And then a simple decision was made - to transfer "his" Baranovsky to the region, where just then Gimadiyev was already planning to be active in clearing the clearing and seizing financial flows, starting with the main committees bringing in "grey" money. Let us recall that DKRT was created in 2017, the ideological inspirer was the then vice-governor for construction Mikhail Moskvin, and this was the scheme through which a huge amount of finance was laundered and just according to which now there are main claims against Fedichev and Moskvin.

Now, as an active warm-up, Baranovsky is carrying out changes to the General Plan of the Sverdlovsk urban settlement of the Vsevolozhsk district of the Leningrad region. At stake is 181.2 hectares of land for residential development, and more specifically, 1 million 549 thousand square meters of housing, where, in theory, 48,634 new residents can move in, and all this from the lands of the forest fund, industry and agriculture. The scheme again features deceived equity holders, beloved by Baranovsky while still working in St. eats", for the fact that they undertook the completion of the houses of the defrauded equity holders of the Petrostroy company.

The developers of changes to the master plan believe that it will be convenient for people to come here by high-speed tram or from the side of the Pokrovskaya road, which is still being built. It is easy even without budget documentation to imagine the scale of finances that will be under the control of Gimadiyev. The smell of profit is so strong that despite the deadline for preparing the final document of the general plan until the end of May, requested by the head of the Sverdlov administration, Vadim Tulaev, Baranovsky said at the city council that he was waiting for the document in a month, in order to quickly coordinate it at the regional and federal levels. And rightly so - "strike iron without leaving the cash register", a classic.



We do not know if this is a coincidence in time or if the story with Kharlashkin accelerated the attack on Moskvin, but we have what we have. Drozdenko agreed at one time to the appointment of Baranovsky, hoping, due to his incompetence, to use him in the dark and then appoint him as a scapegoat. However, the governor did not see the true puppeteer behind Baranovsky - Alexander Gimadiyev. As a result, more and more officials of the Leningrad region of ever higher rank find themselves behind bars, others become very sincere and talkative with investigators, and if Baranovsky ends up behind bars, then not in spite of, but at the request of Gimadiyev. На прошлой неделе, после практически "решения" губернатором Дрозденко вопроса с "амнистией" лояльного ему вице-губернатора Ленобласти по транспорту и ТЭК Сергея Харлашкина, ранее арестованного в рамках проекта руководителя отдела "М" УФСБ по Санкт-Петербургу и Ленинградской области Александра Гимадиева по установлению контроля над финансовыми потоками Ленинградской области, Rucriminal.info задался вопросом - какой и когда будет ответ Гимадиева на столь обидную пощечину.



Ответ не заставил себя ждать.



С начала марта все, хоть как-то имеющие отношение к Санкт-Петербургу и Ленинградской области, СМИ дали материалы про арест бывшего вице-губернатора Ленинградской области по строительству Михаила Москвина. "Паровозом" пошел Депутат ЗакСа Ленобласти и экс-руководитель АНО "Дирекция по комплексному развитию территорий Ленобласти" (ДКРТ) Даниил Федичев. Все увидели особую пикантность ситуации в том, что Федичев - сын давнего друга Москвина, Вадима Федичева. Тем не менее у следствия нашлись аргументы, чтобы Федичев дал показания на Москвина, и в итоге - Федичев под подпиской, а Москвин - под арестом.

Не стоит пояснять, что оба они, вместе с ранее задержанными и уже перечислявшимися нами в предыдущих публикациях чиновниками строительного блока Ленинградской области, а также с находящимся сейчас в бегах бывшим главой Комитета по строительству ЛО Константином Панкратьевым - люди губернатора Дрозденко. И ответный выстрел дуплетом, да еще и неожиданная податливость Федичева - все явно приближается к самому губернатору.



Лучший экспромт, как известно, это заранее заготовленный.



Без громкого резонанса осенью 2021 года прошла новость, что с 7 октября 2021 года Заместителем Председателя Правительства Ленинградской области по строительству и жилищно-коммунальному хозяйству назначен Евгений Петрович Барановский. Как раз вместо Михаила Москвина. С 2016 года и до момента назначения в Правительство Ленинградской области Евгений Барановский был заместителем председателя комитета по строительству в Правительстве Санкт-Петербурга.

То, что чиновники меняют как перчатки кресла между двумя соседними субъектами Федерации - не новость и никого не удивит. Но есть нюанс.

Барановский - человек, скажем дипломатично, "лояльный" Александру Гимадиеву, что, впрочем, не дает ему индульгенцию. Лояльность в этих кругах бескорыстной и искренней не бывает. Барановский считается абсолютно некомпетентным, ранее даже привлекался к административной ответственности, потому что не отвечал на обращения инициативных групп дольщиков (например, объединение «Спасём Александрово»). У Барановского нет ни профильного образования, ни реального опыта работы в строительной сфере.

Гимадиев понял, что инвестировать силы, да и средства (вся "нестандартная" активность силовых структур тоже стоит денег) в Санкт-Петербург (а точнее - в "своих людей" в городском правительстве и его комитетах) сейчас рисковано - несмотря на неплохой запас прочности, кресло под Бегловым шатается все сильнее и сильнее, и что будет после выборов губернатора Санкт-Петербурга с правительством города - вопрос надолго еще открытый. И тогда было принято простое решение - пересадить "своего" Барановского в область, где как раз тогда уже планировалась активная деятельность Гимадиева по зачистке поляны и прибиранию к рукам финансовых потоков, начиная с основных приносящих "серые" деньги комитетов. Строительство и ЖКХ Ленобласти это то, где сейчас мы видим основную активность Гимадиева, да и на другие комитеты и их деньги зачастую выйти можно через стройку. Почти год Барановский был "спящим агентом" и поначалу даже "сработался" с Москвиным, приняв в команде Дрозденко - Москвина активное участие в памятном деле ИСГ "Мавис Строй" практически сразу после своего назначения в Ленобласть. Правда уже тогда, в августе 2021 года, когда пришел Барановский, он сначала вроде как проникся к директору ДКРТ - тому самому задержанному сейчас на пару с Москвиным Даниилу Федичеву, а буквально осенью сообщил, что раз Федичев избрался депутатом, лучше ему сосредоточиться на законах. ДКРТ, напомним, была создана в 2017 году, идейным вдохновителем был тогда вице-губернатор по строительству Михаил Москвин, и это была та схема, через которую отмылось огромное количество финансов и как раз по которой сейчас и есть основные претензии к Федичеву и Москвину.

Сейчас в качестве активной разминки Барановский проводит изменения в Генплан Свердловского городского поселения Всеволожского района Ленобласти. На кону - 181,2 Га земли под жилую застройку, а конкретнее - 1 млн 549 тысяч квадратных метров жилья, где в теории могут вселиться 48 634 новых жителя, и все это из земель лесного фонда, промышленности и сельского хозяйства. В схеме опять фигурируют "любимые" Барановским еще по работе в Санкт-Петербурге обманутые дольщики - ведь большой кусок этой земли - тот самый, которую Ленобласть дала инвестору, компании "Росстройинвест", за то, что они взялись за достройку домов обманутых дольщиков компании "Петрострой".

Разработчики изменений в генплан считают, что людям будет удобно приезжать сюда на скоростном трамвае или со стороны Покровской дороги, которую ещё только собираются строить. Или от транспортно-пересадочного узла "Кудрово", которого, впрочем, тоже пока нет. Несложно даже без сметной документации представить масштабы финансов, которые окажутся под контролем Гимадиева. Евгений Барановский уже пообещал на градостроительном совете Ленобласти, что займётся вопросом выбивания денег на корректировку трассировки автодороги "Колтуши - Новосаратовка" из федерального бюджета. Запах наживы настолько силен, что несмотря на запрошенный главой администрации Свердлова Вадимом Тулаевым срок подготовки итогового документа генплана до конца мая, Барановский сказал на градсовете, что ждёт документ через месяц, чтобы затем быстренько согласовать его на региональном и федеральном уровне. И правильно - "куй железо, не отходя от кассы", классика.



Мы не знаем, совпадение это по времени или все-таки история с Харлашкиным ускорила атаку на Москвина, но мы имеем то, что имеем. Дрозденко согласился в свое время на назначение Барановского, надеясь в силу его некомптентности поиспользовать его в темную и потом назначить козлом отпущения. Однако губернатор не разглядел истинного кукловода, который стоит за Барановским - Александра Гимадиева. В итоге все больше чиновников Ленобласти все более высокого ранга оказываются за решеткой, другие - становятся весьма искренними и разговорчивыми со следователями, а если и Барановский окажется за решеткой - то не вопреки, а по желанию Гимадиева. Когда станет отработанным материалом, а на его место - уже на самом деле управлять "правильным" распределением финансовых потоков строительства и ЖКХ Ленобласти - нужно будет посадить реально компетентного человека.

На данный момент старые проверенные кадры Дрозенко, зубры теневой экономики строительного блока правительства Ленобласти, почти все выведены из игры, а Барановский, в должности вице-губернатора Ленобласти, выходит из спячки, чтобы начать активно работать на своего давнего хозяина.

В последствии, поняв, что статья 159 УК РФ (мошенничество) немного "кривовата", дело переквалифицируют в не менее "кривое" вымогательство, а для "закрепления" добавляют истязание (якобы бил жену постоянно на протяжении долгих лет совместной жизни). Но самое интересное, что оперативное сопровождение по таким статьям УК РФ ведет….местное УФСБ.

Как рассказал источник Rucriminal.info, в СИЗО к Кочубееву дважды заходит сотрудник ФСБ Максим Дьяченко, супруга которого Ксения Дьяченко, является заместителем председателя Орджоникидзевского суда Магнитогорска. Со слов Кочубеева, от Дьяченко , которого он ранее никогда в жизни и не видел, поступило предложение решить вопрос с делом и выйти на свободу. За это сотрудник ФСБ РФ запросил 150 миллионов рублей. Кочубеев дал свой отказ.

Далее ФСБ продолжает осуществлять сопровождение дела , дело направляют в Орджоникидзевский суд , где среди руководителей жена Дьяченко, где 19 января 2023 года Кочубеева приговорили к 8 годам и 6 месяцам колонии строгого режима.

Sitting all day long without leaving the office and smoking there all day long with the fire alarm turned off especially for this and talking on the phone - when, with such an intensive regimen, you also learn safety precautions yourself, right?

So, in the Zaryadye park there is a fake extract from the protocol of certification of the director of the Moscow State Aviation Administration "Zaryadye Park" Ivan Demidov for industrial safety, allegedly passed by him in the commission of Rostekhnadzor.

Interregional Technological Department of Rostekhnadzor, represented by acting head M.A. Cheuzov, having learned about its existence and having checked it, declared to the Internal Affairs Directorate for the Central Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow about a crime under article 327 of the Criminal Code of the Russian Federation (forgery of documents).

As it became known to Rucriminal.info, this statement by Rostekhnadzor eventually ended up in the Police Department for the Kitai-Gorod district of the Internal Affairs Directorate for the Central Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow (hereinafter - OP Kitai-Gorod), to the senior operational commissioner, police major. This official, not particularly long straining and, as usually happens, without any proceedings, issued a decision to refuse to initiate a criminal case. All this is typical and would not be worth attention, but evaluate under what pretext the refusal was made. Absence of a crime event. Imagine, there is a fake, but the events of its manufacture are not! What, ah! The fake made itself. This is not mathematics for you, this is jurisprudence, gentlemen! In her capable hands, this does not happen. In general, without carrying out any verification, operational-search activities, without conducting the necessary volume of surveys, etc., the official of the Kitai-Gorod Public Defence, quietly closed this case. Rostekhnadzor was also probably glad and therefore did not appeal against the refusal to initiate a criminal case, otherwise you look at more than one of this particular fake (presumably signed by its employee) the investigation could be limited if they began to check in good faith. Let's not speculate about the motives (or even motivation) of the Kitai-Gorod OP to "slow down" this case "on the brakes" without even trying to investigate (although of course it would not hurt to check this motivation, but who will deal with it).

In general, everything would be fine, quiet and everyone would be happy if the reason for the refusal to initiate a criminal case was not so unreasonable and strange (to put it mildly) that it was simply impossible not to appeal against it.

Decisions to refuse to initiate a criminal case, as you know, are appealed to the prosecutor's office. In this case, the Tver interdistrict. First, of course, a refusal. But after appealing against the refusal, the Tverskoy Interdistrict Prosecutor checked the materials and arguments more thoroughly and on 02/07/2023 made a decision to cancel the decision of the Kitai-Gorod OP to refuse to initiate a criminal case on this fact due to the incomplete amount of verification measures carried out on this fact.
