And when will it be, and will there even be any reaction from the Central Office of the Russian Investigative Committee to such multiple facts of various abuses by the leadership of the investigative department of the Russian Investigative Committee for the Yaroslavl region in 2019-2022? ВЧК-ОГПУ и Rucriminal.info в своих публикациях уже неоднократно упоминали о руководителе второго отдела по расследованию особо важных дел (о преступлениях против государственной власти и в сфере экономики) следственного управления СК России по Ярославской области Цатуряне А.В. и его покровителе.

Казалось бы, Цатурян А.В. занимает не последнюю должность в структуре названного управления, должен, даже исходя из названия этого самого отдела, бороться с всевозможными коррупционными проявлениями, расхищением бюджетных средств и другими подобными преступлениями.

Однако, видимо, личностные качества и приближенность Цатуряна А.В., к теперь уже бывшему руководителю следственного управления СК России по Ярославской области Соболеву А.М., а также занимаемая должность, дали ему ложное понимание такой борьбы, или же чувство собственной исключительности.

В распоряжении ВЧК-ОГПУ и Rucriminal.info попало множество видео – и фотоматериалов, которые достоверно доказывают факты возможного наличия в действиях Цатуряна А.В. и его непосредственного руководителя Соболева А.М. серьезных нарушений.

Со слов «коллег», с момента приезда в г. Ярославль господин Цатурян А.В. зарекомендовал себя как очень нервный, дерзкий, нетерпимый, высокомерный, не имеющий ни малейшего представления о субординации, уважении, несмотря на кавказские корни, к старшим по возрасту и т.д. сотрудник и человек.

По мнению источника, такое поведение Цатуряна А.В. сформировано отсутствием социализации, а также наличием яркого примера в виде модели поведения бывшего руководителя управления Соболева А.М. перед глазами и, возможно, каким-то внутренним комплексом. При этом у Цатуряна А.В. на момент приезда в г. Ярославль имелся незначительный опыт работы в должности заместителя руководителя следственного отдела в небольшом городке, и ничем выдающимся, кроме своих закидонов, он не запомнился. А отношения с коллегами и подчиненными у Цатуряна А.В. строились и строятся на принципе, озвученном в небезызвестном «Самом лучшем фильме» - «Вы все га….но!!!».

С момента появления и последующего назначения Цатуряна А.В. руководителем второго отдела работать туда никто идти не хотел и не хочет до сих пор. Прикомандированные ко второму отделу в «добровольно – принудительном» порядке молодые следователи уходили на больничные, в отпуска и т.п. лишь бы как-то избежать какого-либо общения с его руководителем, последующих наказаний, непонятных подозрений, сливов начальству и т.д.

Стоит отметить, что репутация Цатуряна А.В. среди оперативных сотрудников УМВД России по Ярославской области и других ведомств не то чтобы неоднозначная, а наоборот, исключительно отрицательная. Разрушив полностью взаимодействие с оперативными и иными службами УМВД России по Ярославской области и других учреждений и ведомств Цатурян А.В. похоронил показатели отдела под толщиной своего самомнения. В результате количество оправдательных приговоров, дел, возвращенных для производства дополнительного расследования прокурором и судом, удовлетворенных жалоб и тому подобного негатива в работе отдела резко возросло. Среди многочисленных и самых громких можно отметить оправдательный приговор в отношении депутата Ярославской областной думы 7 созыва Павла Дыбина, который по каким-то причинам не был удостоен должного внимания со стороны ЦА СК России.

Всего лишь за 2 года своего руководства вторым отделом Цатуряну А.В. удалось то, что не удавалось ни одному другому руководителю – развалить напрочь второй отдел и коллектив, налаженные связи и при этом «бить себя пяткой в грудь», рассказывая всем о своем шедевральном руководстве.

Благодаря поддержке своего руководителя Соболева А.М., господин Цатурян А.В. чувствовал себя вполне уютно и уверенно, получая за провальные результаты своей работы различные бонусы. Кончено для вида он привлекался незначительным взысканиям, которые, впрочем, Соболев А.М. снял, в т.ч. перед своим уходом в СЭЦ. Интересно если бы отделом руководил другой сотрудник, как долго он бы смог находиться при должности с такими показателями работы?

Но это не все привилегии, которые получал Цатурян А.В. после назначения на должность руководителя второго отдела по расследованию особо важных дел (о преступлениях против государственной власти и в сфере экономики) СУ СК РФ по ЯО. Об одной из них Rucriminal.info расскажет прямо сейчас.

Как водится, в распоряжении любого следственного управления СК России, и управление СКР по Ярославской области не является исключением, имеется автомобильный парк, состоящий из служебных авто со специальными цветографическими схемами и сигналами (в обиходе «люстрами»), относящими их к СК России. Имеется и штат водителей, которые возят сотрудников СК, но числятся в частных фирмах.

Для чего же используются служебные автомобили СК России? Исключительно для решения служебных задач, как правило это поездки в суд, в прокуратуру, ИВС, СИЗО, другие органы и учреждения для совещаний, для всевозможных допросов и других следственных действий, для перевозки уголовных дел, материалов, для поездок в командировки на небольшие расстояния, для выезда на места происшествий, преступлений и т.д. С этой целью для содержания данного парка ежегодно Следственному комитету РФ выделяются денежные средства, топливные карты и т.д., которые распределяются между управлениями по субъектам и между отделами внутри субъекта.

Так вот, с момента переезда в г. Ярославль Цатурян А.В. определил своего ребенка для учебы в достаточно престижную школу г. Ярославля. (по понятным причинам номер и адрес школы не называется). Но как при такой занятости «расследованием резонансных преступлений» доставить ребенка в школу? Нельзя же имея статус руководителя субъектового отдела водить ребенка в школу пешком или возить на общественном транспорте. Не тот размах, как-то не солидно, стыдно, засмеют.

Но ведь всегда же можно с согласия своего шефа использовать служебный автомобиль в личных целях. Например, чтобы отвозить одного ребенка в школу, а второго в детский сад или использовать служебное авто по другим личным и семейным делам.

Имея поддержку руководителя управления и целый парк автомобилей, включая, а/м «Volkswagen Polo» г.н.з. Х003ХХ76RUS, Цатурян А.В. на протяжении трех лет с 2019 по 2022 заставлял водителей (которые, впрочем, как и следователи, стремились от него сбежать всеми силами) практически ежедневно отвозить своего ребенка в школу и забирать его оттуда. Кроме того, есть основания полагать, что автомобили использовались не только для этих целей.

Вроде бы ничего такого. Да только в этот момент могло произойти происшествие или могло быть совершено преступление, а служебного автомобиля нет. Получается следователь, вместо того, чтобы незамедлительно выехать на место происшествия (преступления) на служебном автомобиле и приступить к решению задач, поставленных государством, вынужден был бы ждать, когда же ребенка Цатуряна А.В. отвезут в школу или привезут оттуда. Справедливости ради надо отметить, что не всегда Цатурян А.В. использовал только служебный а/м «Volkswagen Polo» г.н.з. Х003ХХ76RUS, были и другие служебные авто, другие водители.

А причем тут руководитель управления СКР по Ярославской области Соболев А.М.? - спросите Вы и будете правы. Вроде бы никакой информации о том, что он был осведомлен о делах Цатуряна А.В. нет.

Но загвоздка в том, что каждый конкретный автомобиль закрепляется приказом (распоряжением) руководителя управления за конкретным отделом. Как раз-таки по имеющейся информации служебный автомобиль «Volkswagen Polo», г.н.з. Х003ХХ76RUS закреплен за отделом МТО СУ СК России по Ярославской области. То есть использовать этот служебный автомобиль, закрепленный за другим отделом, Цатурян А.В. мог только с ведома и согласия Соболева А.М., ну и ряда других сотрудников. Не стоит говорить, что это служебный автомобиль предназначен только для реализации задач, стоящих перед СК России, с последующим отчетом о совершенных поездках руководителю МТО, руководителю управления и в СК России.

Возникает ряд вопросов. А как какие такие специальные служебные задачи выполнял автомобиль «Volkswagen Polo» Х003ХХ76RUS, отвозя и забирая ребенка Цатуряна А.В. из школы? Каким образом после этого отчитывался Цатурян А.В. руководителю МТО, а последний вышестоящему руководителю, т.е. Соболеву А.М., и как сам Соболев А.М. отчитывался в СК России об использовании указанного служебного авто?

Получается, что в следственном управлении СКР по Ярославской области в период руководства Соболева А.М. имели место быть не только случаи утраты дел, материалов и изъятых денег, но и множественные факты фальсификации путевых листов и отчетов по транспорту, а также нецелевого расходования, выделяемых следственному управлению по Ярославской области средств и злоупотребления должностными полномочиями.

Интересно, а до каких пор необходимо раскрывать руководству ЦА СК России глаза на тех, кто по долгу службы обязан бороться с преступностью, но наоборот всячески ее поощряет?

А как же неустанная борьба Председателя СК России за моральный облик и патриотическое воспитание молодого поколения следователей, которые насмотревшись вот на таких вот «Цатурянов» и «Соболевых» будут делать ровным счетом то же самое?

А когда же будет, и будет ли вообще хоть какая-то реакция со стороны Центрального Аппарата СК России на столь множественные факты разнообразных злоупотреблений со стороны руководства следственного управления СК России по Ярославской области в 2019-2022 г.г.? Или же, как обычно, все это замнут без должной реакции.

Не стоит забывать и об еще одном моральном аспекте. На протяжении 3 лет водители авто со спец. раскраской СК России на глазах у родителей, одноклассников, других учеников и педагогического состава школы провожали и встречали ребенка высокопоставленного сотрудника СК России, по сути, как личные водители! А это уже является прямой демонстрацией привилегированного положения!

The policeman asked to transfer the corrupt aid to the sister's card. A little later, the bribe fee was increased to 5 thousand rubles. For two years, the carrier transferred 2.9 million rubles in this way. In the summer, he finally turned to the UK, talking about the scheme. On the Kuban scale, the total bribe of less than three million, and even received within a couple of years, is somehow small: major colonels who eat corruption for breakfast, lunch and dinner, it’s like a beer with friends once or twice to drink. But apparently it is not so easy to find suitable for the development of a corruption case, which is why there is a considerable lack of complex in the regional department. There are also interesting stories about the female employees. It is clear that the leadership, which built a real police khanate around itself, with taxes, intrigues, the expulsion of those who did not justify hopes, could not do without mistresses either.

На чем зарабатывает руководство отдела МВД по Темрюкскому району




Темрюкский район Краснодарского края редко дает поводы для озвучки там происходящего. В этом веке, в инфополе страны он звучал всего-то пару раз: когда началось восстановление косы Тузла, с последующим скандалом, и, когда был построен Крымский мост (который одним своим краем как раз в Таманский полуостров и уперся). Недавние обыски в кабинетах руководящего состава районного отдела МВД, с полным основанием, можно также назвать знаковым событием для РФ. Допросы людей в погонах в Темрюкском районе, задали новый тренд, - обозначили новые веяния в кадровой политике полиции. Суть тренда проста: численность вновь принимаемого или переводимого с других места службы руководящих сотрудников райотделов полиции, должно ровняться количеству имеющихся наручников, в которых через какое-то время этих сотрудников выведут на допрос. Начальник полиции, заместитель начальника Отдела МВД РФ Александр Сальников попался на взятке. Пресс-служба кубанского подразделения СК сообщила, что в отношении 41-летнего офицера возбудили уголовное дело по ч.6 ст. 290 УК РФ – получение взятки в особо крупном размере.

Обыски прошли также и в кабинете самого начальника Отдела МВД РФ по Темрюкскому району полковника Александра Лишуты.

Темрюкский район - это традиционно вино, рыба и курорты. Но сегодня, после открытия Крымского моста – это еще и своеобразный пит-стоп перед броском любого автотранспорта на Крым. Количество машин, пробегающих по таманским дорогам за последние годы увеличилось в разы. Да и объемы внутри краевых, межрегиональных грузовых перевозок, тут немалые. Ежедневно через пост ДПС «Тамань-5» на въезде в район проходят сотни фур.

Да, есть ограничения по их весу, но не всегда перевозчики соблюдают предписанные дорожные нормы. Не совсем законный «интерес» предпринимателей и частников понятен – больше груза - меньше рейсов. Экономия! Александр Сальников обратил внимание на «особенности» перевозочного бизнеса летом 2020-го. И решил, что лучшим способом «наведения порядка на дорогах» станет… выплата ему одним из перевозчиков взятки в размере 3 тысяч рублей, при въезде машин на территорию Темрюкского района. Полицейский попросил перечислять коррупционное вспомоществование на карту сестры. Чуть позже взяточная такса была увеличена до 5 тысяч рублей. За два года перевозчик перевел таким образом 2,9 миллиона рублей. Летом он наконец обратился в СК, рассказав о схеме. И во время перечисления очередного взяточного транша Сальников накрыли с поличным.

По кубанским масштабам суммарная взятка менее чем в три миллиона, да еще и получаемая в течении пары лет, как-то мелковата: майорам-полковникам, которые коррупцию едят на завтрак обед и ужин, это так – пивка с друзьями разок-другой попить. Надеемся, что следствие заинтересуют и другие способы заработка руководства отдела МВД по Темрюкскому району. А полицейские начальники тут крышуют буквально все.

Алкогольной продукцией имеют право заниматься только те, кто этой парочке платит. И платят не только те, кто торгует в ларьках и с табуреток у пляжей, стыренным на винзаводах или самостоятельно забодяженным вином или «старотиторовским коньяком» (абсолютным леваком), разлитым по баклажкам. Платят также владельцы вполне официальных «точек». Но тут платы идет за круглосуточность. Ведь в курортных зонах многие отдыхающие не помещаются в отведенный для торговли алкоголем интервал с 11 до 21. Мзда выплачивалась за расширение временного интервала до 24 часов. Оформить протокол по данной противозаконщине, если пойманных бутлегеров крышевали полицейские начальники было просто невозможно.

То, что этот вид полицейского бизнеса в районе довольно выгоден говорит тот факт, что начальник отдела экономической безопасности и противодействия коррупции, регулярно проводящий профилактические рейды «Алкоголь майор Максим Бабуров предоставил Лишуте участок в ст. Голубицкой. На нем Лишута построил гостиницу. Бабуров – это местная звезда пропаганды… осень много дает интервью по поводу борьбы с незаконной реализацией и оборотом спиртосодержащих жидкостей.

Не меньший коррупционный интерес представляет в районе и рыба. Несмотря на «стремительное развитие кубанской экономики, благодаря усилиями краевой власти» работы в районе особо нет. И браконьерство – это здесь один из способов традиционного заработка. А поскольку биоресурсы Азова истощены до крайности, ограничений в региональном рыболовстве более чем. Те браконьеры или рыболовецкие бригады, которые хотели эти ограничения преодолеть, понуждали к «сотрудничеству». Полиц-руководители брали нарушителей на воде, привлекали к ответственности, а после… предлагали оплачивать каждый выход на воду за рыбой или креветкой…

Ситуация начала меняться, когда в районе сменилось руководство пограничной заставы. Таманский полуостров – это еще и водная граница РФ, так что за акваторией тут есть кому следить. Погранцы порядок наводить начали. Да так, что обеспокоенные ускользающим заработком Лишута и Сальников, попытались образумить «бодергардов» … при помощи инспекторов ГИБДД. Авто погранцов останавливали и… «намекали». «Намеки» поняты не были.

После того как пограничники стали постепенно наводить порядок, и взяточникам в погонах перестали платить рыбаки и даже браконьеры, ряд сотрудников, надзирающих рыбных отхожий коррупционный промысел, перевелось обратно в Приморско-Ахтарский район, в силу наступившей убыточности.

Вообще странно, почему руководство краевого УМВД до сих пор не обращало внимания на странности в своем Темрюкском подразделении. Александр Лишута пришел на должность в Темрюке, с аналогичной должности в не менее рыбном Приморско-Ахтарском районе в 2017-м. И начал перетягивать своих – приморско-ахтарских. Да, местные кадры, безусловно специфику работы в родном районе знали лучше «заезжих», но как показало дальнейшее, заезжие лучше ориентировались в сооружении коррупционных схем. Под себя новое руководство постепенно заменили всех руководителей служб, пришли новые сотрудники. Некоторые из них попадались на криминале, и на полицейскую «мелочевку» даже заводились уголовные дела… Но Лишута и Сальников всегда оставались в стороне от этой мелкой уголовщины. В отделе была выстроена четкая система поборов. Практически все руководители служб ежемесячно относят руководству дань. Кто не тянет эту коррупционную подать, - тех убирают, ставят других. Но видимо сыскать подходящих для развития коррупционного дела, все же не так просто, отчего в райотделе немалый некомплекст. Никого из краевых начальников не удивляет, что на весь Темрюкский район заступают… всего два наряда ППС? В пешие патрули пускают сотрудниц- девушек.

По девушкам-сотрудницам тоже интересные истории. Понятно, что руководству, которое выстроило вокруг себя настоящее полицейское ханство, с податями, интригами, изгнанием не оправдавших надежд, без любовниц было тоже никак не обойтись.

Не так давно из-за таких вот неуставных страстей замужняя девушка-эксперт развелась. В женском ранжире Темрюкского отдела, большую роль играет внешность сотрудниц. Кто не очень симпатичные, или те симпатичные, кто игнорирует (из-за «недопонимания» благосклонности начальства) знаки внимания – тех ставят «дежурить на калитку» у здания райотдел

Еще есть сотрудницы – «испытанные бойцы», которые были также перетянуты из Приморско-Ахтарска. Тех Лишута всегда защитит. В прошлом году сотрудница полиции Ледовская была задержана за езду на автомобиле, на котором были установлены неродные госномера. За такое нарушение положено лишать прав. Но когда дело все же доползло до суда Ледовской суд назначил всего-то… предупреждение. Никто из сотрудников ДПС приговор не обжаловал. Но тут интересно другое: что это за номера? «Избранные» сотрудники, устанавливали их на служебные автомобили, и использовали служебный автотранспорт, тратя казенный бензин исключительно в личных целях. В результате такого вот крысятничества автомобили ППС, участковых, ГИБДД оставались без бензина.

По теме «отдыха», наверное, стоит, упомянуть и зама начальника полиции Виктора Кошубаро, семья которого имеет свою гостиницу и столовую, где предоставляются номера и развлечения для приезжающих с проверкой представителям надзорных ведомств.

После такого отдыха, недостатки отчего-то проверяющими не замечались…

Однако при ближайшем рассмотрении находим знакомую медийную личность. Да это он. Тот самый Александр Яковлевич Розенбаум.

Все бы ничего, бизнес в России певцам не запрещен, однако товарищ Шансонье, используя свое «положение», двигает вопрос продления договора аренды. Да и тут не особо возбраняется, но просить губернатора «в качестве исключения» заключить договор на коммерческое помещение в центре города, потому что он «певец»…. Извините (



Если читать письмо обобщенно, вроде как все складно, однако вот сухие данные.Комплект был подан с нарушением административного регламента КИО от 15.04.2019 45-р. (в рамках 135-ФЗ «О защите конкуренции»).
Комплект необходимо было подать еще в 2016-м году, когда и закончилась та самая государственная преференция у Организации, согласно пп. 13, п.1 статьи 20 135-ФЗ. КИО СПб, подзабил на это дело, и Организация незаконно, нарушая Федеральный закон, продолжала арендовать вышеуказанное помещение, извлекая из него прибыль.
Далее Товарищ Розенбаум, поняв, что что-то «не то», решил использовать свое положение, чтобы достучаться до чиновников, написал письмо губернатору.



Окей, КИО направил комплект в Федеральную антимонопольную службу, для получения согласия на предоставление государственной преференции Организации. ФАС направил КИО отказ, Организации это было разъяснено, что в связи с тем, что ФАС отказал, КИО принимает решение о проведении торгов на право заключения договора аренды на помещение (ориентировочно сентябрь октябрь 2022 года).

Все ок ? Не совсем, на основании такого Уведомления, КИО обязан направить уведомление об отказе от договора аренды (и так незаконно засидевшейся Организации) и готовить объект для проведения торгов.

Однако этого не произошло, объект продолжает использоваться, Комитет дал добро своим ответом, что дескать «занимайте помещение на Думской до начала торгов, а если проиграете, то увы придется освобождать».Однако знаю тенденцию к подтасовыванию «торгов на право аренды помещений в городе» (особенно таких вкусных), и учитывая бывших сотрудников АО «Фонд имущества Санкт-Петербурга», которые сейчас трудятся в «неприкасаемом» управлении приватизации в составе ГКУ «Имущество Санкт-Петербурга», Rucriminal.info полагает «правда» будет на стороне «Александра Яковлевича» и он дальше будет петь нам замечательные ПАТРИОТИЧЕСКИЕ песни о России, не рассказывая о своем замечательном бизнесе, и как он незаконно использует под прикрытием КИО СПб городское имущество!

Residents are in favor of leaving them and the guests of the hero city the opportunity to sunbathe and swim on this as yet undeveloped piece of coast with a flat pebble-sand bottom, in close proximity to a public transport stop, which is very convenient not only for residents of this area, but and residents of Balka and Standard districts. But Port Victoria LLC, which currently owns this territory, has other plans. Even if we are talking only about a grain terminal, the obligatory facilities in such a project, in addition to the berth, are a storage elevator, access roads, a parking area for hundreds of heavy trucks transporting grain.

It is easy to calculate that the declared 2.5 million tons of transshipment is an average of 400 vehicles per day, i.e. more than 16 cars per hour will go to this area around the clock all year round through Mefodievka and other parts of the city. And where to locate this wheat-steel wealth? All the streets here are already clogged with MANs and KamAZs with grain, waiting for days for unloading at other terminals that already exist nearby.

It turns out that to accommodate these new ideas, you will need at least a good port wizard and a large-scale magic drain (because just a magic wand will simply not be able to do this), to multiply the area.

Yes, and Russian environmental standards, in the implementation of these port intentions, will be powerfully fucked up. We read SP 42.13330.2011. Set of rules. Yes, some of the goods that are going to be transshipped through the planned terminals are not subject to sanctions (there are no export restrictions on grain), but the sanctions are tough on metal. But, if the decision on the new building is still made, there is no doubt: the impossible will become possible. Unfortunately.

Questions disappear immediately after the voice acting of the names that are really behind all these plans. And these are by no means the current employees of Port Victoria LLC. In July, public hearings on a new master plan began in Novorossiysk. Unlike the simulated hearings on the general plans of Anapa and Gelendzhik at the end of last year, which showed the absolute disregard of the demands of the residents by officials, the discussion of the general plan of Novorossiysk is mysterious and enigmatic. But why is there a new master plan in Novorossiysk? Powerful “uncles” have long entered the territory, for whom everything “among themselves” is stipulated, and no redistribution revolutions are required here. In addition, the last master plan of the city was adopted in November 2020. Everything about the schools, kindergartens and hospitals necessary for Novorossiysk is there. So even social goals were spelled out for decades to come.

What is the need for such an adjustment for a lot of budget money? And why is this adjustment surrounded by such a veil of secrecy?

In Novorossiysk, it is impossible to get acquainted with wise general planning proposals. And the public hearings themselves, judging by the first discussions, will take place in the form of a bureaucratic cabal. Strictly dosed (and therefore minimal) participation of social activists in the process of these legally mandatory discussions on the adoption of the final "approval", of course, will not affect in any way.

With all due respect to other Black Sea resort areas, the importance of approving the new master plan for Novorossiysk is still a task of a different level. Novorossiysk is the main port of the country. And the "interests" here are not for some miserable hundreds of Anapa millions. Here we are talking about tens, hundreds of billions. And, therefore, the main customers of the general plan spit on the opinion of people not from a high bell tower, but rather from the moon.

The 42,000 residents of the Eastern District still hope that their votes will be taken into account in the formation of the master plan. And this interest is the same coastal strip of one and a half hundred meters.

At first glance, it is really not entirely clear why Port Victoria LLC is pushing the project of a new term so hard. Indeed, in the current sanctions conditions, you can save a lot. In addition to the fact that now you can safely rent any port hectares, Novorosmetall already has three berths owned by the Ministry of Defense on profitable lease. The military at one time built them because of the likelihood of the withdrawal of the military fleet from the then Ukrainian Sevastopol. After the return of Crimea to the Russian Federation, the issue was removed. The moorings, which turned out to be practically out of work, were leased to Novorosmetall for ... 15 thousand rubles a year! The terminals are not so far from Volochaevsky beach. However, these berths are visible only on Google maps, and everyone can see them on their phone... But they are not marked in the new general plan of Novorossiysk. That is to say, they don't exist.

The construction of new port facilities will cost investors tens of billions of rubles. Which is comparable to the price of the current rental of facilities for ... centuries. But the shady businessmen behind Port Victoria LLC are pushing their project forward. What is the reason?
