How an FSB officer demanded money, and his wife, a judge, imprisoned refuseniks

Later, realizing that Article 159 of the Criminal Code of the Russian Federation (fraud) is a bit "crooked", the case is reclassified as no less "crooked" extortion, and torture is added to "fix" it (supposedly he beat his wife constantly for many years of marriage). But the most interesting thing is that operational support under such articles of the Criminal Code of the Russian Federation is carried out by .... the local FSB.

According to a Rucriminal.info source, FSB officer Maxim Dyachenko, whose wife Ksenia Dyachenko, is the deputy chairman of the Ordzhonikidzevsky court of Magnitogorsk, twice visits Kochubeev in the pre-trial detention center. Как сотрудник ФСБ требовал деньги, а его жена-судья сажала отказников



Rucriminal.info стало известно об истории, когда сотрудник ФСБ РФ прямо в СИЗО вымогал 150 млн рублей у крупного бизнесмена. Получил отказ. После этого за дело взялась жена сотрудника ФСБ РФ – зампредседателя суда. И бизнесмен отправился в тюрьму на восемь с половиной лет.

В 2015 году Вячеслав Кочубеев – крупный предприниматель из Магнитогорска, который ранее владел Верхнеуральским винокуренным комбинатом- развелся со своей женойю Развелись со скандалом. В том же 2015 году коттедж, который был оформлен на Кочубееву, переоформили на брата Кочубеева. Пять лет ничего не происходило, а потом Кочубееву жена написала смс с угрозами, на которую он никак не отреагировал. Как выяснилось, причина того, что экс-супруга Кочубеева спустя пять лет начала атаку оказалась проста – ее под свое «крыло» взяли сотрудники местного УФСБ, которые знали, что у Кочубеева есть, чем поживиться.

И вот в 2020 году возбуждается дело по мошенничеству в отношении Кочубеева, который якобы обманул жену при оформлении недвижимости, и тем самым похитил у неё дом. Кочубеева сразу отправляют в СИЗО. В последствии, поняв, что статья 159 УК РФ (мошенничество) немного "кривовата", дело переквалифицируют в не менее "кривое" вымогательство, а для "закрепления" добавляют истязание (якобы бил жену постоянно на протяжении долгих лет совместной жизни). Но самое интересное, что оперативное сопровождение по таким статьям УК РФ ведет….местное УФСБ.

Как рассказал источник Rucriminal.info, в СИЗО к Кочубееву дважды заходит сотрудник ФСБ Максим Дьяченко, супруга которого Ксения Дьяченко, является заместителем председателя Орджоникидзевского суда Магнитогорска. Со слов Кочубеева, от Дьяченко , которого он ранее никогда в жизни и не видел, поступило предложение решить вопрос с делом и выйти на свободу. За это сотрудник ФСБ РФ запросил 150 миллионов рублей. Кочубеев дал свой отказ.

Далее ФСБ продолжает осуществлять сопровождение дела , дело направляют в Орджоникидзевский суд , где среди руководителей жена Дьяченко, где 19 января 2023 года Кочубеева приговорили к 8 годам и 6 месяцам колонии строгого режима.

As it became known to Rucriminal.info, this statement by Rostekhnadzor eventually ended up in the Police Department for the Kitai-Gorod district of the Internal Affairs Directorate for the Central Administrative District of the Main Directorate of the Ministry of Internal Affairs of Russia for Moscow (hereinafter - OP Kitai-Gorod), to the senior operational commissioner, police major. Rostekhnadzor was also probably glad and therefore did not appeal against the refusal to initiate a criminal case, otherwise you look at more than one of this particular fake (presumably signed by its employee) the investigation could be limited if they began to check in good faith. Let's not speculate about the motives (or even motivation) of the Kitai-Gorod OP to "slow down" this case "on the brakes" without even trying to investigate (although of course it would not hurt to check this motivation, but who will deal with it).

In general, everything would be fine, quiet and everyone would be happy if the reason for the refusal to initiate a criminal case was not so unreasonable and strange (to put it mildly) that it was simply impossible not to appeal against it.

Decisions to refuse to initiate a criminal case, as you know, are appealed to the prosecutor's office. In this case, the Tver interdistrict. First, of course, a refusal. But after appealing against the refusal, the Tverskoy Interdistrict Prosecutor checked the materials and arguments more thoroughly and on 02/07/2023 made a decision to cancel the decision of the Kitai-Gorod OP to refuse to initiate a criminal case on this fact due to the incomplete amount of verification measures carried out on this fact.

Мелочь вроде бы, но какая колоритная мелочь. Несолидно такому "небожителю" правила техники безопасности учить, да еще самому ходить экзамен сдавать. Иван Демидов будет сам в Ростехнадзоре экзамен сдавать? Не смешите мои подковы, как сказал бы герой известного мультфильма, конь Юлий. А экзамен этот сложный. Что делать в такой ситуации? Правильно, купить поддельный документ об аттестации, чтобы не утруждать сверхзанятого директора какой-то ерундой вроде техники безопасности. Просиживать целые дни, не выходя из кабинета и курить там целыми днями с отключенной в нём специально для этого пожарной сигнализацией и разговаривать по телефону - когда при таком интенсивном режиме еще и самому учить технику безопасности, правда же?

Итак, в парке Зарядье имеется поддельная выписка из протокола аттестации директора ГАУК г. Москвы "Парк "Зарядье" Ивана Демидова по промышленной безопасности, якобы пройденная им в комиссии Ростехнадзора.

Межрегиональное технологическое управление Ростехнадзора, в лице и.о. руководителя М.А.Чеузова, узнав о ее существовании и проверив ее, заявило в УВД по ЦАО ГУ МВД России по г. Москве о преступлении, предусмотренном статьей 327 УК РФ (подделка документов).

Как стало известно Rucriminal.info, это заявление Ростехнадзора в итоге попало в Отдел полиции по району Китай-город УВД по ЦАО ГУ МВД России по г. Москве (далее - ОП Китай-город), к старшему оперативному уполномоченному, майору полиции. Данное должностное лицо, не особо долго напрягаясь и, как обычно это происходит, без всяких разбирательств вынесло постановление об отказе в возбуждении уголовного дела. Все это типично и не стоило бы внимания, но оцените под каким предлогом был вынесен отказ. Отсутствие события преступления. Представляете, подделка есть, а события ее изготовления - нет! Каково, а! Подделка сама себя изготовила. Это вам не математика, это юриспруденция, господа! В ней в умелых руках и не такое бывает. В общем, не проведя никаких проверочных, оперативно-розыскных мероприятий, не проведя необходимого объема опросов, и т.п., должностное лицо ОП Китай-город по-тихому это дело закрыло. Ростехнадзор тоже наверняка рад был и потому не обжаловал отказ в возбуждении уголовного дела, а то ведь глядишь не одной этой конкретной подделкой (подписанной предположительно его сотрудником) могло расследование ограничиться, если бы добросовестно проверять начали. Не будем гадать о побудительных причинах (или даже мотивации) ОП Китай-город "спустить" это дело "на тормозах" безо всяких даже попыток разбирательства (хотя конечно не мешало бы ее проверить, эту мотивацию, но кто этим будет заниматься).

В общем всё было бы хорошо, тихо и все были бы счастливы, не будь причина отказа в возбуждении уголовного дела настолько необоснованной и странной (мягко скажем), что не обжаловать его было просто невозможно.

Постановления об отказе в возбуждении уголовного дела, как известно, обжалуются в прокуратуру. В данном случае, Тверскую межрайонную. Сначала, естественно, отказ. Но после обжалования отказа Тверской межрайонный прокурор проверил материалы и доводы уже основательнее и 07.02.2023 вынес решение об отмене постановления ОП Китай-город об отказе в возбуждении уголовного дела по данному факту в связи с неполным объемом проведенных по данному факту проверочных мероприятий.

Секта воспитала ряд известных среди извращенцев персонажей, самого Гуру Вар-Авера, который по его признаю значительную часть жизни провел в дурдомах и тюрьмах, его падчерицу, а впоследствии и жену Юлию Варру, которая называет себя сексологом и создала несколько клубов группового секса в Москве и Санкт-Петербурге, которая по еë же признанию, отбила Валерия Аверьянова у своей матери, когда ей было всего 12 лет, а также лучшего ученика школы Бориполка Пангоруса (он же Борис Сытин) и его сына Александра Сытина.

В православном издании «К истине» (k-istine.ru) «Школа астрального карате» характеризуется как сатанистская секта.

В книге «Азбука Русской Йоги» (1974 г.) , Аверьянов даёт советы: «… попробуй, тебе уже можно промедитировать соитие с девой у трупа еë матери, соитие с группой дев, соитие с мужчиной, с животным, с деревом, с землёй».

В своих книгах Аверьянов называет Бориполка «лучшим учеником своей школы и самым подготовленным специалистом из области инопланетных контактов».

Также Аверьянов пишет: «Борис Сытин, Бориполк Пангорус - … взял у жены кухонный нож, спрятал его в кармане и пошёл вести «переговоры» с главным психиатром города Москвы… Психиатр не понял серьёзности ситуации… ну он и врезал ножом наотмашь в горло главного психобога… Приговор был краткий и суровый – 12 лет строгого режима».

Совсем не случайно, что сейчас автослесарь Бориполк, выдававший себя на протяжении 50!!! лет за генерала КГБ и его сын Александр Сытин, выдававший себя за особо ценного агента, находятся в соседних камерах в СИЗО г. Серпухова по обвинению по статье 132 часть 4 УК РФ: насильственные действия сексуального характера в отношении несовершеннолетних.

Правда, как рассказал источник Rucriminal.info, когда педофилов-сатанистов по заявлениям потерпевших отловили и заключили в СИЗО, не только за сексуальные, но и за букет экономических преступлений, то поистине начался шабаш! Какие только начальники не требовали их выпустить. Ведь на протяжении многих лет педофилы через ложные доносы на своих оппонентов осуществляли рейдерские захваты объектов недвижимости и даже рушили целые банки и сумками и коробками из-под ксерокса таскали силовикам и чиновникам многомиллионные взятки, а те, в свою очередь, разваливали уголовные дела.

Так, только из АО «Русстройбанк» Сытины в составе организованной группы через порядка 10 фирм однодневок, зарегистрированных на подельников Сергея Соколова, Евгения Корякина, Сергея Суслопаров в виде невозвратных кредитов вывели около 1,2 млрд руб. и захватили ряд объектов недвижимости, в том числе СОК «Восток» стоимостью около 2 млрд рублей.

Бизнес Сытиных заключался в вымогательстве денежных средств, написании доносов на партнёров и следователей, не согласных с их мошеннической деятельностью. Только за последние несколько лет по доносам Сытиных было арестовано около 10 человек, несколько следователей подверглись репрессиям, а директор Социально-инновационного центра Московской области Александр Кочкарев при странных обстоятельствах якобы сам застрелился на охоте, унеся в могилу тайны совместной с Александром мошеннической деятельности в отношении объектов загородной недвижимости.

Кстати, не так давно у Александра на одном из его объектов был найден схрон, где он под слоем ветоши прятал своё охотничье ружье, из которого возможно и был убит Кочкарев. Но следствие почему-то на такие мелочи не обращает внимание.

Когда Александр Сытин был объявлен в розыск, то у начальника ГСУ СК по Московской области Александра Старикова и начальника Второго управления ГСУ СК Валерия Иварлака, после звонков «сверху» и прихода на аудиенцию подозрительных личностей, началась паника, и они уже на следующий день отменили розыск, организовали репрессии в отношении самого следователя и стали активно разваливать уголовное дело.

Следственные действия пришлось перенести в Центральный аппарат СК, где все изложенные факты, в том числе по педофилии были подтверждены.

А когда материалы уголовного дела Сытина –младшего переезжали из СК с Технического переулка уже в суд г. Серпухова, из дела пропали тома по особо тяжким эпизодам, в том числе по педофилии, а остались только мошенничество и взятка. Эпизоды по педофилии были изъяты по личному указанию заместителя генерального прокурора Анатолия Разинкина. Конечно же для Александра Сытина есть небольшая разница, отсидеть 3 года или все 18. Опять здесь не обошлось без тёмных сил, хотя и 3,5 млн долларов, переданных супругой Александра Сытина Анастасией неким посредникам тоже имеют значение.

Таким образом, за последние 10 лет это уже пятый раз, как некие коррумпированные силы разваливают уголовные дела в отношении Александра Сытина. Здесь точно не обошлось без Сатаны.

Ведь и через учение Гуру Вар-Аверы стержнем проходит тезис о скором приходе Антихриста и о том, что он – Гуру Вар-Авера готовит Йогов к приходу Антихриста. Вот двух таких кадров-педофилов, отца и сына Сытиных уже подготовили.



Генерал Бориполк практиковал сексуальные отношения с детьми своих учеников, которых брал на воспитание. По показаниям ученика Бориполка Ивана Волочкина, он пришёл в Школу астрального карате в тяжёлое для него время. Со временем Бориполк фактически стал управлять сознанием Ивана. По словам Ивана, Бориполк – это Сатана во плоти, он мог читать его мысли, контролировал его действия, заставлял совершать какие-то поступки и поставил его в полную зависимость. Бориполк сказал Ивану, что у его дочери Веры есть дар и он, Бориполк, берёт Веру, которой тогда было 4 года, на воспитание и будет этот дар развивать. Иван и подумать не мог ничего плохого. Только уже намного позднее он увидел нездоровый интерес Бориполка к детям, как к своей дочери, так и к другим девочкам.

По заявлению Веры, которое она написала, когда уже стала совершеннолетней, на протяжении длительного времени Бориполк домогался еë, совершал развратные действия сексуального характера вплоть до того времени, когда ей исполнилось уже 17 лет.

В этом же духе генерал Бориполк воспитывал и своего сына Александра.

Пару раз в месяц Александр летал на своём личном вертолëте на оргии, устраиваемые в элитном посёлке «Берендеево царство», где 50-летнего мужика видели в окружении юных девушек.

Чтобы произвести неизгладимое впечатление, Александр катал детей на своём вертолёте «Робинсон» или ярко-красном «Феррари». «Феррари» Александра с откинутой крышей и громко включённой музыкой неоднократно замечали у ресторанов «Макдональдс», где он отлавливал тинейджеров, жующих картофель-фри и приглашал их «покататься».

Bailiffs identified small companies providing transport services (taxi rental, cargo transportation, etc.) with debts on administrative fines. After the initiation of enforcement proceedings, using the gaps in the current legislation, each fine not paid within the time limits established by law was subject to a performance fee of 10,000 rubles. At the same time, the bailiffs did not combine all proceedings into one (then the amount of the enforcement fee would be 7%), separating each fine into a separate proceeding. Thus, if 2000 fines have accumulated, even if all of them are minimal, 500 rubles each. (a common occurrence for a company that rents a taxi) the amount of the performance fee is 20 million rubles.

The law is harsh, but it is the law, even if it contradicts common sense and the adequacy of the punishment for the violation. But for the purpose of personal enrichment, bailiffs directly (just imagine the scale of permissiveness and a sense of impunity) go to the owners of the debtor company. After that, they offer to “close the issue” for 50% of the amount of the performance fee. Moreover, the bailiffs are ready to bargain: if the size is unbearable, then they can ask for 30%. In case of refusal to pay, the bailiffs put the debtor's vehicles into the Potok system. Moreover, one or two cars.

At the same time, if the debtor has 50-100 cars, the bailiffs can allow him to remove the cars from the wanted list: the cost is 50 thousand rubles. for each car for a period of 2 weeks. According to the current legislation, first, FSSP employees should try to contact the debtor, then, in case of failure, write off debts from his accounts, and only if there is no money on the accounts, proceed to the seizure of property.

With particularly stubborn companies that go to court with statements about the incompetence of their actions and violation of existing recovery procedures, the bailiffs are merciless. All vehicles on which debts once hung (paid long ago) are subject to arrest, and then a certain Ges LLC (average headcount of 3 people), registered in Troitsk and acting as an “independent” appraiser of the value of arrested vehicles, comes into play . Even people who are very far from the car market may doubt the adequacy of the company's experts. With a market price of a car (for example, Kia Optima) of 1.5 million rubles. it is estimated at 250 thousand rubles. With a market price of 700 thousand rubles (for example, Peugeot Partner), it is estimated at 80 thousand rubles. A car pawnshop controlled by one of the members of the organized crime group buys cars for a pittance, and the state misses colossal sums.

The situation got so out of control of the leadership of the FSSP in Moscow that a criminal case was initiated against several current and former employees of the FSSP in Moscow at once. The materials were handed over to the investigative department of the Closed Joint-Stock Company of the Russian Investigative Committee for Moscow. However, the investigative department does not show any desire to deal with the case, which was brought to the investigator on a silver platter almost completely open: the initiated case has been gathering dust on the shelf for several months. Not only interrogations, not even interrogations of the victims, not to mention the suspects, have not been carried out.

At this time, irreparable damage is caused to small and medium-sized businesses that have been building their business for years, creating hundreds of jobs. This is not to mention the damage that is inflicted on the budget: after all, instead of it, the funds from the arrested and seized cars sold at the market price end up in the pockets of criminals. How here once again not to exclaim "Alexander Ivanovich, help!". After all, apparently without the personal intervention of the leadership of the Investigative Committee of Russia and the personal control of Alexander Bastrykin, criminals in the uniform of bailiffs will continue their criminal activities.
