The verification of the purchase from the budget of the city of Murmansk for 88 million rubles of “warm stops” has begun.

Murmansk social activists turned to the manufacturer with the terms of reference for the manufacture of warm stops according to the parameters of the installed stopping complexes in Murmansk, the cost, together with installation and delivery to the city, ranged from 900,000 to 1,100,000 for each warm stop. The cost of one warm stop installed in Murmansk is 4.400.000.

The executor of the corruption scheme was identified as the director of the municipal enterprise UDKh Denis Rysev, who arrived in the Murmansk region from the Republic of Komi, where he brought the road enterprise to losses, after which he fled from the security forces’ inspections, as well as from his previous job from Kirov.

According to preliminary data, from 40 to 60 million rubles have settled in the pockets of high-ranking corrupt officials.

Губернатор Мурманской области Андрей Чибис вновь попал в коррупционный скандал. На этот раз - связанный с закупкой в Мурманске тёплых остановок. Как выяснил Rucriminal.info, остановочные комплексы не пригодны для районов Крайнего Севера, цена составила 4 миллиона рублей за каждую позицию из двадцати.

Прокуратура и следственный комитет начали проверку закупки «тёплых остановок» в Мурманске по заявлениям от возмущённых жителей города Мурманска. Началась проверка закупки из бюджета города Мурманска на 88 миллионов рублей «тёплых остановок».

Мурманские общественники обратились к заводу изготовителю с техзаданием изготовления тёплых остановок по параметрам установленных остановочных комплексов в Мурманске, стоимость вместе с монтажом и доставкой до города составила от 900.000 до 1.100.000 за каждую тёплую остановку. Стоимость одной тёплой остановки установленной в Мурманске - 4.400.000.



Заказчиком остановок в Мурманске выступило муниципальное предприятие УДХ. Деньги на их покупку выделены и уплачены из городского бюджета по команде главы администрации Мурманска Юрия Сердечкина бывшего заместителя губернатора Андрея Чибиса.



Со слов источника Rucriminal.info, средства вывели из бюджета администрации Мурманска путём закупки и установки остановочных комплексов, изначально не подходящих для эксплуатации в районах Крайнего севера, так как не имеют закрытый контур (отсутствует входная дверь) и имеются проветриваемые щели между асфальтом и закрытым контуром остановки. Данные комплексы предусмотрены для южных регионов, об этом были уведомлены заказчики. Губернатор Мурманской области Андрей Чибис, несмотря на полученную информацию, поручил своему бывшему заместителю Юрию Сердечкину произвести закупку данных комплексов у подконтрольного поставщика. Исполнителем коррупционной схемы был определён директор муниципального предприятия УДХ Денис Рысев, приехавший в Мурманскую область из Республики Коми, где довёл до убытков дорожное предприятие, после чего сбежал от проверок силовиков, как и с предыдущего места работы из Кирова.

По предварительным данным, в карманах высокопоставленных коррупционеров осело от 40 до 60 миллионов рублей.

Для конспирации передавать их надо было протоиерею Русской православной церкви Евгению Малькову. Тот в свою очередь передавал их Алене Сокольской. Предприниматель рассказал о том, что он таким образом передал отцу Евгению 2,5 млн. рублей.

Установить тесную связь чиновницы и клирика не составило труда — вступая в должность главы г. Клина Алена Сокольская получила благословение отца Евгения под объективы репортеров. Также они воссоздали Фонд помощи Троицкому собору города Клин, где председателем является Сокольская. Однако за восемь лет существования фонда клинчане не заметили никаких изменений в реставрации храма.

Примечательно, что муж Алены – бывший прокурор Александр Козлов занимает пост исполнительного директора ООО «ХУДОЖЕСТВЕННО-ПРОИЗВОДСТВЕННОЕ ПРЕДПРИЯТИЕ "СОФРИНО" РУССКОЙ ПРАВОСЛАВНОЙ ЦЕРКВИ», специализирующегося на изготовление церковной утвари.

Many people know that all repairs or reconstruction are planned from the current situation, i.e. an overdue situation in terms of the technical condition of an object, or the need for reconstruction in terms of the development of the organization. As a rule, at the same time, design estimates for repair or reconstruction are developed, or defective repair sheets are drawn up, a commission inspection of objects is carried out, acts of the technical condition of objects are drawn up and signed on commission. On the basis of these materials, as a rule, estimate documentation is developed and approved. In the UKS, everything happens exactly the opposite...

First, the amount of money allocated from the University's off-budget fund is planned in advance, and I dare say that from 1.0 to 1.5 billion rubles are allocated annually.

Then, after receiving a directive on the amount of capital investments for the planned year, the UKS sends a request to all departments of the University to receive applications for repair work in the planned year. In this situation, as a rule, these applications are prepared by non-specialists and often amateurs in the repair business. Applications to the UKS from departments are biased, i.e. according to the principle “We also need” or “We want”. Such applications are not documented and not supported by the need for repairs. Of course, from the UKS, specialists from the technical supervision service are sent to each facility to check, examine and draw up defective statements (one person for several facilities, in total 5-6 people for more than 100 facilities). And "it galloped across Europe!" - there are many objects - all divisions of the University.

For a minute! You just need to imagine how one specialist (whether he be a child prodigy!) for two or three weeks (at other times, technical supervision specialists are busy performing their direct duties), will be able to objectively examine a dozen or more objects, and correctly prepare defective statements with the scope of work? ! Therefore, defective statements are drawn up by eye, with approximate amounts of work, and an estimate is already being developed for it, which is also not objective and incorrect. Most importantly, the management of the UKS needs estimates to confirm the costs when approving the RUDN University budget for the planned year. Then, during the year, the most "interesting" expensive objects are selected, as well as objects that must be repaired according to complaints received during the Rector's tour of the University departments. Well, then, competitions (tenders) are played out, a Contractor is selected, etc. By the way, Contractors are selected according to the principle invented in the UKS “pre-qualification”, which was “won in the preliminary competitive selection” by affiliated contractors, under which such selection criteria were prescribed that other contractors have nothing to do in RUDN University - LLC “Sphere”, LLC “ STK-Grad, OK-Design LLC, Istok-Stroy LLC, Rekstar LLC, RSD LLC, Vesta LLC. Funds from “not interesting” objects are collected in a separate reserve and used throughout the year to pay for various additional agreements with Contractors - it could not be otherwise, because defective statements and estimates were not executed correctly and objectively, and in fact can be changed so, as you like "interested" persons in the UKS.

Two and a half years ago, a design group worked at RUDN University as part of the Chief Engineer Service (CGI), which developed projects for major and current repairs, as well as for some reconstructed facilities. But with the advent of Horowater B.G. and his team this group was successfully eliminated. Previously the cost of maintaining the project team amounted to about one million rubles a year, and this was very beneficial for RUDN University. Currently, UKS orders project documentation on the side and pays tens or even hundreds of millions a year for projects for the repair and reconstruction of RUDN University facilities. As for the choice of design companies, these are also affiliated companies - Federal State Budgetary Educational Institution of Higher Education NRU MGSU, Maltsev Design Bureau LLC, RSO-Project Center LLC, Helios-M LLC, Euro Project LLC. There is no need to talk about the quality of project documentation. Lots of flaws.

For example, Federal State Budgetary Educational Institution of Higher Education "NRU MGSU" carried out a survey and development of project documentation for the overhaul of a 16-storey dormitory building No. 11. The amount of work in the project was laid out "sky-high", not corresponding to reality - as much as 450 million rubles, planned under the state budget! However, the state expertise approved the estimated cost of 360 million rubles. The difference in the cost of overhaul according to the project and according to the conclusion of Glavgosexpertiza leads to certain reflections.

Another example: the design company Helios-M LLC completed the revision of the existing design documentation (it has a positive conclusion from the state examination!) for the existing data center building. The cost of design and survey work for finalizing an already built facility was determined as the cost of developing a project for new construction, as they say "in the open field" in the amount of 10.0 million rubles. Although in fact, the refinement project is only a gas storage device and minor changes in technology. It is not difficult to determine that the cost of such a refinement of an existing project should be lower by an order of magnitude. As you can see, there are just postscripts on the face and possibly a crime!

The same claims in terms of determining the cost of design work can be presented to other above-mentioned design companies. With everything, at the same time, the head of the UKS Naida A.A. boldly signs the Acts of completed work, and RUDN University pays for these works. In our opinion, law enforcement and supervisory authorities have where and what to "look at".

All estimates in RUDN University are developed in Federal Unit Rates (FERs). In the prices (FER), as a rule, there are material resources (the cost of materials). Given that the material resources indicated in the prices (FER), as a rule, are lower than the actual market ones, when drawing up estimates, a conjectural analysis of market prices for materials is used. How is the conjectural analysis of market prices for materials carried out in the UKS? And so: - all commercial proposals for the supply of materials are prepared by the contractors themselves (this is how it is in the UKS!). In case of conjectural analysis, there must be at least 3 commercial offers for the supply of a group or one type of materials. All real commercial proposals from suppliers are accepted as the lowest in terms of cost in the market analysis, while the other two proposals with a higher cost are simply “drawn”. The average price for the material of the three CPs, which is beneficial for the UKS and the Contractor, is included in the estimate. Thus, when paying for the work to the contractor, a certain “delta” is formed, which is then distributed among the interested parties ... The above also suggests the legality of the actions of the management of the UKS in the formation of the estimated cost.

In 2022, the main objects that are significant in monetary terms are the following:

- overhaul of the halls of the main building - Contractor STK-Grad LLC, more than 164 million rubles were spent

- organization of co-working on the 1st floor of the main building - the contractor LLC "Istok-Stroy", more than 90 million rubles were spent

- overhaul of the hostel building No. 11 - Contractor LLC "Sphere", more than 360 million rubles were spent

- overhaul of the conference hall of the Faculty of Economics - Contractor OOO "STK-Grad". The final cost of the object is unknown. It is assumed that it will be determined by the actual costs incurred in December 2022. The tender for construction and installation works is also planned to be announced only in December 2022. The question arises? On what basis did the contractor LLC "STK-Grad" work and work without tender procedures?

- overhaul of the premises of the EHF building with the organization of a canteen and co-working for students Contractor Rekstar LLC. The final cost of the object is unknown. It is assumed that it will be determined by the actual costs incurred in December 2022-January 2023. The tender for construction and installation works is also planned to be announced only in December 2022. The question arises? On what basis did the contractor Rekstar LLC work and work without tender procedures?

Control and supervisory authorities also have something to pay attention to when studying the process of preparation and construction of the above facilities.

On the other hand, he shows himself as a very "cool" businessman - a builder - he likes to express himself "nothing personal, just business!" At the same time, all sensible proposals or objections from the meeting participants are accepted by Gorovater B.G. very painful. During the meetings, often Mr. Gorovater B.G. not shy in terms of obscene words and obscene language and behaves simply in a boorish manner towards the participants of the meeting. From specialists who do not agree with the opinion of Gorovater B.G., he gets rid of in every possible way, or simply dismisses, violating the Labor legislation. As soon as the RUDN University leadership looks at such a specialist, a leader of such a rank as the Vice-Rector for Capital Construction

And how does the Ministry of Education admit that a person who was declared bankrupt works in a budgetary organization (we already talked about this earlier)? В новом расследовании Rucriminal.info речь пойдет о работе Управления капитального строительства Российского Университета Дружбы Народов (РУДН). Настало время рассказать о ситуации, происходящей в УКС РУДН. Для сведения тех людей, кто еще не знает - подразделение УКС в РУДН возглавляют Проректор по капитальному строительству – Гороватер Борис Геннадьевич и начальник Управления капитального строительства Найда Андрей Андреевич. Гороватер бизнесмен- меценат, имеющий (с его слов) большие связи в ФСБ, в прокуратуре ЮЗАО, следственном комитете..

Если посмотреть со стороны на работу УКС, то обычный человек (специалист или просто обыватель) ничего странного и не заметит. Казалось бы, идет планомерная работа по освоению денежных средств на проведение капитального ремонта или реконструкции объектов РУДН – деятельность, похожая на деятельность обычных строительных организаций. Но некоторые сотрудники и специалисты Управления капитального строительства и других служб Университета, а также специалисты подрядных организаций, которые находятся в постоянном контакте с УКС, замечают и видят нечто иное в деятельности вышеупомянутого Управления…



Многим известно, что все ремонты или реконструкция планируются из сложившейся ситуации, т.е. назревшей ситуации в плане технического состояния того или иного объекта, или возникшей необходимости реконструкции в плане развития организации. Как правило, при этом разрабатывается проектно-сметная документация для ремонта или реконструкции, либо составляются дефектные ведомости на ремонт, ведется комиссионное обследование объектов, комиссионно составляются и подписываются акты технического состояния объектов. На основе данных материалов, как правило, разрабатывается и утверждается сметная документация. В УКСе, же все происходит с точностью - до наоборот…

Вначале, заранее планируется сумма денег, выделяемых из внебюджетного фонда Университета, и осмелюсь заметить, что ежегодно выделяется от 1,0 до 1,5 млрд. рублей.

Затем, после получения директивы по сумме капиталовложений на планируемый год, от УКС по всем подразделениям Университета рассылается запрос на получение заявок для проведения ремонтных работ в планируемом году. В данной ситуации, как правило, эти заявки готовят не специалисты и зачастую дилетанты в ремонтном деле. Заявки в УКС от подразделений поступают необъективные, т.е. по принципу «Нам тоже нужно» или «Мы хотим». Такие заявки не обоснованы документально и не подтверждены необходимостью проведения ремонта. Конечно же из УКС, на каждый объект для проверки, обследования и составления дефектных ведомостей направляются специалисты службы технического надзора (по одному человеку на несколько объектов, всего 5-6 человек на более 100 объектов). И «понеслось галопом по Европе!» - объектов много - все подразделения Университета.

На минуточку! Нужно только представить, как один специалист (будь он вундеркиндом!) в течение двух-трех недель (в другое время специалисты технадзора заняты выполнением своих непосредственных должностных обязанностей), сможет объективно обследовать десяток и более объектов, и правильно подготовить дефектные ведомости с объемами работ?! Поэтому дефектные ведомости составляются на «глазок», с приблизительными объемами работ, а по ней уже разрабатывается смета, также не объективная и некорректная. Самое главное для руководства УКС нужны сметы, чтобы подтвердить затраты при утверждении бюджета РУДН на планируемый год. Затем в течение года, выбираются наиболее «интересные» дорогостоящие объекты, а также объекты, которые необходимо обязательно отремонтировать по жалобам, поступившим во время обхода подразделений Университета Ректором. Ну и далее, разыгрываются конкурсы (тендеры), выбирается Подрядчик и т.д. Кстати, Подрядчики выбираются по принципу, придуманной в УКС «пред квалификации», которую прошли «победили в предварительном конкурсном отборе» аффилированные подрядчики, под которых прописали такие критерии отбора, что другим подрядчикам и делать нечего в РУДН - ООО «Сфера», ООО «СТК-Град», ООО «ОК-Дизайн», ООО «Исток-Строй», ООО «Рекстар», ООО «РСД», ООО «Веста». Средства же от «не интересных» объектов собираются в отдельный резерв и используются в течении года на оплату различных дополнительных соглашений с Подрядчиками – иначе и быть не могло, ведь дефектные ведомости и сметы были выполнены не корректно и не объективно, и по факту могут быть изменены так, как угодно «заинтересованным» лицам в УКСе.

Еще два с половиной года назад в РУДН в составе Службы главного инженера (СГИ) работала проектная группа, которая, как раз и разрабатывала проекты для капитального и текущего ремонтов, а также для некоторых реконструируемых объектов. Но с приходом Гороватера Б.Г. и его команды эта группа была успешно ликвидирована. Ранее затраты на содержание проектной группы составляли примерно один миллион рублей в год и это было очень выгодно для РУДН. В настоящее время УКС заказывает проектную документацию на стороне и оплачивает за проекты для ремонта и реконструкции объектов РУДН десятки, а то и сотни миллионов в год. Что касается выбора проектных компаний, то это тоже аффилированные компании, - ФГБОУ ВО "НИУ МГСУ", ООО «Проектное бюро Мальцева», ООО «РСО-Проектный Центр», ООО «Гелиос-М», ООО «Евро Проект». О качестве проектной документации не приходится говорить. Много недоработок.

Например, ФГБОУ ВО "НИУ МГСУ" проводил обследование и разработку проектной документации для капитального ремонта 16-ти этажного здания общежития №11. Объемы работ в проекте были заложены «заоблачные», не соответствующие действительности – аж, 450 млн. рублей, планировались под государственные бюджетные средства! Однако государственная экспертиза утвердила сметную стоимость в размере 360 млн. рублей. Разница стоимости капитального ремонта по проекту и по заключению Главгосэкспертизы наводит на определенные размышления.

Другой пример: проектная компания ООО «Гелиос-М» выполнило доработку существующей проектной документации (имеет положительное заключение государственной экспертизы!) на существующее здание ЦОД. Стоимость ПИР на доработку уже построенного объекта была определена, как стоимость разработки проекта для нового строительства, как говорится «в чистом поле» в объеме – 10,0 млн. рублей. Хотя на самом деле, проект доработки представляет собой лишь устройство хранилища газов и незначительные изменения в технологии. Не трудно определить, что стоимость такой доработки существующего проекта должна быть ниже на целый порядок. Как видно, на лицо просто приписки и возможно криминал!

Такие же, претензии в части определения стоимости проектных работ, можно предъявить и другим вышеуказанным проектным компаниям. При всем, при этом, начальник УКС Найда А.А. смело подписывает Акты выполненных работ, а РУДН оплачивает эти работы. На наш взгляд, правоохранительным и надзорным органам есть где и на что «посмотреть».

Все сметы в РУДН разрабатываются в Федеральных Единичных расценках (ФЕРы). В расценках (ФЕР), как правило, присутствуют материальные ресурсы (стоимость материалов). Учитывая то, что материальные ресурсы, указанные в расценках (ФЕР), как правило ниже, чем фактические рыночные, при составлении смет используется конъектурный анализ рыночных цен на материалы. Как же конъектурный анализ рыночных цен на материалы осуществляется в УКС? А так: - все коммерческие предложения на поставку материалов готовят сами подрядчики (так заведено в УКС!). При конъектурном анализе должно быть не менее 3-х коммерческих предложений на поставку группы или одного вида материалов. Все реальные коммерческие предложения от поставщиков принимаются, как самые низкие по стоимости при конъектурном анализе, другие же два предложения с более высокой стоимостью просто «рисуются». Средняя цена за материал из трех КП, выгодная для УКС и Подрядчика, закладывается в смету. Таким образом, при оплате работ подрядчику формируется некая «дельта», которая потом распределяется между заинтересованными лицами… Вышесказанное также наводит на размышления о правомерности действий руководства УКС при формировании сметной стоимости.

В 2022 году основными объектами, весомых в денежном выражении, являются следующие:

- капитальный ремонт холлов главного корпуса – Подрядчик ООО «СТК-Град», потрачено более 164 млн. рублей

- организация коворкинга на 1-ом этаже главного корпуса – подрядчик ООО «Исток-Строй», потрачено более 90 млн. рублей

- капитальный ремонт здания общежития №11 – Подрядчик ООО «Сфера», потрачено более 360 млн. рублей

- капитальный ремонт конференц-зала экономического факультета – Подрядчик ООО «СТК-Град». Окончательная стоимость объекта неизвестна. Предполагается, что она будет определена по фактически выполненным затратам в декабре 2022 года. Конкурс на строительно-монтажные работы тоже планируется объявить только в декабре 2022 года. Возникает вопрос? На каком основании работал и работает подрядчик ООО «СТК-Град» без проведения конкурсных процедур?

- капитальный ремонт помещений здания ЕГФ с организацией столовой и коворкинга для студентов Подрядчик ООО «Рекстар». Окончательная стоимость объекта неизвестна. Предполагается, что она будет определена по фактически выполненным затратам в декабре 2022-январе 2023 года. Конкурс на строительно-монтажные работы тоже планируется объявить только в декабре 2022 года. Возникает вопрос? На каком основании работал и работает подрядчик ООО «Рекстар» без проведения конкурсных процедур?

Контрольным и надзорным органам также есть на что обратить внимание изучая процесс подготовки и строительства вышеуказанных объектов.

Как рассказал источник Rucriminal.info, кто побывал на совещаниях, проводимых Проректором по капитальному строительству Гороватером Б.Г., тот сможет полюбоваться клоунадой, либо театром одного актера…

Все совещания о ходе капитального ремонта или реконструкции объектов проходят либо с участием сотрудников УКС, либо сотрудников УКС, Подрядчиков и приглашенных представителей Служб эксплуатации.

И так о совещаниях:

Время, затрачиваемое для совещаний в течение одного рабочего дня, составляет примерно от 2-х до 5 часов – ЕЖЕДНЕВНО!!! В совещании участвуют одни и те же специалисты УКС, меняются только приглашенные на совещание. Вызывает удивление, когда же специалисты УКС успевают выполнять свои непосредственные служебные обязанности?

На совещании, как правило, слышен один только голос – Гороватера Б.Г. При этом одна и та же мысль или предложение, изрекается им в разной последовательности слов по нескольку раз. Ну разве не клоунада? Разве не театр одного актера? Не всегда г-н Гороватер Б.Г., как специалист – инженер – строитель, принимает правильные и адекватные решения, ибо он очень слабый специалист, как строитель и инженер. Зато, показывает себя как очень «крутой» бизнесмен – строитель – любит выражаться «ничего личного, только бизнес!» При этом все дельные предложения, либо возражения от участников совещания принимаются Гороватером Б.Г. очень болезненно. Во время проведения совещаний зачастую г-н Гороватер Б.Г. не стесняется в выражениях нецензурными словами и нецензурной бранью и ведет себя просто по-хамски по отношению к участникам совещания. От специалистов, не согласных с мнением Гороватера Б.Г., он всячески избавляется, или просто увольняет, нарушая при этом Трудовое законодательство. Как только Руководство РУДН смотрит на такого специалиста, руководителя такого ранга как Проректор по капитальному строительству?

И как министерство образования допускает, что в бюджетной организации работает человек, который был признан банкротом ( об этом мы уже рассказывали ранее)? Но сообщил источник Rucriminal.info после последних наших публикаций РУДН представляла объяснения по данному незаменимому сотруднику в Министерство, и там разрешили продолжить его трудовые подвиги, с одним условием, чтобы такая эффективная деятельность в университете продолжалась, главное, чтобы министерство не было в обиде….

As it became known to the telegram channel of the Cheka-OGPU and Rucriminal.info, a loud scandal erupted in the Russian National Library - 400 million budget rubles allocated for the restoration of a historic building in the center of St. Petersburg are at stake. Repair work at the former Catherine Institute began at the end of 2022 and immediately attracted the attention of concerned journalists and librarians.



The problem was that the contractor started the restoration by replacing the windows in one of the newspaper department's storage areas. In the library fund, as it should be according to the standards, plus 20, and on the street at the end of December there was a stable minus. Such a sharp drop in temperature and humidity poses a real threat to the most valuable hundred-year-old newspapers, which lie two meters from the new windows.

“So, one of the storage facilities consists of a room divided into two floors by a metal tier - welded iron sheets with gaps around the perimeter. And if the lower part of the newspaper was removed or covered, then the upper one remained defenseless. A perforated film carelessly hung along the broken windows does not save. I run my fingers through several folders where long-departed fellow journalists are filed. After the first touch, the whole palm is covered with construction dust, ”one of the journalists, who got directly into the library fund, shared his impressions.

After the publicity, the work was suspended, and the employees of the National Library of Russia sent several statements to the Investigative Committee, the Prosecutor General's Office and the Accounts Chamber, including about the nuances of preparing a project for restoration work. According to the collective 10-page statement, the preliminary total amount of overstating the actual payment for design and survey work alone exceeds 14 million rubles. The project itself cost the budget almost 24 million.

Another statement to the prosecutor's office of St. Petersburg and the Ministry of Culture was sent by the leading cost estimate engineer of the National Library of Russia Natalya Platonova. She points out that the project raised questions from specialists even before the start of work, but the library administration ignored the warnings.

“In order to close the advance in the amount of 4,790,400 rubles as soon as possible, the contractor began installing windows, which in the cultural heritage building could not be done until the project was adjusted, estimates were clarified, and measures were developed to protect funds,” writes Platonova

The head of the administrative and economic department of the National Library of Russia Vyacheslav Fedorov, in his appeal to the UK, wrote that the library administration had made settlements with the contractor even before the actual completion of the work, and the builders used materials that were not provided for by the project

In early January, a new acting director was appointed to the National Library of Russia. Deputy General Director for Administrative and Economic Activities, Capital Construction and Reconstruction Maxim Valerianovich Ivanov

“Appointed to the post of acting deputy director, a person associated with Stroitelnaya Delo-SG, a company that is currently working on the Fontanka. It's just a circus! Gronsky (approx. Director General of the National Library of Russia) makes it clear to everyone that he is a king and a god and cannot be stopped, ”a source told the A and B channel of the National Library of Russia.

Stroitelnoe delo-SG is a company with history. In 2008, its head was sentenced to 8 years probation for money laundering. Then the law enforcement agencies had questions about spending money on the restoration of the building of the Twelve Collegia of St. Petersburg State University.



There is only one thing that pleases me in this whole story. Many mass media reported about the problems of one of the largest Russian libraries. There were caring employees who are ready to risk their careers in order to draw attention to the misappropriation of budget funds and violations during restoration work. All this allows us to hope that the director of the National Library of Russia Vladimir Gronsky (who got into the library thanks to his longtime acquaintance Alla Manilova, Deputy Minister of Culture) will be forced to deal not with the development of budget funds in the interests of specific contractors, but with the real preservation of Russia's cultural heritage.
