Тольятти) был задержан Киреев Владимир Олегович, который был доставлен в здание указанной службы, где в подвальном помещении к нему были применены пытки электрическим током, удушение полиэтиленовым пакетом и избиения. Под физическим принуждением Киреев В.О. оговорил Хазиахметова Рима Тахировича, дав ложные показания о том, что последний 17.12.2016 г. якобы совершил разбойное нападение на Шишханова Магомеда Айсаевича. Узнав о том, что ее сын находится в ФСБ, мать Киреева - Станкевич Вера Ивановна вместе с адвокатом Теном Александром Николаевичем прибыли к зданию службы и через переговорное устройство на входе стали требовать освободить Киреева В.О. После этого сотрудники ФСБ вывезли Киреева В.О. с территории службы и отъехав 200 метров, выбросили его из автомашины. Свидетелем этого стала Станкевич В.И., которая вызвала бригаду «скорой помощи». Киреев В.О., который и сообщил матери о том, что к нему были применены пытки, был доставлен в городскую больницу №2 г. Тольятти, где был проведен его осмотр, сделаны рентгеновские снимки. В ходе осмотра был подтвержден факт поражения кистей рук Киреева В.О. электрическим током. Данный факт также подтвержден результатами судебно-медицинского обследования, о чем имеется соответствующий акт. В указанных противправных действиях в отношениии Киреева В.О., принимал участие сотрудник отделения «М» УФСБ России по Самарской области (службы в г. Тольятти) Горбунов Михаил Валерьевич. Киреев В.О. обратился с заявлением с просьбой привлечь к уголовной ответственности сотрудников ФСБ, причастных к указанным преступлениям в ФСБ России, Генеральную Прокуратуру России, ГУ СБ МВД России, в настоящее время материал проверки по заявлению Киреева В.О. находится в производстве сотрудника ВСО СК России Кривцова Никиты Сергеевича (89677654502).

06.10.2017г. следственным отделом по расследованию преступлений совершённых на территории Центрального района, СУ У МВД России по г. Тольятти возбуждено уголовное дело №11701360059039055 по ч.2 ст.162 УК РФ по факту разбойного нападения на Шишханова Магомеда Айсаевича, совершенного неустановленными лицами 17.12.2016г.

Таким образом, Шишханов М.А. обратился в правоохранительные органы спустя год после указанных событий. 18.10.2017г. сотрудниками УФСБ России по Самарской области (службы в г. Тольятти) по подозрению в совершении данного преступления был задержан Хазиахметов Рим Тахирович. В ходе опознания Шишханов М.А. указал на Хазиахметова Р.Т. как на лицо, совершившее на него разбойное нападение.

Шишханов М.А. является активным участником ОПС «Сулимана-чеченца», сформированного по этническому принципу и состоящего преимущественно из чеченцев. Лидером ОПС является Ахмадов Сулиман Шабанович. Криминальной связью Шишханова М.А. является другой активный участник данного ОПС - Дахунаев Салах Бекболатаевич, , в настоящее время отбывающий условное наказание по ч.2 ст.330 УК РФ и задержанный 06.12.2017 по подозрению в совершении преступления, предусмотренного ч.2 ст.163 УК РФ (№11701360057186101 от 05.12.2017). Шишханов М.А. является учредителем и руководителем ООО «МСА СТРОЙ», осуществляющей подрядные строительные работы на территории ОАО «Тольяттиазот», а фактически занимается обналичиванием и легализацией денежных средств, похищенных лицами из числа руководства ОАО «Тольяттиазот», в частности генеральным директором Сусловым Вячеславом Вячеславовичем. При этом криминальный контроль данной деятельности Шишханова М.А. осуществляют как действующие сотрудники УФСБ России по Самарской области (службы в г. Тольятти) в лице руководителя службы Еркаева Андрея Ивановича, с которым непосредственно поддерживает связь Суслов В.В., так и бывшие сотрудники данной службы, в частности Ерыганов Олег Николаевич.

Кроме того, ряд сотрудников и руководителей УФСБ России по Самарской области (службы в г. Тольятти), в том числе в лице руководителя службы Еркаева А.И. поддерживает коррупционные связи с участниками ОПС «Портнова», лидером которого является Портнов Виталий Федорович. Связь сотрудников УФСБ России по Самарской области (службы в г. Тольятти) с ОПС «Портнова» осуществляется через Туминова Сергея Владимировича, являющимся бывшим сотрудником (руководителем оперативно-поискового подразделения) УФСБ России по Самарской области (служба в г. Тольятти), который был уволен по официальной версии в связи с выходом на пенсию, а фактически ввиду его коррупционных связей с участниками ОПФ «Портнова». С учетом специфики своей профессиональной деятельности, отвечает в группировке за организацию личной охраны Портнова В.Ф., ведению наблюдения, контрнаблюдения. Так, в частности через Туминова С.В. сотрудниками данной службы ФСБ России в интересах ОПФ «Портнова» осуществлялись оперативно-технические и оперативно-поисковые мероприятия. Также Туминов С.В. инструктировал членов данного ОПФ о методах оперативно-розыскной деятельности правоохранительных органов. В близких дружеских отношениях с Туминовым С.В. состоит оперативный сотрудник УФСБ России по Самарской области (службы в г. Тольятти) Фирсов Константин Константинович. Одним из лидеров данного ОПФ является Чертихин Сергей Владимирович, который отвечает за управление группировкой (планирование, организационные мероприятия), управление силовым блоком группировки и поддержание в интересах группировки коррупционных связей в правоохранительных органах и ФСБ России.

За непосредственное исполнение силовых акций (убийства, нанесения телесных повреждений и тп.) отвечает Загузов Олег Вячеславович, по прозвищу «Джамбик» или «Джамбула», в подчинении которого находится силовой блок — группа «киллеров».

Участники ОПС «Портнова» причастны к ряду тяжких и особо-тяжких преступлений, совершенных на территории г. Тольятти, в том числе заказных убийств:

• убийство Тырлышкина Игоря Евгеньевича, 1969 г.р. По данному факту возбуждено уголовное дело №2013029090 15.01.2013 по ч.1 ст.105 УК РФ.

• убийство Демидова Сергея Владимировича, 1969 г.р. По данному факту возбуждено уголовное дело №2015029927 от 20.05.2015 по п. «а» ч.3 ст.111 УК РФ.

• убийство Петрова Сергея Алексеевича, 1979 г.р. и покушение на убийство Левина Дмитрия Сергеевича, 1990 г.р. По данному факту возбуждено уголовное дело №2013031279 от 29.10.2013 по ч.1 ст.105, п. «а» ч.2 ст.105 УК РФ.

• убийство Булатова Ильшата Фаритовича, 1982 г.р. По данному факту возбуждено уголовное дело №2016087871 от 17.10.2016 по ч.1 ст.105 УК РФ.

• покушение на убийство Сафронова Владимира Юрьевича, 1970 г.р. По данному факту возбуждено уголовное дело №11702300016029518 от 24.03.2017 по ст.30 ч.1 ст.105, ч.1 ст.222 УК РФ.

• причинение тяжких телесных повреждений Чапале В.А. 31.03.2014 и уничтожение путем поджога его автомашины 28.01.2015.



28.03.2017 по подозрению в совершении указанных преступлений ГУ МВД России по Самарской области были задержаны Жестков Вадим Сергеевич, Гореславец Роман Николаевич, Маликов Александр Николаевич, и Гафаров Руслан Азатович. Указанные лица являются активными участниками ОПС «Портнова».

Immediately after employment at the RSSU, A.L. Khazin and D.F. Aliyev put on the balance of the university, which is also confirmed by accounting documentation, their personal vehicles, employed their drivers and all the costs associated with the maintenance of their vehicles are paid by the RSSU.

In the main administrative building at the address: Moscow, st. Wilhelm Pika, 4, building 1, 1st floor, a furniture repair workshop was opened. Despite the fact that this is contrary to the current legislation of the Russian Federation and may result in penalties from the regulatory and supervisory authorities, A.L. The admission campaign for 2022 was under threat, as the leadership of the RSSU decided to change the classical names of the departments and create narrow-profile departments on their basis, which does not at all reflect the essence of the social university. For example, the leadership of the university opened such departments as:

– "social sexology", on the basis of the Faculty of Political and Social Sciences;

- "numismatics, bonistics and sphragistics";

– “complex of folk alternative medicine”;

– “organizations and processes of the experience industry” and others.

The above disciplines are auxiliary, and therefore the creation of departments for them, from the point of view of the quality of education and the financial block, is inappropriate. Moreover, the uncertainty of future professions and the lack of justification by the university management significantly reduce their attractiveness for applicants, which creates the prerequisites for disrupting the admission campaign, or training non-core specialists with a low level of knowledge. The teaching staff reacted negatively to this. Some of them, including several deans, have resigned and do not want to compete for vacancies. This has led to an exodus of highly skilled, experienced workers.

The university is not ready to receive and accommodate students in hostels, as hostels, as well as classrooms, are in a dilapidated state. The management of the university does not take economic measures to bring the premises into a condition that complies with the norms of the legislation of the Russian Federation. Also, if there are own dormitories, the university management decided to conclude lease agreements with other dormitories at a price that is 5 times higher than the cost of living in the dormitory of the RSSU, which will not correspond to the information posted on the official website of the RSSU. At the same time, in the event that a foreign student does not have money to pay for a new hostel, prerequisites for violating the migration legislation of the Russian Federation will be formed: not registering for migration, not passing a medical examination, fingerprinting, photographing, and others.

The basis for the creation of a new directorate is the optimization of the staffing structure, which is not logical from the point of view of financial analytics, since at present the expansion of the staff is not financially justified (there is no increase in the number of students).

In addition, the head of the directorate is currently the acting dean of the preparatory faculty (without the appropriate education, work experience). The faculty was established in March 2022, the appointment of the dean took place in May 2022. At the moment, there are no regulations and job descriptions, curricula, programs at the faculty.

Thus, a situation has been created in which, using his official position, he actually carries out commercial activities in his personal interests, which can lead to a conflict of interest and embezzlement of RSSU funds.

There is a liquidation of the centralized dean's office, while all universities are striving to create a centralized structural unit.

At the moment, there is a massive reduction in staff due to the liquidation of certain structural units. Reductions occur, including in violation of labor laws: as a proposal to degrade a position, if there are vacancies similar to the current unreduced position; failure to provide a list of vacancies; reduction of employees of pre-retirement age.

In March 2022, in the organizational structure of the university, the Directorate for the Development and Operation of the Property Complex (Moscow) was created, which is directly subordinate to the first vice-rector D.F. Aliyev, who did not take any measures to prepare the university for the heating season, which led to the fact that today the university is not ready for the heating autumn-winter season. On July 26, 2022, by order of the RSSU, the Directorate for the Development and Operation of the Property Complex (Moscow) was transferred to the subordination of the Vice-Rector for Security, which is not part of his official duties at all.

Как рассказали источники Rucriminal.info, 21 декабря 2021 г. с приходом в Российский государственный социальный университет (РГСУ) нового и.о. ректора А.Л. Хазина ситуация в университете резко ухудшилась.

Большую часть времени А.Л. Хазин не появляется на рабочем месте, ссылаясь на то, что посещает государственные органы с целью улучшения работы университета. Хотя, фактически, изменений в деятельности университета в положительную сторону не наблюдается.

Не проявляя желания добросовестно исполнять свои трудовые обязанности и нести ответственность за судьбу университета, А.Л. Хазин большую часть полномочий делегировал сотрудникам по доверенности. Из этого вышло, что фактическое управление РГСУ осуществляет первый проректор Д.Ф. Алиев, без согласования которого А.Л. Хазин не может принять ни одного управленческого решения. За последние полгода А.Л. Хазиным принято на работу свыше 26 советников ректора с заработной платой от 250 тысяч рублей. Также, почти у каждого из них есть помощник, что позволяет некоторым из них не появляться на работе неделями, в чем легко убедиться, просмотрев камеры видеонаблюдения, а также СКУД. При этом их работа по улучшению финансово-хозяйственного положения вуза и его филиальной сети фактически не видна.

А.Л. Хазин, проректоры и советники ректора постоянно находятся в командировках, выбирая для перемещения и проживания услуги бизнес-класса. Это отображается в документации централизованной бухгалтерии. Все это в совокупности приводит к необоснованным тратам РГСУ.

Руководствуясь личными мотивами и дружественными связями, А.Л. Хазиным было принято на руководящие должности несколько сотрудников, не соответствующих квалификационным требованиям согласно Единому квалификационному справочнику руководителей, специалистов и служащих (отсутствие опыта и соответствующего образования).

Сразу после трудоустройства в РГСУ А.Л. Хазин и Д.Ф. Алиев поставили на баланс университета, что также подтверждается бухгалтерской документацией, свои личные транспортные средства, трудоустроили своих водителей и все расходы, связанные с техническим обслуживанием их транспортных средств, оплачивает РГСУ.

В главном административном корпусе по адресу: г. Москва, ул. Вильгельма Пика, д. 4, стр. 1, 1 этаж была открыта мастерская по ремонту мебели. Несмотря на то, что это противоречит действующему законодательству РФ и может повлечь штрафные санкции со стороны контролирующих и надзирающих органов, А.Л. Хазин не прекратил данную деятельность на территории вуза.

Под угрозой оказалась приемная кампания 2022, так как руководством РГСУ было принято решение об изменении классических наименований кафедр и создании на их базе узкопрофильных кафедр, что совсем не отражает сущность социального университета. Например, руководством вуза открыты такие кафедры как:

– «социальная сексология», на базе факультета политических и социальных наук;

– «нумизматики, бонистики и сфрагистики»;

– «комплекса народной альтернативной медицины»;

– «организации и процессов индустрии впечатлений» и иные.

Вышеназванные дисциплины являются вспомогательными, в связи с чем создание под них кафедр, с точки зрения качества образования и финансового блока, является нецелесообразным. Более того, неопределенность будущих профессий и отсутствие их обоснования со стороны руководства вуза в значительной степени снижают их привлекательность для абитуриентов, что и формирует предпосылки для срыва приемной кампании, либо подготовки непрофильных специалистов с низким уровнем знаний. На это негативно отреагировал профессорско-преподавательский состав. Некоторые из них, в том числе несколько деканов, уволились и не желают проходить конкурс на вакантные места. Это привело к оттоку высококвалифицированных, опытных работников.

Университет не готов к приему и размещению в общежития студентов, так как общежития, а также учебные аудитории, находятся в ветхом состоянии. Руководством университета не проводятся хозяйственные мероприятия, чтобы привести помещения в состояние, соответствующее нормам законодательства РФ. Также, при наличии собственных общежитий руководством вуза приято решение о заключении договоров аренды с иными общежитиями, по цене, превышающей стоимость проживания в общежитии РГСУ в 5 раз, что будет не соответствовать информации, размещенной на официально сайте РГСУ. Размещение планируется иностранных граждан.

При этом, в случае отсутствия денег у иностранного студента, для оплаты за новое общежитие, будут сформированы предпосылки к нарушению миграционного законодательства РФ: не постановка на миграционный учет, не прохождение медицинского освидетельствования, процедуры дактилоскопии, фотографирования и иных.

В настоящее время общая задолженность филиалов перед РГСУ составляет примерно 130 млн. рублей. А.Л. Хазин и Д.Ф. Алиев ведут активную деятельность по развитию филиальной сети РГСУ, в том числе за рубежом, с целью сдачи в аренду филиалов. Действующих директоров филиалов планируется уволить. При этом отсутствуют реальные предложения по стабилизированию финансового благополучия старой.

Руководством вуза принято решение с 01.07.2022 года создать в структуре университета Дирекцию международного сотрудничества (штат 11 человек), при условии того, что в настоящий момент существует Управление международного сотрудничества (штат 5 человек, не входящие в структуру Дирекции), которое в полной мере реализует функции вуза по набору иностранных студентов и контролю за соблюдением ими миграционного законодательства РФ, способствует академическому обмену, занимается оформлением документов при приеме (при увольнении) на работу иностранных граждан и лиц без гражданства.

Основание создания новой дирекции – оптимизация штатной структуры, что с точки зрения финансовой аналитики не является логичным, так как в настоящее время финансово не обосновано расширение штата (нет увеличения контингента обучающихся).

Кроме этого, руководитель дирекции в настоящий момент является исполняющий обязанности декана подготовительного факультета (без соответствующего образования, опыта работы). Факультет создан в марте 2022 года, назначение декана произошло в мае 2022 года. В настоящий момент на факультете отсутствуют положение и должностные инструкции, учебные планы, программы.

Стоит учитывать тот факт, что руководитель дирекции, а также и.о. декана возглавляет коммерческую организацию, которая осуществляет набор иностранных студентов.

Таким образом, создана ситуация, при которой он, используя свое должностное положение, фактически осуществляет коммерческую деятельность в личных интересах, что может привести к конфликту интересов и хищению средств РГСУ.

Происходит ликвидация централизованного деканата, в то время как все университеты стремятся к созданию централизованное структурного подразделения.

В настоящий момент происходит массовое сокращение штатных сотрудников в связи с ликвидацией тех или иных структурных подразделений. Сокращение происходит в том числе с нарушением трудового законодательства: как предложение пойти на понижение должности, при наличии аналогичных текущей несокращенной должности вакантных позиций; не предоставление списка вакантных должностей; сокращение сотрудников предпенсионного возраста.

В марте 2022 года в организационно-штатной структуре университета была создана Дирекция по развитию и эксплуатации имущественного комплекса (г. Москва), находящаяся в прямом подчинении первого проректора Д.Ф. Алиева, который не предпринимал никаких мер по подготовке вуза к отопительному сезону, что привело к тому, что на сегодняшний день университет не готов к отопительному осенне-зимнему сезону. 26 июля 2022 года приказом РГСУ Дирекция по развитию и эксплуатации имущественного комплекса (г. Москва) была переведена в подчинение проректора по безопасности, что совсем не входит в его должностные обязанности.

“Two FSB officers ran up to me and put a gun to my head”

How security officers, on the order of the authority from Chechnya, seized the victim from under state protection

I was aware that Dakhunaev S.B. is a member of an organized Chechen criminal group and has extensive corruption ties in law enforcement agencies. In addition, in December 2017, they tried to plant ammunition in my car. After these events, I filed a complaint with the investigator and measures of state protection were applied against me.

I am engaged in car repairs in my garage No. 569 in GSK Electron, at the address: Tolyatti, st. Botanical, 50, self-employed. On August 13, 2018, I was also in this garage, with three police officers guarding me. At about 11 o'clock in the morning, when I was repairing the car, I saw several cars drive up to my garage at high speed. One of them was a silver Priora, she even touched the gate of a neighboring garage. Several men in military uniform ran out of the cars and with weapons pointed at me, they shouted “FSB”. Two of them ran up to me and put a gun to my head, twisted their hands behind my back and handcuffed me. I managed to notice that the police officers who were guarding me were put on the ground, despite the fact that they said that they were from the police and were guarding me, that I was under state protection. They put me in a silver-colored Priora and put a hat on my face. When I demanded to explain what was happening, the FSB officer, who was sitting next to me, hit me hard in the side. Then he grabbed me by the handcuffs that they put on me and dragged me in this way to another car. At that time, I saw how one of the officers who guarded me was trying to explain to the FSB officer in civilian clothes that I was under state protection and if they needed me, they would take me where they needed to. But the FSB officer did not listen to him and they forced me into a silver Mitsubishi Lancer car. Later, I learned that this FSB officer in plain clothesm - Gorbunov Mikhail Valerievich, as he later introduced himself to me. When I was being dragged into the car, an FSB officer in uniform hit me in the ear with some kind of iron object, probably the butt of a pistol, which made me bleed and cover my face. We drove out of the garage, they pulled me out of the car again and dragged me into a white Gazelle car, where there were also FSB officers. They put me on the floor and one of them kicked me in the shoulder, which caused me to fall. Then a man got into the Gazelle, I recognized him by his voice - it was Mikhail Gorbunov. He called me by name and asked if I understood why I was detained, I replied that I did not understand. Then Mikhail asked me if I had written a statement against Dakhunaev and I replied that I had. Then Michael said that now we'll figure it out. When we were driving, I began to suffocate, asked me to take off my hat and remove the handcuffs, because I was in great pain and I stopped feeling my hands. They freed my nose, but the handcuffs were not removed immediately, while someone pressed his knee on my shoulder and said: “Lie down, bitch, you won’t die.” When we stopped, they twisted my arms again and dragged me into the building. As I was being led up the stairs, one of the uniformed FSB officers hit my head on the metal door frame, which nearly knocked me unconscious. I felt that I was taken to the second floor, and then they led me into an office to the left of the stairs along the right wall, it seems the second door from the stairs. The office was very large, there were several windows, there were flags against the wall, yellowish tables. They put me on a chair, and Mikhail Gorbunov sat opposite me and introduced himself. Mikhail began to accuse me of allegedly organizing prostitution, although I was not involved in this. When I told him about this, Gorbunov and another FSB officer in civilian clothes, who entered the office, let the Spetsnaz officers go. After they left, Gorbunov said that he was ready to close his eyes, that I was allegedly organizing prostitution, but I must confess that I had slandered Dakhunaev, and also testify against the police officers, operatives Alexander and Artem Pertsev, who were case against Dakhunaev, allegedly they fabricated this case. Then I told Gorbunov everything that I had already told the investigator in my testimony. Gorbunov began to accuse me of lying, began to ask what the police officers promised me for writing a statement. I began to explain to Gorbunov that they promised me nothing but guarantees of my safety. Then Gorbunov began to play me the recordings of my conversations with Asif Mamedov and Dmitry Ivonin, who, as far as I know, changed their testimony under pressure from Dakhunaev. I also explained to Gorbunov what we were talking about. But Gorbunov did not believe me, he said that they would “close me on the 91st”, said that Alexander Pertsev and Artem had already been detained and were being taken to the FSB. After that, Gorbunov and another FSB officer began to ring their cell phones, they became very worried, apparently the leadership called them and they left the office. Left alone, I noticed that there was a voice recorder on the table. When Gorbunov returned, his behavior changed dramatically, he became friendly, but continued to persuade me to slander myself, said that I had given false evidence against Dakhunaev, while saying that they did not need me, demanded to testify against Pertsev and Artem that they fabricated a criminal case against Dakhunaev. I also asked Gorbunov who would be responsible for beating me, to which Gorbunov said that no one had beaten me. Then Gorbunov took me to the toilet and made me wash my face, which was covered in blood, although I didn't want to do that. I also want to add that during the detention in the garage, the FSB commando took away my cell phone, and then in the FSB office I heard my phone ringing from Gorbunov's bag.

After the FSB I was taken by the investigative committee. Investigator Kira Vladimirovna, who was supposed to interrogate me, when she saw what state I was in, asked who did this to me. And when I said that I was beaten by the FSB officers, she suggested that I write a statement on this fact, which I did. She informed me that

I will be interviewed on the material of the check. In my testimony, I told Kira Vladimirovna everything that I had already told the investigator in my testimony. She also wrote me a referral for a forensic medical examination, which I underwent on March 14, 2018. At the same time, I was found to have a bruised head wound and a dislocated shoulder.

I still can’t come to my senses and believe that I, the victim (!!!) in a criminal case and protected by the state, are being detained by special forces with weapons in their hands, trained to catch terrorists, beaten, like cattle are brought to the FSB, where the officer this department, which I previously respected, is forcing me to withdraw my testimony against a member of an organized crime group who extorted money from me and slander the police officers. If this had not happened to me personally, I would have thought that this simply could not be!

I urge you to bring to the criminal responsibility of employees of the Federal Security Service of Russia for the Samara Region (services in the city of Togliatti) Mikhail Gorbunov and his accomplices who committed these crimes against me.

«Двое сотрудников ФСБ подбежали ко мне и приставив к голове пистолет»

Как чекисты по заказу авторитета из Чечни захватили потерпевшего из-под госзащиты



Как ранее сообщил телеграм-канал ВЧК-ОГПУ, 22 сентября столичный спецназ ФСБ задержал в Самаре высокопоставленного оборотня в погонах. Им оказался начальник 2 отдела ОЭБ регионального УФСБ Горбунов Михаил. Его подозревают в коррупции (ст.290 УК РФ) и связях с оргпреступностью - то есть с теми, с кем он должен был бороться по роду службы.

Горбунова Михаила задержали на набережной реки Волга в одних плавках. Сопротивления он не оказал.



Операцию провели сотрудники центрального аппарата ФСБ России. В столице имелись веские основания полагать, что коррупционные связи в Самарском отделе собственной безопасности носят слишком глубокий характер.



Ряд коллег Горбунова Михаила, с кем его связывали «деловые» отношения, уже проходят в качестве обвиняемых по резонансным коррупционным делам в регионе. Копилка эпизодов их преступной деятельности пополняется.



Задержание и последующий арест Горбунова Михаила военным судом нанесёт серьезный удар по репутации «конторы» в Самарской области и особенно по отделу собственной безопасности. Сотрудникам центрального аппарата предстоит вычистить оттуда коррупционеров и мошенников.

Горбунов ранее работал в ОСБ УФСБ.



При назначении на должность руководителя ОЭБ Горбунов Михаил тестирование на полиграфе не прошел, что не помешало ему стать начальником. Просил за Горбунова бывший в то время начальник ОСБ УФСБ Паршин Илья. При принятии решения о назначении никого не смутил факт «дружбы» и «общего покровительства» Горбунова и Паршина с осужденным на 10 лет за взятки и коррупцию начальником полиции Самары Хомских Вячеславом. Данные сотрудники всячески препятствовали расследованию дела.



В итоге следователям из Москвы предстоит разобраться и дать оценку непростой ситуации, сложившейся в отделе собственной безопасности регионального управления Федеральной службы безопасности. Благодаря таким «специалистам» как Паршин и другие, успехов в её работе нет. В прошлом остались громкие задержания коррупционеров из числа высокопоставленных чиновников. Никто не вяжет коррумпированных силовиков, лидеров ОПГ и наркоторговцев. Работа идёт по прежним разработкам периода Татаурова Владимира (бывш. начальник УФСБ СО).



Столичным следователям совместно с руководством УФСБ предстоит большая работа. Например, по заявлениям и эпизодам, которым не давали «ход». В распоряжении Rucriminal.info оказалось одно из таких заявлений в отношении Горбунова.



«Прошу Вас привлечь к уголовной ответственности сотрудников УФСБ России по Самарской области (службы в г. Тольятти) Горбунова Михаила и действовавших с ним совместно лиц, совершивших в отношении меня следующие преступления.

В декабре 2017 года я обратился с заявлением в правоохранительные органы о привлечении к уголовной ответственности гр. Дахунаева Салаха Бекболатаевича, за совершение в отношении меня вымогательства. В отношении Дахунаева С.Б. было возбуждено уголовное дело по ст.163 УК РФ, он был задержан за совершение этого преступления. Мне было известно о том, что Дахунаев С.Б. является членом организованной чеченской преступной группировки и имеет широкие коррупционные связи в правоохранительных органах. Кроме того, в декабре 2017 года мне попытались подбросить в мою автомашину боеприпасы. После этих событий я обратился с заявлением к следователю и в отношении меня были применены меры государственной защиты.

Я занимаюсь ремонтом автомобилей в своем гараже №569 в ГСК «Электрон», по адресу: г. Тольятти, ул. Ботаническая, 50, работаю на себя. 13 августа 2018 года я также находился в этом гараже, со мной были трое сотрудников полиции, которые меня охраняли. Примерно в 11 часов утра, когда я ремонтировал автомобиль, я увидел как к моему гаражу на большой скорости подъехали несколько машин. Одна из них была Приора серебристого цвета, она даже задела ворота соседнего гаража. Из машин выбежали несколько мужчин в военной форме и с оружием, направленным на меня, они кричали «ФСБ». Двое из них подбежали ко мне и приставив к голове пистолет, заломили руки за спину и одели наручники. Я успел заметить, что сотрудников полиции, которые меня охраняли, положили на землю, несмотря на то, что те говорили что они из полиции и осуществляют мою охрану, что я нахожусь под государственной защитой. Меня посадили в Приору серебристого цвета и надели на лицо шапку. Когда я потребовал объяснить что происходит, сотрудник ФСБ, который сидел рядом, сильно ударил меня в бок. Потом он схватил меня за наручники, которые на меня одели и потащил таким образом к другой машине. В это время я увидел как один из сотрудников, которые меня охраняли, пытается объяснить сотруднику ФСБ в штатском, что я нахожусь под государственной защитой и если я нужен, то они сами меня доставят куда нужно. Но сотрудник ФСБ его не слушал и меня силой затолкнули в машину Мицубиси Лансер серебристого цвета. Позже я узнал, что этот сотрудник ФСБ в штатском — Горбунов Михаил Валерьевич, как он позже мне сам и представился. Когда меня тащили в машину, сотрудник ФСБ в форме ударил меня в ухо каким то железным предметом, наверно ркояткой пистолета, от чего у меня потекла кровь, заливая лицо. Мы выехали из гаража, меня снова вытащили из машины и затащили в машину Газель белого цвета, где были еще сотрудники ФСБ. Меня посадили на пол и один из них пнул меня ногой в плечо, от чего я упал. Затем в в Газель сел человек, я узнал его по голосу — это был Горбунов Михаил. Он окликнул меня по имени и спросил понял ли я за что меня задержали, я ответил, что мне это не понятно. Тогда Михаил спросил меня писал ли я заявление на Дахунаева и я ответил что писал. Тогда Михаил сказал что теперь разберемся. Когда мы ехали, я стал задыхаться, просил снять с лица шапку и снять наручники, так-как мне было очень больно и я перестал чувствовать свои руки. Мне освободили нос, но наручники сняли не сразу, при этом, кто-то надавил мне коленом на плечо и сказал: «Лежи, сука, не сдохнешь». Когда мы остановились, то мне снова выкрутили руки и потащили в здание. Когда меня вели по лестнице, один из сотрудников ФСБ в форме ударил меня головой об косяк металлической двери, от чего я чуть не потерял сознание. Я почувствовал, что меня подняли на второй этаж, а потом завели в кабинет слева от лестницы по правой стене, кажется вторая дверь от лестницы. Кабинет был очень большим, там было несколько окон, стояли флаги у стены, столы желтоватого цвета. Меня посадили на стул, а Горбунов Михаил сел напротив меня и представился. Михаил стал обвинять меня в том, что я якобы занимаюсь организацией проституции, хотя я к этому не причастен. Когда я сказал ему об этом, Горбунов и еще один сотрудник ФСБ в штатском, который зашел в кабинет, отпустили сотрудников Спецназа. После того, как они вышли, Горбунов сказал, что он готов закрыть глаза, что я якобы занимаюсь организацией проституции, но я должен признаться в том, что оговорил Дахунаева, а также дать показания на сотрудников полиции, оперативников Перцева Александра и Артема, которые вели дело по Дахунаеву, якобы они это дело сфабриковали. Тогда я рассказал Горбунову все то, что уже рассказывал следователю в своих свидетельских показаниях. Горбунов стал меня обвинять во лжи, стал спрашивать что мне пообещали сотрудники полиции за то, что я напишу заявление. Я стал объяснять Горбунову, что ничего кроме гарантий моей безопасности они мне не обещали. Тогда Горбунов стал включать мне записи моих разговоров с Мамедовым Асифом и Ивониным Дмитрием, которые, на сколько я знаю, поменяли свои показания под давлением Дахунаева. Я также объяснил Горбунову о чем мы разговаривали с ними. Но Горбунов мне не верил, говорил что меня «закроют по 91-й», говорил что Перцева Александра и Артема уже задержали и везут в ФСБ. После этого у Горбунова и другого сотрудника ФСБ стали звонить их сотовые телефоны, они стали очень волноваться, видимо им звонило руководство и они вышли из кабинета. Оставшись один, я заметил, что на столе лежит включенный диктофон. Когда Горбунов вернулся, его поведение резко изменилось, он стал дружелюбным, но продолжал склонять меня к тому, чтобы я себя оговорил, сказал что я дал ложные показания на Дахунаева, при этом говорил что я им не нужен, требовал дать показания на Перцева и Артема, что они сфабриковали уголовное дело против Дахунаева. Также я спрашивал Горбунова кто ответит за то, что меня избили, на что Горбунов сказал что меня никто не бил. Затем Горбунов отвел меня в туалет и заставил меня умыть лицо, которое было в крови, хотя я этого делать не хотел. Также хочу добавить, что во время задержания в гараже спецназовец ФСБ отобрал у меня сотовый телефон, а потом уже в кабинете ФСБ я услышал как звонки моего телефона раздаются из сумки Горбунова.

После ФСБ меня отвезли следственный комитет. Следователь Кира Владимировна, которая должна была меня допрашивать, когда увидела в каком состоянии я нахожусь спросила кто со мной это сделал. А когда я сказал, что меня избили сотрудники ФСБ, она предложила мне написать заявление по этому факту, что я и сделал. Она сообщила мне, что

я буду опрошен по материалу проверки. В своих показаниях я сообщил Кире Владимировне все то, что уже говорил следователю в своих показаниях. Также она выписала мне направление на судебно-медицинское обследование, которое я прошел 14 марта 2018 года. При этом у меня обнаружили ушибленную рану головы и вывих плеча.

Я до сих пор не могу прийти в себя и поверить, что меня, потерпевшего (!!!) по уголовному делу и охраняемого государством, задерживают спецназовцы с оружием в руках, натренированные для поимки террористов, избивают, как скотину привозят в ФСБ, где офицер этого уважаемого мною ранее ведомства заставляет меня отказаться от показаний против члена организованной преступной группировки, который вымогал с меня деньги и оговорить сотрудников полиции. Если бы это не произошло со мной лично, я бы подумал что такого просто не может быть!

Настоятельно прошу Вас привлечь к уголовной ответственности сотрудников УФСБ России по Самарской области (службы в г. Тольятти) Горбунова Михаила и его пособников, совершивших в отношении меня эти преступления».

- that from the testimony of the main prosecution witness Litvinov A.Yu., it follows that it was this judicial panel that was led by the “mother of his friend” ex-judge E.V. Khakhaleva, who is currently on the federal wanted list and arrested in absentia by the court.

The objective data from the conversations recorded by the FSB of the Russian Federation, in which Litvinov A.Yu. explains to the bribe giver the “pricing” for judicial acts of the Krasnodar Regional Court in favor of developers, based on the area of ​​the building planned for construction, his conversations with the bribe giver Stroganov I.A. about the storage in the complex "Marina-Park" (E.V. Popandopulo's ownership of the building was recognized by the court) of marble belonging to the same Khakhaleva E.V. for the repair of apartments, as well as correspondence on the phone of Litvinov A.Yu. with his employee, in which he instructs the latter to take E.V. Khakhaleva to the waiting room. an envelope, enclosing a note indicating the details of the case and the expected definite decision.

It is completely deduced from the analysis of the public prosecutor that Litvinov A.Yew. in recorded conversations, he guarantees his ability to independently determine the timing of the consideration of specific cases by the court and, more importantly, this ability is confirmed by the case materials. Thus, the case file contains documents according to which the decision to refuse to transfer the cassation appeal of the Sochi city administration against the decision of the Judicial Collegium for Administrative Cases of the Krasnodar Regional Court on the claim of Kostanovskiy M.A. (Svetlana-Park) was taken in one day (the complaint was received on 07.10.2015 - considered on 08.10.2015). Decree to refuse to transfer the complaint of the administration of the city of Sochi to the decision of the Judicial Collegium for Administrative Cases of the Krasnodar Regional Court in a lawsuit with Popandopulo E.V. (Marina Park) for consideration on the merits in 3 days (received on 10/12/2015 - considered on 10/14/2015).

It is impossible to believe in the objectivity of the investigation and the position of the public prosecutor in the absence of even attempts to clarify these circumstances from his main witness Litvinov A.Yu.

That is why the wording of my accusation is set out in such flawed constructions, from the point of view of proving any of my guilt: “Rykov was supposed to sign building permit forms, but did not do it”, “Rykov had to go “persuade” the head of the city of Sochi Pakhomov A.N. in “the need to execute judicial acts”, but judging by the reaction of the latter he did not do this”, “Rykov reported on the movement of Filinova’s documents in the administration of the city of Sochi, in particular that the refusal would be in the near future”, however, it turned out that Khvorov E.M. to Litvinov A.Yu. already came with the refusal of Filinova, “In order to create an appearance, Rykov organized an appeal (!!!) in cassation of a judicial act in favor of Filinova I.I., in the absence of any information that Rykov had anything to do with organization of representatives of this trial".

The imputation of actions to which I not only had nothing to do, but could not have had by virtue of my direct activities and official duties, cannot be called a legitimate, justified, just accusation, and the investigation that resulted in such an accusation cannot be called legal and objective.



8. Unfair and non-state is the position of the investigation and the public prosecutor, which consists in a categorical refusal to ascertain the location of the funds taken out by Litvinov A.Yu. to Austria during the period of receiving money from bribe givers (2016-2018) as established by the FSB of the Russian Federation and complete disregard for information about the movement cash on bank accounts Litvinova A.Yew., investigated in court session.

It was established that Litvinov A.Yu., received in the city of Sochi from the developers of Klyus V.V. and Stroganova I.A. I deposited cash on the days specified in my charge to my account, after which I transferred it to my other accounts for personal purposes. The investigation, contrary to the statements of the state prosecutor, did not record a single fact of withdrawing cash in the city of Sochi for the purpose of “dividing it as it arrives,” as Litvinov A.Yu. assured everyone in this hall.

It was established that all the money received in the episode with Khvorov E.M., which arrived at the account of Legis Imperium LLC, under false contracts for the execution of instructions, was subsequently transferred to the account of IP Litvinov Yu.N., who is the father of Litvinov A.Yu., and spent by the latter at his own discretion.

presiding in the case, asking Litvinova A.Yew. dozens of issues, including those regarding property and funds, which were identified by Litvinov A.Yu. as “others”, was not interested in the information of the FSB of the Russian Federation about the export of millions of euros and hundreds of thousands of US dollars by this special witness for the prosecution to Austria, without asking a single question about this.

It is hard to realize that the investigator of the main investigative body of the country, having received a statement from me in the manner prescribed by law with the attachment of documents, simply withdrew them from the case file.

At the same time, it was not just an act of some kind of organizational laxity of the investigator, it was a completely conscious act aimed at preventing important evidence of the rabid unsubstantiated arguments of the investigation contained in the accusation on the episode of Khvorov E.M. These documents, by their chronology and essential content, destroyed the position of the investigation, set out in the accusation and built on the false statements of the unscrupulous businessman Khvorov E.M., whose purpose was to burden the municipal land plot with its subsequent appropriation.

I believed that the Prosecutor General's Office of the Russian Federation was interested in establishing the facts. And it was very difficult for him to accept the fact that the representative of the Prosecutor General's Office of the Russian Federation supported the position of E.M.

Otherwise, it is impossible to characterize the position of the public prosecutor about the alleged proof of the transfer of money, in the absence of any other evidence of this, except for the testimony of Litvinov A.Yu., including video recording of these circumstances in the place indicated by Litvinov A.Yu., as a place transmission of data bribes, namely in the apartment at the address: Sochi, st. Kubanskaya, d. .... The cynicism of such a position of the public prosecutor lies in the fact that he knows for certain the fact that video surveillance was conducted in the indicated apartment for a long period of time within the framework of the operational investigation and it would be impossible not to record the repeated transfers of money. This explains the allegedly “strange” position of the FSB officers, who for several years allegedly observed the criminal activities of the group, but did not make any attempts to stop its activities by red-handed persons committing illegal actions to receive bribes. The FSB officers did not make these attempts, because the means of objective control recorded anything, except for the transfer of bribes ....

The subsequent apparently deliberate and planned actions of the public prosecutor in refusing to interrogate 46 of the 51 witnesses for the prosecution indicated in the relevant list of persons attached to the indictment pursued the only goal - to prevent the interrogation and reading out of the testimony of 46 witnesses who could fully or partially parts to refute the testimony of the main and only witness for the prosecution Litvinov A.Yu., and thereby shake the already shaky and unstable position of the prosecution. This also explains the behavior of the public prosecutor in preventing the disclosure of the testimony of witnesses for the prosecution, given by them at the stage of preliminary investigation.

It turns out that the person who entered into a pre-trial agreement on cooperation with the investigation did not tell the investigators the passwords for entering the telephones belonging to this person, and this circumstance is not regarded by the prosecution as an opposition to the investigation in obtaining evidence in a criminal case by a person who undertook to provide maximum assistance to the investigation in this question.
