайте сами. Для наглядности, когда Дмитрия Маркова брали на работу, компания приносила прибыль порядка 500 млн рублей в год, а уже в этом году совокупный убыток за 3 квартала составляет 750 млн рублей, а также кредиты с плавающей ставкой на более чем 1,5 млрд рублей.

Rucriminal.info считает, что топ-менеджмент примет единственное правильное решение – увольнение проворовавшегося генерального директора и его команды, а также проведет чистку неэффективных сотрудников.

Как рассказывал ВЧК-ОГПУ, начиная с покупки ООО «Вижнлабс» в конце 2021 года ПАО МТС и назначения на должность нового генерального директора, финансовые показатели ООО стали ухудшаться в арифметической прогрессии.

По словам источника ВЧК-ОГПУ, под неграмотным руководством Маркова Д.А., компания начала нести убытки и перестала даже окупать саму себя. В следствии неграмотных решений, были сорваны крупные контракты заказчиков.

Все эти обстоятельства привели к тому, что голландская головная компания ООО «Вижнлабс», которая сейчас принадлежит одной из структур МТС в Люксембурге - Intema S.A.R.L. , испытывает огромные финансовые и репутационные трудности, так как у компании нет счетов и она не отвечает по своим обязательствам. Первые арбитражные дела от подрядчиков и клиентов уже поданы в Арбитражный суд Стокгольма. Одним из истцов является компания ООО СТК, которая требует вернуть более миллиона долларов за невыполненный заказ. Также в арбитраже рассматривается несколько дел от подрядчиков компании, некоторым из которых не платят по несколько месяцев и, даже, больше года.

Как МТС будет решать этот вопрос и будет ли спасать свою тонущую «дочку» остается большим вопросом.

По словам источников телеграм-канала ВЧК-ОГПУ и Rucriminal.info, в главе московского метро Козловскому Виктору Николаевичу осталось работать со всем немного и вскоре он будет уволен. Древний «мамонт» метрополитена возглавляет подземку более 20 лет.

Так основным лидером коррупционеров является действующий сотрудник Метрополитена: Турутов Алексей Геннадьевич- заместитель начальника службы заказчика.



Так, вынесен обвинительный приговор начальнику отдела технического надзора Дирекции обслуживания Московского центрального кольца Фурину П.Н., обеспечивавшего бесконтрольную приемку за денежное вознаграждение в 5 млн. руб., оказываемых услуг ООО «Центрлифт» по оплаченному Метрополитеном в сумме 386 млн. руб. контракту на оказание услуг по комплексному содержанию эскалаторов, лифтов и подъемников МЦК в период 2018-2021 г.

Установлена причастность к незаконной приемке работ за денежное вознаграждение бывших руководителей ДО МЦК, подписавших к оплате фактически невыполненные работы на сумму 243,5 млн. руб., в настоящее время трудоустроенных в Департаменте Транспорта и одновременно в Дирекции инфраструктуры на должности заместителя начальника Службы заказчика Дирекции инфраструктуры Турутов А.Г. и Соколов К.В, занимающий должность заместителя начальника Службы электроснабжения.

Указанные факты, подтверждены выводами проведенных метрополитеном экспертиз, явившихся основанием для приостановки последующей оплаты оказываемых услуг подрядчиком.

Турутовым А.Г. и Соколовым К.В. причинен материальный ущерб метрополитену в сумме 243,5 млн. руб. И это только маленькая чистица в море.

In connection with this, a corresponding criminal case was initiated, as a result of the consideration of which some contradictory and outrageous circumstances related to the intervention of the PIK Group of Companies structure in the course of the consideration of this case are revealed.

According to the source, in the framework of the criminal case, there is a concealment of the circumstances of the responsibility of the management of OOO GP-MFS in the deaths of people, which is associated with a change in the address of the crime scene and, accordingly, the responsibility of the persons involved.

At the same time, in order to put pressure on the personnel of the injured company, classic pressure measures were also used, related to limiting the access of the company's personnel to the construction site, as well as limiting financing, which led to the artificial termination of previously concluded contracts worth more than 2.5 billion rubles and the outbidding of all employees of OOO PSK ISKAR by the contractor GC PIK.

In connection with this, OOO PSK ISKAR was forced to cease its activities and declare bankruptcy.

These actions are related to the refusal of the heirs of Karimov A. to accept the blame for the death of the head of the company.

In the proceedings of the Nagatinsky District Court, address there was criminal case No. 1-503/2024 against Melkonyan V.G. on charges of committing a crime under Part 3 of Article 216 of the Criminal Code of the Russian Federation. The case was considered under the chairmanship of Judge Filatov A.Yu. "On the appointment of a person responsible for the production of construction and installation works and maintaining construction supervision of the preparatory period", at the site at the address: Moscow, South Administrative District, Tsaritsyno district, st. Yerevanskaya 4 and also d. 2 of the order No. 1815 of 30.08.2023 of the general director of GP-MFS LLC Karapetyan E.O. "On the appointment of persons responsible for ensuring fire safety and conducting fire safety training", during the performance of work under the contract No. D1822706/23 of 22.06.2023 for monolithic work between GP-MFS LLC and PSC ISKAR LLC, being a responsible person at the site, not foreseeing the possibility of the occurrence of socially dangerous consequences of his inaction in the form of death of a person, although with the necessary care and prudence he should and could have foreseen their occurrence, being the person responsible for compliance with labor protection requirements, as well as safety rules during construction work, in the period from 13.10.2023 to 30.11.2023, more the exact time has not been established by the investigation, organized the installation of a fire barrier on a section of land at a construction site at the address: Moscow, Yerevanskaya 4, near the house at the address: Yerevanskaya 4, bldg. 1, the installation of which on November 30, 2023 was carried out in accordance with expert opinion No. 09/24-01 dated March 18, 2024 from reinforced concrete blocks in a manner that does not ensure the stability of the structural elements, which was a deviation from the requirements of special rules, as a result of which on December 19, 2023, in the period from 09:04 to 10:29, a more exact time has not been established by the investigation, at a construction site at the address: Moscow st. Yerevanskaya 4, bldg. 2, as a result of the criminal negligence of Melkonyan V.G., a fire barrier consisting of reinforced concrete blocks collapsed onto a utility room with the heads of PSK ISKAR LLC, Karimov A.R. and Gerasimov D.A., who were in it.

On June 18, 2024, the criminal case was returned to the prosecutor in accordance with Art. 237 of the Criminal Procedure Code of the Russian Federation, the basis being that the address of the incident was incorrectly indicated in the indictment.

The collapse of the fire barrier, which resulted in the death of the general director of PSK ISKAR LLC, Karimov A.R. and the construction director of this company, Gerasimov D.A., occurred at the address Moscow, Yerevanskaya St. 4, bldg. 1, however, as follows from the evidence examined during the trial, it was established that the collapse of the fire barrier occurred at a different address, namely, Mos kva, ul. Yerevanskaya d.6 bld.2. The evidence examined at the court hearing - the conclusions of the technical commission to establish the causes of violations of the legislation on construction activities that resulted in harm to the life or health of individuals, property of individuals or legal entities (volume No. 2 p. 126); order No. RSN-4366 / 23- (0) -0 (volume No. 4 p. 163) indicate that the fire wall and the utility room onto which the fire wall collapsed were located within the site - house 6/2 on ul. Yerevanskaya. Kozlov A.V., questioned at the court hearing on 18.06.2024 as an expert, explained that the construction site has the addresses ul. Yerevanskaya d. 4.12 and house 6 kop. 2 on ul. Yerevanskaya, the collapsed fire wall, was located at the address house 6 building 2 on Yerevanskaya Street.

It is noteworthy that the development zone includes both house 6 building 2, and house 4 building 2 and house 2 building 2, however, the inspection by specialist Antonov A.A., who issued the order No. RSN-4366/23-(0)-0 was carried out only in relation to the object located at the address house 6 building 2 on Yerevanskaya Street.

In accordance with the Conclusion of the technical commission dated 19.02.2024 to establish the causes of violation of the legislation on urban development activities that resulted in harm to the life or health of individuals, property of individuals or legal entities dated 19.02.2024 N36-TK in relation to the capital construction project: "Residential building with utility networks and landscaping (with the demolition of residential buildings at the addresses: Moscow, Yerevanskaya St., Bldg. 2, Yerevanskaya St., Bldg. 4, Bldg. 2)." Thus, the utility room, onto which the fire wall collapsed, was located within the plot on Yerevanskaya Street, land plot 6/2

Based on the appellate ruling of 08/21/2024, it was canceled, the case was sent to the court of first instance for consideration by a different court composition, this appellate ruling was appealed to the 2nd Cassation Court of General Jurisdiction.

At present, the case is being heard again in the Nagatinsky District Court by Judge O.V. Pinina.

As part of the new review, the written materials of the criminal case were studied, the defendant in the civil suit was recognized at the request of the injured party, OOO Generalnyy Podryadchik - MFS, its representative appears at the court hearing.

In the foreseeable future, the interrogation of the victims, witnesses in the case, and the defendant is expected.

It is reliably evident from the materials of the criminal case that the person responsible for the performance of work at the site located at the address: Moscow, Yerevanskaya St., 6, bldg. 2 was the nephew of the general director of OOO GP-MFS, Karapetyan M.A.

That is, it is obvious that there are two construction sites with their own addresses.

The truth in the case is that, presumably by prior agreement, Melkonyan V.G. took responsibility for the installation of the fire wall, allegedly without telling anyone about it and not in his area of ​​​​responsibility for the utility town.



As part of the study of the written materials of the criminal case, it is obvious that the norms of the Criminal Procedure Code of the Russian Federation were violated by investigator Arbuzova E.A. Nagatinsky MRSO, as well as by the expert of the laboratory of ANO "CSE" Kozlov A.V. appointed by the investigation; the cause of the destruction of the fire wall that led to the death of people has not been established.

As an accused in the case, the general director of "General contractor - MFS" Karapetyan E.O. was not brought in, the head of the site Kuprikov A.F. was not brought in due to improper performance of his official duties, Karapetyan M.A. responsible for the order of Mosgosstroynadzor was not brought in, the chief specialist of Supervision Department No. 6 of the Southern Administrative District of Mosgosstroynadzor - Antonov A.A. was not brought in, who did not check the executed order dated 13.10.2023 No. RSN-4366 / 23- (0) -0 on the elimination of violations of the project within the established time frame within the framework of the said order. The General Director of GP-MFS LLC and at the same time the General Director of PIK Group, E.O. Karapetyan, assumed responsibility under the contract between the Renovation Fund for compliance with and control over the rules for labor protection and safety at the facility, the above-mentioned person did not properly perform his official duties, which led to an accident that resulted in the death of two people. Consequently, GP-MFS LLC and the decision-makers and managers of the organization are also obliged to bear responsibility.

Стройгигант убил топ-менеджеров субподрядчика

«ГК ПИК пытается исключить из дела свою ответственность в гибели людей»



Как узнали телеграм-канал ВЧК-ОГПУ и Rucriminal.info, на объектах строительства компании ООО «ГП-МФС», финансируемых Фондом Реновации, по вине генподрядной организации, входящей в Группу Компаний ПИК, 19 декабре 2023 года произошла трагедия связанная с обрушением противопожарной преграды, возведённой ООО «ГП-МФС» и в последствии с гибелью генерального директора субподрядной организации ООО ПСК «ИСКАР» в лице Каримова А.Р и директора по строительству данной компании Герасимова Д.А.



В связи с этим, было возбуждено соответствующее уголовное дело по итогам рассмотрения которого выясняются некоторые противоречивые и вопиющие обстоятельства связанные со вмешательством структуры ГК ПИК в ход рассмотрения данного дела.

По словам источника, в рамках уголовного дела наблюдается сокрытие обстоятельств ответственности руководства ООО «ГП-МФС» в гибели людей, что связано с изменением адреса места преступления и соответственно ответственности вовлеченных лиц.

При этом, в целях давления на персонал потерпевшей компании, также были применены классические меры давления, связанные с ограничением доступа персонала компании на строительную площадку, а также ограничением в финансировании, что повлекло к искусственному расторжению ранее заключенных контрактов на сумму более 2.5 млрд. рублей и перекупу всех сотрудников ООО ПСК «ИСКАР» со стороны подрядной организации ГК ПИК.

В связи ООО ПСК «ИСКАР» вынуждена была прекратить свою деятельность и объявить банкротство.

Данные действия связаны с отказом наследников Каримова А. принять вину в собственной гибели главы компании на себя.

Собеседник Rucriminal.info рассказал, что со стороны структуры ГК ПИК ведется деятельность по исключению из рассмотрения дела руководящих лиц ответственных в гибели людей.

Ереванская д.4 а также д. 2 приказа №1815 от 30.08.2023 генерального директора ООО «ГП-МФС» Карапетяна Е.О «О назначении ответственных лиц за обеспечение пожарной безопасности и проведение противопожарного инструктажа», при производстве работ в рамках договора подряда № Д1822706/23 от 22.06.2023 на монолитные работы между ООО «ГП-МФС» и ООО «ПСК «ИСКАР», являясь ответственным лицом на объекте, не предвидя возможности наступления общественно-опасных последствий своего бездействия в виде смерти человека, хотя при необходимой внимательности предусмотрительности должен был и мог предвидеть их наступление, являясь лицом, ответственным за соблюдением требований охраны труда, а также правил безопасности при проведении строительных работ, в период времени с 13.10.2023 года по 30.11.2023 года , более точное время следствием не установлено, организовал установку противопожарной преграды на участке местности на строительном объекте по адресу: Москва, Ереванская д.4, вблизи дома по адресу: Ереванская д.4 корп. 1 монтаж которой 30.11.2023 года был осуществлен согласно заключению эксперта № 09/24-01 от 18.03.2024 года из железобетонных блоков способом, не обеспечивающим устойчивость элементов конструкции, чем были допущены отступления от требований специальных правил, в результате чего 19.12.2023 года , в период времени с 09 часов 04 минут до 10 часов 29 минут, более точного времени следствием не установлено, на строительном объекте по адресу: Москва ул. Ереванская д. 4 корп 2, в результате преступной небрежности Мелконяна В.Г., произошло обрушение противопожарной преграды, состоящей из железобетонных блоков на бытовое помещение, с находившимися в нем руководителей ООО «ПСК ИСКАР» Каримова А.Р и Герасимова Д.А.

18.06.2024 года уголовное дело возращено прокурору в порядке ст. 237 УПК РФ, основанием явилось то, что в обвинительном заключении не верно указан адрес места происшествия.

Обрушение противопожарной преграды в результате которого погибли генеральный директор ООО ПСК «ИСКАР» Каримов А.Р и директор по строительству этой компании Герасимов Д.А, произошло по адресу Москва, ул. Ереванская д. 4 корп.1 однако как следует из исследованных в ходе судебного следствия доказательств установлено, что обрушение противопожарной преграды произошло по иному адресу , а именно Москва, ул. Ереванская д.6 корп.2.

Исследованные в судебном заседании доказательств - заключения технической комиссии по установлению причин нарушения законодательства о строительной деятельности, повлекших причинение вреда жизни или здоровью физических лиц, имуществу физических или юридических лиц (том №2 л.д.126); предписанию №РСН-4366/23-(0)-0 (том №4 л.д.163) свидетельствуют, что противопожарная стена и бытовое помещение, на которое обрушилась противопожарная стена, располагалось в пределах участка – дома 6/2 по ул. Ереванская. Допрошенный в судебном заседании 18.06.2024 года в качестве эксперта Козлов А.В пояснил, что на строительном объекте имеются адреса ул. Ереванская д. 4.12 и дом 6 копр 2 по ул. Ереванская, при этом обрушившаяся противопожарная стена, располагалась по адресу дом 6 копр 2 по ул. Ереванская.

Примечательным является то, что в зону застройки входят как дом 6 корп 2, так и дом 4 корп 2 и дом 2 корп 2 , однако, проверка специалистом Антоновым А.А , выдавшим предписание №РСН-4366/23-(0)-0 была произведена только в отношении объекта, расположенного по адресу д.6 копр 2 по ул. Ереванская.

В соответствии с Заключением технической комиссии от 19.02.2024 года по установлению причин нарушения законодательства о градостроительной деятельности, повлекших причинение вреда жизни или здоровью физических лиц, имуществу физических

или юридических лиц от 19.02.2024 N36-TК в отношении объекта капитального строительства: «Жилой дом с инженерными сетями и благоустройством территории (со сносом жилых домов по адресам: г. Москва, ул. Ереванская, д. 2, корп. 2, ул. Ереванская, д. 4, корп. 2)». Адрес объекта указан: г. Москва, Ереванская ул., земельный участок 4, (ЮАО, Царицыно) .Место происшествия - бытовой городок, находящийся на предоставленном дополнительном участке за границами по ГПЗУ (относится к улице Ереванская, земельный участок 6/2) согласно проекту, шифр 56-РЕН-ПИР- ПОС1-ТЧ раздел 6 «Проект организации строительства» лист 8. Таким образом, бытовое помещение, на которое обрушилась противопожарная стена, располагалось в пределах участка на ул. Ереванская, земельный участок 6/2

На основании апелляционного постановления от 21.08.2024 года отменено, дело направлено в суд первой инстанции для рассмотрения в ином составе суда, данное апелляционное постановление обжаловано во 2-й Кассационный суд общей юрисдикции.

В настоявшее время дело слушается повторно в Нагатинском районном суде у судьи Пининой О.В.

В рамках нового рассмотрения, изучены письменные материалы уголовного дела, признан ответчиком по гражданскому иску по ходатайству потерпевшей стороны ООО «Генеральный подрядчик - МФС», его представитель является в судебное заседание.

В обозримом будущем ожидается допрос потерпевших, свидетелей по делу, подсудимого.

Из материалов уголовного дела достоверно следует, что ответственным лицом за производство работ на объекте, расположенном по адресу: г.Москва, ул. Ереванская, д.6, корп. 2 являлся племянник генерального директора ООО «ГП-МФС» Карапетян М.А.

То есть очевидно, что существуют два строительных объекта со своими адресами.

Истиной по делу является то что предположительно по предварительному сговору Мелконян В.Г взял на себя ответственность за установку противопожарной стены якобы не кому об этом не сказав и не в своей зоне ответственности за бытовой городок.



В рамках изучения письменных материалов уголовного дела очевидно что нарушены нормы УПК РФ со стороны следователя Арбузовой Е.А Нагатинского МРСО, а так же со стороны назначенным со стороны следствия экспертом лаборатории АНО «ЦСЭ» Козловом А.В причина разрушения противопожарной стены приведшей гибели людей не установлена.

В качестве обвиняемого по делу не привлечён ген. директор «Генеральный подрядчик - МФС» Карапетян Е.О, не привлечен ввиду ненадлежащего исполнения своих должностных обязанностей начальник участка Куприков А.Ф, не привлечен Карапетян М.А ответственный за предписание Моссгостройнадзора, не привлечен главный специалист Управления надзора № 6 ЮАО Мосгосстройнадзора - Антонов А.А который не проверил исполненное предписание от 13.10.2023 года №РСН-4366/23-(0)-0 об устранении нарушений проекта в установленный срок в рамках упомянутого предписания.

Генеральный директор ООО «ГП-МФС» и в то же время являющийся генеральным директором Группы ПИК Карапетян Е.О возложил на себя ответственность по договору подряда между Фондом Реновации за соблюдение и контроль правил по охране труда и безопасности на объекте, вышеназванное лицо не исполнило надлежащим образом свои должностные обязанности, что привело к несчастному случаю, повлекшему смерть двух лиц. Следовательно, ООО «ГП-МФС», и лица, принимающие решения и управляющие организацией, обязаны также понести ответственность.

After registering the land plots in the category of land of populated areas, the land plots were sold at a price of 3 to 10 million US dollars and more, and in fact they sold federal property of the Russian Federation, by forging forest maps, forest tablets, taxation characteristics and descriptions, plans for afforestation of forest plots.

Over 20 years, more than 1,000 such cases of sale of land plots, registered by forgery by the Chaplin and officials of the Forestry Department of the Moscow Region land plots from the lands of the State Forest Fund. The same thing was done on many sections of the State Forest Fund of the Moscow Region, which are indicated in the applications addressed to the heads of law enforcement agencies.
