How Moscow and Lipetsk security forces squeeze out a “share” for Governor Artamonov

and implementation of economic activities in the field of subsoil use.

The main provisions of the complaint are as follows.

Lipetsknedra LLC publicly, as a result of competitive procedures, acquired the right to lease a land plot that was bankrupt by Lik JSC.

The lease right to the specified site was put up for auction by the bankruptcy trustee JSC Lik in May 2023, in which Lipetsknedra LLC and two other participants took part. The initial price of the lot was 2.5 million rubles, and as a result of the auction it rose to 10.5 million rubles. Lipetsknedra LLC was recognized as the winner.

After conducting competitive procedures, the founders of Lipetsknedra LLC were approached by an entrepreneur from the city of Zadonsk, Lipetsk region, Yu.V. Mishustin. This entrepreneur, as part of his business activities, is developing a quarry in the Zadonsky district of the Lipetsk region for sand extraction.

Referring to his connections with “confidant of the Governor of the Lipetsk Region Andrey Yavorsky” (until recently he was an employee of the Investigative Committee, served in Moscow, was fired on suspicion of corruption, after his dismissal he held the position of adviser to the Governor of the Lipetsk Region - I.G. Artamonova, and is currently an assistant to the Moscow-Smolensk transport prosecutor and a commercial partner of Yu.V. Mishustin) made it clear that Lipetsknedra LLC will not receive any documents for the right to economic activity unless it transfers 50% of the company's share to its representatives .

According to a Rucriminal.info source, Yu.V. Mishustin. personally maintains friendly relations with the said A. Yavorsky, as well as his classmates at school D. V. Todua - the head of the Lipetsk region and colonel of the central apparatus of the FSB Andrei Rodionov. The close circle of contacts of these persons also includes Deputy Governor of the Lipetsk Region I.A. Kremnev (oversees the management of ecology and natural resources) For these persons and their partners, including officials of the regional Government and public authorities, organizes and pays for leisure and entertainment activities, including hunting. The Governor of the Lipetsk Region, I.G., repeatedly took part in the hunt. Artamonov.



During communication in his circle, Yu.V. Mishustin confidently declares that for a long time he has been on friendly terms with the prosecutor of the Lipetsk region - G.G. Anisimov, who, together with his friends, more than once, including at his invitation, visited the Kudykina Gora amusement park, located in the Zadonsky district of the Lipetsk region. This park belongs to Sergei Uvarkin, with whose family Yu.V. has been friends for many years. Mishustin.

The owner of the Kudykina Gora amusement park, S. Uvarkin, deserves special attention. A criminal case has been initiated against him under Art. 159 of the Criminal Code of the Russian Federation “Fraud” (related to non-payment of taxes).

According to Yu.V. Mishustina, G.G. Anisimov, together with his wife Anisimova G.E. (judge of the Michurinsky City Court) periodically visit the restaurant “Castle of Roses”, which he owns, which is located

in Zadonsk. Former State Fiscal Director for the Lipetsk Region O.M. also visited this restaurant along with the prosecutor. Snezhkov.

In order to force Lipetsknedra LLC to transfer a 50% share (these actions can be characterized as a raider seizure of the Matyrskoye field, the lease rights of which were awarded at the above-mentioned auction), Yu.V. Mishustin initiated a number of complaints from a certain Andrei Kuznetsov. These complaints were sent to the Government of the Lipetsk Region, the Regional Council of Deputies of the Lipetsk Region, as well as to the regional departments of the Investigative Committee, the Ministry of Internal Affairs, the FSB and the prosecutor's office of the Lipetsk Region.

The real author of all complaints is the lawyer representing the interests of Yu.V. Mishustina - A.V. Astashov, who is the half-brother of A.V. Besedin. (former deputy chairman of the regional court, currently a judge of the cassation court in Moscow.

Until 2013 A.V. Astashov held the position of deputy prosecutor of the Pravoberezhny district of Lipetsk, and was dismissed in connection with established facts of an affiliate scheme in the well-known case of “protection protection for the gambling business” in the Lipetsk region.

The above persons, acting in the interests of Yu.V. Mishustin, among other things, created obstacles in obtaining a license for the extraction of ORPI

in the area of the Matyrskoye field.

Being on friendly terms x with Deputy Governor of the Lipetsk Region, I.A. Kremnev, organized pressure on the head of the regional department of ecology and environmental management G.P. Roshchupkina. and the head of the department of property and land relations Nikitenkova I.D., so that they do not draw up permitting documentation if there is no reason to do so. The formal reason was unreliable information, which, in particular, was submitted by the Governor of the Lipetsk Region, I.G. Artamonov, as an attempt to illegally withdraw regional property assets.

According to the law, in order to re-issue a license, it was necessary to obtain the consent of the bankruptcy court and the meeting of creditors of JSC Lik. Lipetsknedra LLC received these documents. Moreover, the meeting was held twice, since the first time it did not take place due to lack of quorum. According to available information, an employee of the penal institution Bykanova, at the direction of management, made calls to the creditors of LIK JSC - Orelstroy and Globus Group, with a demand not to appear at the meeting and vote against the re-issuance of the license, which was done - they did not appeared.

Subsequently, at a repeated meeting on the initiative of the bankruptcy trustee, there was a quorum and everyone voted “For”. The only vote against is the representative of the Bykanova PIZO, despite their share being only 3%.

A complete package of documents was submitted to the regional administration for re-issuance of the license, but by decision of the regional department of ecology and environmental management the re-registration was refused.

The reason for such interest in this site, along with the above, is also that on the adjacent site there is an illegal building in the form of the Governor’s guest house (according to the documents, it is not taken into account or registered in any way), and also on the adjacent site there is agricultural land owned by a certain D .A. Ovchinnikova and her husband, where the so-called petting zoo is located.

This guest house was once built in the interests of the management of LIK JSC, but since it was not decorated in any way,

was not included in the bankruptcy estate. This house is used by the Governor

and those close to him. At the direction of the Governor, the regional correctional institution is currently trying to recognize it as ownerless and register it as state property. As for the petting zoo, it was investigated by the prosecutor's office. It has been established that the lands on which it is located are under the jurisdiction of D.A. Ovchinnikova, while the procedure for use does not meet the stated requirements - agricultural land. There are no permits or documents for this zoo. Administrative violation protocols have been drawn up regarding the illegal placement of the zoo. There is no reaction from the government authorities of the Lipetsk region regarding this fact.

Apparently, the reason for this lies in the fact that Ovchinnikov, the husband of the formal owner of the zoo, is friends with the son of the Governor of the Lipetsk region, Anton Artamonov. Ovchinnikov himself has his own plans to occupy a neighboring area with subsoil, while he has already illegally “seized” the road that leads to the area where the quarry is located.

An additional reason for the personal interest of the Governor of the Lipetsk Region in the assets of JSC LIK is that they include about 6 thousand hectares of highly liquid agricultural land. Currently, a position is being worked out on the acquisition of this land with minimal investment through “dummy legal entities.” The market value of land plots is about 1 billion rubles. The bankruptcy trustee has been given the task of reducing its cost to 200 - 250 million rubles. and not allow third parties to participate in the auction. The cover on the part of the security bloc is the passive role of the prosecutor of the Lipetsk region (confirmed, including when considering the received appeal) and the active position of the regional leadership of the FSB Directorate.

The land is needed to expand the business projects of Anton Artamonov, who, with the help of his father’s administrative resources, is engaged in growing berry crops in the region (agricultural cooperative “Berry and Dot”). Direct instructions from the Governor on assistance in development, allocation of subsidies and other assistance were received by his deputies I.A. Kremnev and S.M. Kurbatov, supervising issues of agriculture and land relations, respectively.

SPPSSC “Berry and Point” was created on August 10, 2022. The cooperative is managed by Anton Artamonov, a certain A.A. Guards.

Already on September 16, 2022, the cooperative received a federal subsidy through the Department of Agriculture of the Lipetsk Region in the amount of 3 million rubles.

At the end of 2022, SSPPSK showed losses in the amount of 67 thousand rubles, while the company has assets in the amount of 6.9 million rubles.

And in 2023, the cooperative, which specializes in growing fruit and berry crops, plans to enter the world market.

According to the facts stated in the complaint of Lipetsknedra LLC The prosecutor's office conducted a formal inspection. The main result was a reference to civil law relations, without taking into account the clear facts of violation of the legislation of the Russian Federation by officials of the Lipetsk region.

In this regard, a legitimate question arises: “For what reason, during the inspection, the regional prosecutor’s office did not interview the so-called “partners” of Yu.V. Mishustina - Yavorsky, Rodionov, Astashev, prison employee Bykanova? Do they have immunity in the person of the prosecutor of the Lipetsk region?

07/19/2023 The son of the governor of the Lipetsk region, Anton Artamonov, met with the beneficiary of LipetskNedra LLC in the Marbella restaurant, Lipetsk. The conversation was about sand deposits in the Leningrad Region, including the Matyrskoye deposit.

Mishustina, current FSB officer - Alexey Zh., at a meeting, the latter, citing the personal interest of the FSB leadership in the Lipetsk region, strongly recommended rewriting the 50% share of Lipetsknedra LLC to the South. After Lipetsknedra LLC appealed this decision

on appeal, FSB officers from the Lipetsk region came to the director and co-founder of this organization with searches; searches were carried out at their place of residence and workplaces. During these events, one of the FSB officers, Sergei Sergeevich, announced that the director of Lipetsknedra LLC, E.N. Shubina. must immediately withdraw the appeal filed against the decision of the Arbitration Court of the Leningrad Region regarding the Matyrskoye field.

We would also like to add that on the same day, searches were also carried out at the beneficiary’s place, the so-called operational investigations were carried out in the parking lot, in a country house and in an apartment. During these events, FSB officers persistently recommended that the latter slander Shubina E., who allegedly removed the quarry from the bankruptcy estate of JSC LIC, etc. Also, the beneficiary needed to influence Shubina, who should immediately withdraw the appeal brought against the decision of the arbitration court of the Leningrad Region in case No. A36-2051/2024

It should be noted that, under the guise of protecting the interests of the region, employees of the regional FSB Directorate openly interfere

in a so-called economic dispute (Tenders were held by a bankruptcy trustee, as part of the bankruptcy procedure, and all decisions were approved by the arbitration court. Assessment, report, tenders themselves, etc. The regional OFAS concluded that there were no violations. And the administration’s share region in the register of creditors in the form of UIZO is only 3%).

However, subsequently the same OFAS, using an anonymous letter from the Primorsky Territory, held Lipetsknedra LLC liable for failure to provide “certain” documents. There is also obvious interference, since the head of the FAS lives in an apartment provided by the regional administration. At the same time, there is a conflict of interest, since the head of the Federal Antimonopoly Service is a federal civil servant, and the apartment is presented to him by the executive body of state power of the subject, without complying with the current legislation.

Как московские и липецкие силовики отжимают «долю» для губернатора Артамонова



Как рассказал собеседник Rucriminal.info, 18.10.2023 г. прокурор Липецкой области, в здании прокуратуры провёл личный приём представителей ООО «Липецкнедра», которые в своём обращении представили мотивированные данные о препятствовании должностными лицами Правительства Липецкой области (И.А. Кремнёв – заместитель губернатора Липецкой области, С.М. Курбатов – заместитель губернатора Липецкой области, Г.П. Рощупкина – начальник управления экологии и природных ресурсов, И.Д. Никитенкова – начальник управления имущественных и земельных отношений Липецкой области), а также аффилированные с ними предприниматели (Ю.В. Мишустин) организации
и осуществлению хозяйственной деятельности в сфере недропользования.

Основные положения жалобы заключаются в следующем.

ООО «Липецкнедра» публично в результате конкурсных процедур приобрело право аренды земельного участка, банкротящегося АО «Лик».

Право аренды на указанный участок был выставлен конкурсным управляющим АО «Лик» на торги в мае 2023 г., в котором приняло участие ООО «Липецкнедра» и ещё два участника. Начальная цена лота составляла 2,5 млн. руб., и в результате торгов поднялась до 10,5 млн. руб. Победителем было признано ООО «Липецкнедра».

После проведения конкурсных процедур на учредителей ООО «Липецкнедра» вышел предприниматель из г. Задонска Липецкой области, Ю.В. Мишустин. Данный предприниматель, в рамках хозяйственной деятельности, осуществляет разработку карьера в Задонском районе Липецкой области по добыче песка.

Ссылаясь на свои связи с «доверенным лицом губернатора Липецкой области Андреем Яворским» (до недавнего времени являлся сотрудником Следственного комитета, службу проходил в г. Москве, был уволен по подозрению в коррупционных связях, после увольнения занимал должность советника Губернатора Липецкой области – И.Г. Артамонова, а в настоящее время является помощником Московско-Смоленского транспортного прокурора и коммерческий партнер Ю.В. Мишустина) дал понять, что ООО «Липецкнедра» не получат никаких документов на право хозяйственной деятельности, если не переоформит 50% доли общества на его представителей.

По словам источника Rucriminal.info, Ю.В. Мишустин. лично поддерживает дружеские отношения с указанным А. Яворским, а также его одноклассниками по школе Д. В. Тодуа – главой Липецкого района и полковником центрального аппарата ФСБ Андреем Родионовым. В близкий круг общения указанных лиц также входит заместитель Губернатора Липецкой области И.А. Кремнёв (курирует вопросы управления экологии и природопользования) Для указанных лиц и их партнёров, включая должностных лиц регионального Правительства и органов государственной власти, организует проведение и оплату досуговых и развлекательных мероприятий, в том числе охоту. В проведении охоты неоднократно принимал участие и Губернатор Липецкой области, И.Г. Артамонов.

В ходе общения в своём кругу, Ю.В. Мишустин, уверенно заявляет, что длительное время находится в дружеских отношениях с прокурором Липецкой области – Г.Г. Анисимовым, который вместе со своими знакомыми, не однократно, в том числе по его приглашению, посещал парк развлечений «Кудыкина гора», находящийся в Задонском районе Липецкой области. Данный парк принадлежит Сергею Уваркину, с семьей которого долгие годы дружит Ю.В. Мишустин.

На собственника парка развлечений «Кудыкина гора» С. Уваркина, стоит обратить особое внимание. В отношении него возбуждено уголовное дело по ст. 159 УК РФ «Мошенничество» (связано с неуплатой налогов).

Со слов Ю.В. Мишустина, Г.Г. Анисимов, вместе со своей супругой Анисимовой Г.Е. (судья Мичуринского городского суда) периодически бывают в принадлежащем ему ресторане «Замок роз», который находится
в г. Задонске. В данном ресторане вместе с прокурором бывал и бывший ГФИ по Липецкой области О.М. Снежков.

С целью понуждения ООО «Липецкнедра» к передаче 50% доли (данные действия можно охарактеризовать как рейдерский захвата Матырского месторождения, право аренды которого разыгрывалось на выше обозначенных торгах), Ю.В. Мишустин инициировал ряд жалоб, от некоего Андрея Кузнецова. Данные жалобы направлялись в Правительство Липецкой области, Областной Совет депутатов Липецкой области, а также в региональные управления СК, МВД, ФСБ и прокуратуру Липецкой области.

Реальным автором всех жалоб является юрист, представляющий интересы Ю.В. Мишустина – А.В. Асташов, являющийся сводным братом Беседина А.В. (бывший зам председателя обл. суда, в настоящее время судья кассационного суда в г. Москва.

До 2013 г. А.В. Асташов занимал должность заместителя прокурора Правобережного района г. Липецка, был уволен в связи с установленными фактами аффилированной схемы в известном деле по «крышеванию игорного бизнеса» в Липецкой области.

Вышеуказанные лица, действуя в интересах Ю.В. Мишустина, в том числе, и создавали препятствия в оформлении лицензии на добычу ОРПИ
в районе Матырского месторождения.

Находясь в дружеских отношениях с заместителем Губернатора Липецкой области, И.А. Кремневым, организовали давления на начальника регионального управления экологии и природопользования Рощупкиной Г.П. и начальника управления имущественных и земельных отношений Никитенковой И.Д., чтобы они не оформляли разрешительную документацию, при отсутствии на то оснований. Формальной причиной послужила недостоверная информация, которая в частности и была подана Губернатором Липецкой области, И.Г. Артамоновым, как попытка незаконного вывода активов областной собственности.

По закону, для переоформления лицензии необходимо было получить согласие конкурсного и собрания кредиторов АО «Лик». ООО «Липецкнедра» эти документы были получены. При этом собрание собиралось дважды, так как в первый раз оно не состоялось из-за отсутствия кворума. По имеющейся информации сотрудник УИЗО Быканова, по указанию руководства, осуществляла звонки в адрес кредиторов АО «ЛИК» – «Орелстрой» и «Глобус-групп», с требованием не являться на собрание и голосовать против переоформления лицензии, что и было сделано – они не явились.

В последующем при повторном собрании по инициативе конкурсного управляющего, кворум был и все проголосовали – «За». Единственный голос против – представитель УИЗО Быканова, при том что их доля составляет лишь 3%.

Полный пакет документов был подан в администрацию области для переоформления лицензии, но решением регионального управления экологии и природопользования в переоформлении было отказано.

Причина такого интереса к данному участку на ряду с вышеизложенным также заключается в том, что на прилегающем участке имеется незаконное строение в виде гостевого дома Губернатора (по документам никак не учтено и не оформлено), а также на прилегающем участке есть земли сельхозназначения, принадлежащие некой Д.А. Овчинниковой и её мужу, где расположен так называемый контактный зоопарк.

Данный гостевой дом в свое время был построен в интересах руководства АО «ЛИК», но так как не оформлен никаким образом,
в конкурсную массу не вошел. Данным домом пользуется Губернатор
и приближенные к нему. По указанию Губернатора, в настоящее время УИЗО области пытается признать его бесхозяйным и оформить в госсобственность. Что же касается контактного зоопарка, то по нему проводилась проверка прокуратурой. Установлено, что земли на которых он расположен находится в ведении Д.А. Овчинниковой, при этом порядок использования не соответствует заявленным требованиям – земли сельхозпроизводства. Никаких разрешений и документов на данный зоопарк нет. По факту незаконного размещения зоопарка составлены протоколы об административном правонарушении. Реакции органов государственной власти Липецкой области по данному факту нет.

По всей видимости причина этого кроется в том, что Овчинников – муж формального собственника зоопарка, дружит с сыном Губернатора Липецкой области – Антоном Артамоновым. У самого Овчинникова имеются свои планы по занятию соседнего участка с недрами, при этом им уже незаконно «захвачена» дорога, которая ведет к участку, где расположен карьер.

Дополнительной причиной личной заинтересованности Губернатора Липецкой области к активам ОАО «ЛИК» является то, что в их состав входит около 6 тыс. га высоко ликвидной земли сельскохозяйственного назначения. В настоящее время прорабатывается позиция о приобретении этой земли с минимальными вложениями через «подставные юридические лица». Рыночная стоимость земельных участков составляет порядка 1 млрд. руб. Конкурсному управляющему поставлена задача снизить её стоимость до 200 – 250 млн. руб. и не допустить к торгам сторонних участников. Прикрытием со стороны силового блока является пассивная роль прокурора Липецкой области (подтверждённая, в том числе при рассмотрении поступившего обращения) и активная позиция регионального руководства УФСБ.

Земля нужна для расширения бизнес-проектов Антона Артамонова, который, при помощи административного ресурса отца, занимается в регионе выращиванием ягодных культур (сельскохозяйственный кооператив «Ягоды и точка»). Прямые указания от Губернатора по содействию в развитии, выделению субсидий и другой помощи получили его заместители И.А. Кремнёв и С.М. Курбатов, курирующие вопросы сельского хозяйства и земельных отношений соответственно.

СППССК «Ягоды и точка» создан 10.08.2022 г. Руководит кооперативом, в котором числится Антон Артамонов, некто А.А. Караульных.

Уже 16.09.2022 г. кооператив получает федеральную субсидию через управление сельского хозяйства Липецкой области в размере 3 млн. руб.

По итогам 2022 г. ССППСК показал убытки в размере 67 тыс. руб., при этом компания располагает активами в объёме 6,9 млн. руб.

А в 2023 г. кооператив, который специализируется на выращивании плодовых и ягодных культур, запланировал выход на мировой рынок.
В марте текущего года «Ягоды и точка» получают бесплатные консультации
в АНО «Центр координации поддержки экспортно-ориентированных субъектов малого и среднего предпринимательства Липецкой области».

По фактам, изложенным в жалобе ООО «Липецкнедра» прокуратура провела формальную проверку. Основным итогом стала ссылка на гражданско-правовые отношения, без учёта ярко выраженных фактов нарушения законодательства Российской Федерации со стороны должностных лиц Липецкой области.

В данной связи встаёт законный вопрос, «По какой причине при проведении проверки прокуратурой области небыли опрошены так называемые «партнёры» Ю.В. Мишустина – Яворский, Родионов, Асташев, сотрудница УИЗО Быканова? У них иммунитет в лице прокурора Липецкой области?

19.07.2023г. с бенефициаром ООО «ЛипецкНедра» в ресторане «Марбелья», г. Липецка, встретился сын губернатора Липецкой области, Антон Артамонов. Разговор шел о песчаных месторождениях ЛО, в том числе и о Матырском месторождении.

Параллельно, на соучредителей ООО «Липецкнедра» выходил сам
Ю.В. Мишустин и ссылаясь на близкое знакомство с губернатором Липецкой области И.Г. Артамоновым предложил переписать на него 50% активов общества, озвучив, что в противном случае деятельность общества будет парализована.

09.08.2023 г. на бенефициара, который с семьей отдыхал в Адлере, вышел и предложил встретится близкий знакомый Ю.В. Мишустина, действующий сотрудник ФСБ – Алексей Ж., при встрече, последний ссылаясь на личную заинтересованность руководства ФСБ по Липецкой области, настоятельно рекомендовал переписать 50% доли ООО «Липецкнедра» на Ю.В. Мишустина.

В начале октября 2023 г. в г. Липецке, в ресторане «Марбелья»
к Владимиру снова подошёл сотрудник ФСБ Алексей Ж., который приехал в Липецк из Сочи и предложил встретиться с руководящим составом УФСБ по Липецкой области, а именно с А. Рожковым, который со слов Алексея, возглавляет отдел ЭБ УФСБ по Липецкой области. Разговор снова сводился к Матырскому месторождению, право аренды на которое выиграло в начале лета ООО «Липецкнедра».

В дальнейшем, под давлением Правительства Липецкой области
и регионального УФСБ, решением Арбитражного суда торги признаны незаконными.

После того как ООО «Липецкнедра» обжаловали данное решение
в апелляционном порядке, к директору и соучредителем данной организации пришли с обысками сотрудники ФСБ по Липецкой области, обыски проводились по месту жительства и на рабочих местах. Во время данных мероприятий сотрудники УФСБ настойчиво рекомендовали последнему оговорить Шубину Е., которая якобы вывела карьер из конкурсной массы АО «ЛИК» и тд. Также бенефициару необходимо было повлиять на Шубину, которая незамедлительно должна отозвать апелляционную жалобу принесенную на решение арбитражного суда ЛО по делу № А36-2051/2024

При этом следует отметить, что, прикрываясь защитой интересов региона, сотрудники регионального УФСБ открыто вмешиваются
в так называемый хозяйствующий спор (Торги проводились конкурсным управляющим, в рамках процедуры банкротства и все решения были утверждены арбитражным судом. Оценка, отчёт, сами торги и т.д. Региональное УФАС дало заключение о том, что никаких нарушений не имеется. А доля администрации области в реестре кредиторов в виде УИЗО составляет лишь 3%).

Однако, в последующем то же УФАС по анонимке из Приморского края привлёк ООО «Липецкнедра» к ответственности за не предоставление «неких» документов. На лицо также явное вмешательство, так как руководитель УФАС проживает в квартире, предоставленной администрацией области. При этим имеется конфликт интересов, так как руководитель УФАС федеральный государственный служащий, а квартиру ему представляет исполнительный орган государственной власти субъекта, не соблюдая действующее законодательство.

В 2021 году на Петербургском международном экономическом форуме глава Национальной иммунобиологической компании (создана Ростехом) Андрей Загорский пообещал инвестировать 3,3 млрд рублей с целью двукратного увеличения производства гриппозных вакцин в Рязани (завод Форт – дочка Нацимбио) и даже подписал соответствующие документы. Инвестпроект планировался на 3 года. Но как это часто бывает, деньги потрачены, действующее производство разрушено, а новое так и не создано. Подробности у Rucriminal.info.

Соглашение подписывал Загорский, а реализацией занялась его команда эффективных менеджеров. Сначала юрист Мигунов Александр Владимирович (директор по правовым и корпоративным вопросам Микрогена, другой дочки Нацимбио) и юрист Овчинников Николай Сергеевич (заместитель Загорского в Нацимбио) активно способствовали проведению техобследования производственного корпуса силами ООО Бюро строительной экспертизы Гарантия из Екатеринбурга. Заключение и реализация договора сопровождались Вениамином Александровичем Поташниковым и Александром Александровичем Сергеевым (отец и сын, занимавшие одновременно несколько должностей в филиалах Микрогена и других дочках Нацимбио).

Для непосредственно строительных работ и поставки оборудования Мигунов и Овчинников нашли ещё одного исполнителя и снова в Екатеринбурге. Поташников и Загорский документы согласовали, подписали, аванс (в 500 млн рублей) в Компанию ООО ОРУМ перечислили.

Видимо, корпоративные вопросы, которые в рамках должностных обязанностей решают Овчинников и Мигунов, заключаются ещё и в том, как старое оборудование из одной дочки Нацимбио списать, а в другую дочку Нацимбио поставить под видом нового.

Ответ был найден: Томский филиал Микрогена лишился ампульной линии, а компания ООО Орум получила оборудование, которое надо под видом нового поставить в Форт (но такая схема пришлась не по душе директору Томского филиала Колтунову А.А., за что в июле 2023 г. он был уволен).

Однако все усилия по удвоению производства гриппозных вакцин пока безрезультатны. Наоборот, в 2023 г. производство в Рязани снизилось на 30% по сравнению с 2022 г.

В итоге, Микроген без оборудования, Форт без денег и гриппозного цеха, а Загорский с невыполненными собственными же обещаниями.

Удивляет, почему такая ситуация осталась без внимания службы безопасности Форта и всего Нацимбио. Вероятно, как обычно, работники СБ одновременно занимают несколько должностей в разных дочерних структурах компании и банально не успевают исполнять свои должностные обязанности.

А буквально на днях был отправлен в отставку очередной впавший в немилость топ менеджер Микрогена Жарников Александр Евгеньевич, руководитель проекта «Развитие бактериофагов», да не один, а со всей своей командой, неужели страна скоро лишится и этих таких необходимых лекарств???…

Polina's company Stroykompleks LLC received revenue of 11 billion rubles in 2022, another LLC Stroykonsaltgroup received 26 billion rubles.

Vladimir Polin was replaced as the head of LLC Management Company Effective Investments by Vladislav Gridnevsky, who until February owned LLC Management Company Astrum Prom, which is very reminiscent of the name of the company of Nazarova and Nigmatullina.

Today, Ilshat Nigmatullin is the founder of 9 operating organizations, whose revenue in 2023 amounted to 87 million rubles, negative profit - 3.3 million rubles. Over the year, it fell by 2.8 billion rubles, which does not at all indicate successful business development. At Granel Comfort LLC, Nigmatullin’s business partner is Larisa Nazarova, so her husband Andrei Nazarov can only formally disown Granel.
