Предприниматель Александр Романов за свой счет решил восстановить дамбу, которая была в удручающем состоянии. Угрожал тем, что посадит их на долгий срок, хотя подобной меры пресечения или наказания по этой статье УК не предусмотрено. «Под давлением того что не подпишет дело в суд, заставляет следователя не указывать в протоколе допроса свидетелей и обвиняемых факт того, что он за несколько дней до возбуждения уголовного дела встречался лично с Романовым и Петровой и под предлогом окончания процессуальной проверки проводимой в порядке ст. 37 УПК РФ, требовал от них денежные средства, а также провести ремонт в его кабинете», - рассказал собеседник Rucriminal.info. - Получив отказ, Бесчётнов, дал указания начальнику следствия возбудить уголовные дело. В данном деле отсутствует состав преступления, в связи с чем оно уже и расследуется практически 9 месяцев, хотя все лица находятся в Тамбове и исправно приходят на все следственные мероприятия».



Указанные случае не единичны, так аналогичные просьбы со стороны Бесчётнов исходили и когда он был прокурором Моршанска. Ведь именно в его период руководства, с подачи в том числе заместителя прокурора Моршанска Симонова (в настоящее время разжаловал до помощника прокурора Ржаксинского района Тамбовской области, после проверки), были возбуждены уголовные дела, по которым более 17 раз принимались процессуальный решения об отказе в возбуждении уголовных дел. А потом чудесным образом, после того, как один тамбовский решала зашел в кабинет Бесчетнова, было возбуждено уголовное дело 1200168003000328 по ч.1 ст. 330, причем после истечения срока давности. Но прокурора данный факт не смутил и он направил дело в суд. Только в суде, изучив дело, решили от него по-быстрому избавится. Судом Тамбовской области обвиняемый был оправдан.



В свое время река Цна обмелела и стало выглядеть ужасно. А все из-за того, что плотина развалилась, а сроки ее ремонта постоянно переносились. Тогда Александр Романов решил за свой счет отремонтировать плотину, а фактически построить новую. Он потратил на это 5 млн рублей личных сбережений. И вот, спустя два десятилетия, когда винтики по старым злодеяниям Быкова начали закручиваться максимально туго под давлением полиции и следствия, СК-шники направили в краевую прокуратуру материалы уголовного дела по п. «ж», ч.2, ст. 105 УК РФ с обвинительным заключением.

При этом в рамках этого дела было расследовано еще одно уголовное дело по ст. 210 УК РФ «Организация преступного сообщества» в отношении Быкова. Однако, следуя букве закона, следователи были вынуждены прекратить материал по 210 статье из-за истечения срока давности. На стороне Быкова сыграло время, а не факты – ведь его организующая роль в целой серии убийств и покушений уже является полностью доказанной и очевидной.

Кстати, справедливость может восторжествовать, наконец-то и для родственников Филиппова. Они как потерпевшая сторона предъявили Быкову иск на сумму в 100 миллионов рублей.
