Темрюкский район Краснодарского края редко дает поводы для озвучки там происходящего. В этом веке, в инфополе страны он звучал всего-то пару раз: когда началось восстановление косы Тузла, с последующим скандалом, и, когда был построен Крымский мост (который одним своим краем как раз в Таманский полуостров и уперся). Недавние обыски в кабинетах руководящего состава районного отдела МВД, с полным основанием, можно также назвать знаковым событием для РФ. Допросы людей в погонах в Темрюкском районе, задали новый тренд, - обозначили новые веяния в кадровой политике полиции. Суть тренда проста: численность вновь принимаемого или переводимого с других места службы руководящих сотрудников райотделов полиции, должно ровняться количеству имеющихся наручников, в которых через какое-то время этих сотрудников выведут на допрос. Начальник полиции, заместитель начальника Отдела МВД РФ Александр Сальников попался на взятке. Пресс-служба кубанского подразделения СК сообщила, что в отношении 41-летнего офицера возбудили уголовное дело по ч.6 ст. 290 УК РФ – получение взятки в особо крупном размере.

Обыски прошли также и в кабинете самого начальника Отдела МВД РФ по Темрюкскому району полковника Александра Лишуты.

Темрюкский район - это традиционно вино, рыба и курорты. Но сегодня, после открытия Крымского моста – это еще и своеобразный пит-стоп перед броском любого автотранспорта на Крым. Количество машин, пробегающих по таманским дорогам за последние годы увеличилось в разы. Да и объемы внутри краевых, межрегиональных грузовых перевозок, тут немалые. Ежедневно через пост ДПС «Тамань-5» на въезде в район проходят сотни фур.

Да, есть ограничения по их весу, но не всегда перевозчики соблюдают предписанные дорожные нормы. Не совсем законный «интерес» предпринимателей и частников понятен – больше груза - меньше рейсов. Экономия! Александр Сальников обратил внимание на «особенности» перевозочного бизнеса летом 2020-го. И решил, что лучшим способом «наведения порядка на дорогах» станет… выплата ему одним из перевозчиков взятки в размере 3 тысяч рублей, при въезде машин на территорию Темрюкского района. Полицейский попросил перечислять коррупционное вспомоществование на карту сестры. Чуть позже взяточная такса была увеличена до 5 тысяч рублей. За два года перевозчик перевел таким образом 2,9 миллиона рублей. Летом он наконец обратился в СК, рассказав о схеме. И во время перечисления очередного взяточного транша Сальников накрыли с поличным.

По кубанским масштабам суммарная взятка менее чем в три миллиона, да еще и получаемая в течении пары лет, как-то мелковата: майорам-полковникам, которые коррупцию едят на завтрак обед и ужин, это так – пивка с друзьями разок-другой попить. Надеемся, что следствие заинтересуют и другие способы заработка руководства отдела МВД по Темрюкскому району. А полицейские начальники тут крышуют буквально все.

Алкогольной продукцией имеют право заниматься только те, кто этой парочке платит. И платят не только те, кто торгует в ларьках и с табуреток у пляжей, стыренным на винзаводах или самостоятельно забодяженным вином или «старотиторовским коньяком» (абсолютным леваком), разлитым по баклажкам. Платят также владельцы вполне официальных «точек». Но тут платы идет за круглосуточность. Ведь в курортных зонах многие отдыхающие не помещаются в отведенный для торговли алкоголем интервал с 11 до 21. Мзда выплачивалась за расширение временного интервала до 24 часов. Оформить протокол по данной противозаконщине, если пойманных бутлегеров крышевали полицейские начальники было просто невозможно.

То, что этот вид полицейского бизнеса в районе довольно выгоден говорит тот факт, что начальник отдела экономической безопасности и противодействия коррупции, регулярно проводящий профилактические рейды «Алкоголь майор Максим Бабуров предоставил Лишуте участок в ст. Голубицкой. На нем Лишута построил гостиницу. Бабуров – это местная звезда пропаганды… осень много дает интервью по поводу борьбы с незаконной реализацией и оборотом спиртосодержащих жидкостей.

Не меньший коррупционный интерес представляет в районе и рыба. Несмотря на «стремительное развитие кубанской экономики, благодаря усилиями краевой власти» работы в районе особо нет. И браконьерство – это здесь один из способов традиционного заработка. А поскольку биоресурсы Азова истощены до крайности, ограничений в региональном рыболовстве более чем. Те браконьеры или рыболовецкие бригады, которые хотели эти ограничения преодолеть, понуждали к «сотрудничеству». Полиц-руководители брали нарушителей на воде, привлекали к ответственности, а после… предлагали оплачивать каждый выход на воду за рыбой или креветкой…

Ситуация начала меняться, когда в районе сменилось руководство пограничной заставы. Таманский полуостров – это еще и водная граница РФ, так что за акваторией тут есть кому следить. Погранцы порядок наводить начали. Да так, что обеспокоенные ускользающим заработком Лишута и Сальников, попытались образумить «бодергардов» … при помощи инспекторов ГИБДД. Авто погранцов останавливали и… «намекали». «Намеки» поняты не были.

После того как пограничники стали постепенно наводить порядок, и взяточникам в погонах перестали платить рыбаки и даже браконьеры, ряд сотрудников, надзирающих рыбных отхожий коррупционный промысел, перевелось обратно в Приморско-Ахтарский район, в силу наступившей убыточности.

Вообще странно, почему руководство краевого УМВД до сих пор не обращало внимания на странности в своем Темрюкском подразделении. Александр Лишута пришел на должность в Темрюке, с аналогичной должности в не менее рыбном Приморско-Ахтарском районе в 2017-м. И начал перетягивать своих – приморско-ахтарских. Да, местные кадры, безусловно специфику работы в родном районе знали лучше «заезжих», но как показало дальнейшее, заезжие лучше ориентировались в сооружении коррупционных схем. Под себя новое руководство постепенно заменили всех руководителей служб, пришли новые сотрудники. Некоторые из них попадались на криминале, и на полицейскую «мелочевку» даже заводились уголовные дела… Но Лишута и Сальников всегда оставались в стороне от этой мелкой уголовщины. В отделе была выстроена четкая система поборов. Практически все руководители служб ежемесячно относят руководству дань. Кто не тянет эту коррупционную подать, - тех убирают, ставят других. Но видимо сыскать подходящих для развития коррупционного дела, все же не так просто, отчего в райотделе немалый некомплекст. Никого из краевых начальников не удивляет, что на весь Темрюкский район заступают… всего два наряда ППС? В пешие патрули пускают сотрудниц- девушек.

По девушкам-сотрудницам тоже интересные истории. Понятно, что руководству, которое выстроило вокруг себя настоящее полицейское ханство, с податями, интригами, изгнанием не оправдавших надежд, без любовниц было тоже никак не обойтись.

Не так давно из-за таких вот неуставных страстей замужняя девушка-эксперт развелась. В женском ранжире Темрюкского отдела, большую роль играет внешность сотрудниц. Кто не очень симпатичные, или те симпатичные, кто игнорирует (из-за «недопонимания» благосклонности начальства) знаки внимания – тех ставят «дежурить на калитку» у здания райотдел

Еще есть сотрудницы – «испытанные бойцы», которые были также перетянуты из Приморско-Ахтарска. Тех Лишута всегда защитит. В прошлом году сотрудница полиции Ледовская была задержана за езду на автомобиле, на котором были установлены неродные госномера. За такое нарушение положено лишать прав. Но когда дело все же доползло до суда Ледовской суд назначил всего-то… предупреждение. Никто из сотрудников ДПС приговор не обжаловал. Но тут интересно другое: что это за номера? «Избранные» сотрудники, устанавливали их на служебные автомобили, и использовали служебный автотранспорт, тратя казенный бензин исключительно в личных целях. В результате такого вот крысятничества автомобили ППС, участковых, ГИБДД оставались без бензина.

По теме «отдыха», наверное, стоит, упомянуть и зама начальника полиции Виктора Кошубаро, семья которого имеет свою гостиницу и столовую, где предоставляются номера и развлечения для приезжающих с проверкой представителям надзорных ведомств.

После такого отдыха, недостатки отчего-то проверяющими не замечались…

То, что вытворяет КИО в отношении городского имущества можно рассказывать часами.

Однако при ближайшем рассмотрении находим знакомую медийную личность. Да это он. Тот самый Александр Яковлевич Розенбаум.

Все бы ничего, бизнес в России певцам не запрещен, однако товарищ Шансонье, используя свое «положение», двигает вопрос продления договора аренды. Да и тут не особо возбраняется, но просить губернатора «в качестве исключения» заключить договор на коммерческое помещение в центре города, потому что он «певец»…. Извините (



Если читать письмо обобщенно, вроде как все складно, однако вот сухие данные.Комплект был подан с нарушением административного регламента КИО от 15.04.2019 45-р. (в рамках 135-ФЗ «О защите конкуренции»).
Комплект необходимо было подать еще в 2016-м году, когда и закончилась та самая государственная преференция у Организации, согласно пп. 13, п.1 статьи 20 135-ФЗ. КИО СПб, подзабил на это дело, и Организация незаконно, нарушая Федеральный закон, продолжала арендовать вышеуказанное помещение, извлекая из него прибыль.
Далее Товарищ Розенбаум, поняв, что что-то «не то», решил использовать свое положение, чтобы достучаться до чиновников, написал письмо губернатору.



Окей, КИО направил комплект в Федеральную антимонопольную службу, для получения согласия на предоставление государственной преференции Организации. ФАС направил КИО отказ, Организации это было разъяснено, что в связи с тем, что ФАС отказал, КИО принимает решение о проведении торгов на право заключения договора аренды на помещение (ориентировочно сентябрь октябрь 2022 года).

Все ок ? Не совсем, на основании такого Уведомления, КИО обязан направить уведомление об отказе от договора аренды (и так незаконно засидевшейся Организации) и готовить объект для проведения торгов.

Однако этого не произошло, объект продолжает использоваться, Комитет дал добро своим ответом, что дескать «занимайте помещение на Думской до начала торгов, а если проиграете, то увы придется освобождать».Однако знаю тенденцию к подтасовыванию «торгов на право аренды помещений в городе» (особенно таких вкусных), и учитывая бывших сотрудников АО «Фонд имущества Санкт-Петербурга», которые сейчас трудятся в «неприкасаемом» управлении приватизации в составе ГКУ «Имущество Санкт-Петербурга», Rucriminal.info полагает «правда» будет на стороне «Александра Яковлевича» и он дальше будет петь нам замечательные ПАТРИОТИЧЕСКИЕ песни о России, не рассказывая о своем замечательном бизнесе, и как он незаконно использует под прикрытием КИО СПб городское имущество!

On 87 acres of land that today is owned by Port Victoria, a new port where grain, metal and, as the locals suggest, fertilizers are supposed to be transshipped, it is, to put it mildly, difficult to place all this port wealth. Even if we are talking only about a grain terminal, the obligatory facilities in such a project, in addition to the berth, are a storage elevator, access roads, a parking area for hundreds of heavy trucks transporting grain.

It is easy to calculate that the declared 2.5 million tons of transshipment is an average of 400 vehicles per day, i.e. more than 16 cars per hour will go to this area around the clock all year round through Mefodievka and other parts of the city. And where to locate this wheat-steel wealth? All the streets here are already clogged with MANs and KamAZs with grain, waiting for days for unloading at other terminals that already exist nearby.

It turns out that to accommodate these new ideas, you will need at least a good port wizard and a large-scale magic drain (because just a magic wand will simply not be able to do this), to multiply the area.

Yes, and Russian environmental standards, in the implementation of these port intentions, will be powerfully fucked up. We read SP 42.13330.2011. Set of rules. The distance from the planned "transshipment area" to the nearest houses, which are already more than half a century old, is just over 37 meters! – beforego. Houses in this part appeared in the mid-50s of the last century. Workers of the Krasny Dvigatel and Novoroscement factories received land for construction here. Even the Sheskharis oil harbor was built here much later - in the mid-60s, so the existing houses cannot be attributed to unauthorized construction, which must be demolished in order to “make way for a prosperous business”, as is now customary in the Krasnodar Territory.





And, indeed, at first glance, the planned time for the implementation of the project looks unusual. Today the port of Novorossiysk is under sanctions. On the territory of an unusually gaping emptiness. Free, in particular, container sites. Rent if you really need it - not so expensive! But no. And then what is the calculation of the owners of the "beach" land? Yes, some of the goods that are going to be transshipped through the planned terminals are not subject to sanctions (there are no export restrictions on grain), but the sanctions are tough on metal. Its like? Where? To whom?

But, if the decision on the new building is still made, there is no doubt: the impossible will become possible. Unfortunately.

Questions disappear immediately after the voice acting of the names that are really behind all these plans. And these are by no means the current employees of Port Victoria LLC. Moreover, the employees of these ... 2 cheerful young men. In all the footage filmed by the residents at the rallies, the director of Port Victoria, Ruslan Lisovoy, is a touching young man, whose obvious task is to express his convictions about the correctness of the decision, listen to the residents and grab slaps from them. In this scheme, he is nothing more than a "Japanese rubber mannequin", the purpose of which is to receive blows with sticks from the outraged. The true stakeholders of the project today are located in a comfortable "shadow". I don't show myself anywhere. But who is the real owner of Port Victoria can be found out without much difficulty. Among them is the owner of Novorosmetall, billionaire Shalva Gibradze.

In July, public hearings on a new master plan began in Novorossiysk. Unlike the simulated hearings on the general plans of Anapa and Gelendzhik at the end of last year, which showed the absolute disregard of the demands of the residents by officials, the discussion of the general plan of Novorossiysk is mysterious and enigmatic. But why is there a new master plan in Novorossiysk? After all, even the youngest Novorossiysk docker is obvious: Novoros is the main port of Russia, here everything has long been divided, sawn down, settled and stabilized. Powerful “uncles” have long entered the territory, for whom everything “among themselves” is stipulated, and no redistribution revolutions are required here. In addition, the last master plan of the city was adopted in November 2020. Everything about the schools, kindergartens and hospitals necessary for Novorossiysk is there. So even social goals were spelled out for decades to come.

What is the need for such an adjustment for a lot of budget money? And why is this adjustment surrounded by such a veil of secrecy?

In Novorossiysk, it is impossible to get acquainted with wise general planning proposals. And the public hearings themselves, judging by the first discussions, will take place in the form of a bureaucratic cabal. Strictly dosed (and therefore minimal) participation of social activists in the process of these legally mandatory discussions on the adoption of the final "approval", of course, will not affect in any way.

With all due respect to other Black Sea resort areas, the importance of approving the new master plan for Novorossiysk is still a task of a different level. Novorossiysk is the main port of the country. And the "interests" here are not for some miserable hundreds of Anapa millions. Here we are talking about tens, hundreds of billions. And, therefore, the main customers of the general plan spit on the opinion of people not from a high bell tower, but rather from the moon.

The 42,000 residents of the Eastern District still hope that their votes will be taken into account in the formation of the master plan. And this interest is the same coastal strip of one and a half hundred meters.

At first glance, it is really not entirely clear why Port Victoria LLC is pushing the project of a new term so hard. Indeed, in the current sanctions conditions, you can save a lot. In addition to the fact that now you can safely rent any port hectares, Novorosmetall already has three berths owned by the Ministry of Defense on profitable lease. The military at one time built them because of the likelihood of the withdrawal of the military fleet from the then Ukrainian Sevastopol. After the return of Crimea to the Russian Federation, the issue was removed. The moorings, which turned out to be practically out of work, were leased to Novorosmetall for ... 15 thousand rubles a year! The terminals are not so far from Volochaevsky beach. However, these berths are visible only on Google maps, and everyone can see them on their phone... But they are not marked in the new general plan of Novorossiysk. That is to say, they don't exist.

The construction of new port facilities will cost investors tens of billions of rubles. Which is comparable to the price of the current rental of facilities for ... centuries. But the shady businessmen behind Port Victoria LLC are pushing their project forward. What is the reason?

«Король Кубани», хозяин Новоросметалла и крупнейший должник Россельхозбанка Шалва Гибрадзе заполучил в свое пользование причалы Минобороны по цене ….15 тыс рублей в год. Об этом сообщает телеграм-канал ВЧК-ОГПУ. По бумагам сам металл вывозится по давальческой схеме, которую запретили даже олигархам, приближенным к Кремлю. То есть якобы металл вывозят из России на переработку и не возвращают назад. В реальности сортировка идет на самом Новоросметалле. Платит за сортировку по сути все тот же Россельхозбанк, в котором работает зампред правления Андрей Баранов- друг и партнер Гибрадзе.

Вырученных денег так много, что их часть Гибрадзе и его партнер Иракли Сабулуа жертвуют в Фонд развития грузинской армии (учрежденного партией Грузинская мечта). За счет пожертвований фонда покупается техника для грузинской армии. Также Гибрадзеодин из крупнейших доноров Благотворительного фонда Карту Бидзины Иванишвили.

Как выяснил Rucriminal.info, последние пару лет жители Восточного района Новороссийска живут в состоянии постоянной митинговости. Пишутся петиции с тысячами подписей. Пытаются добиться правды в судах. Борьба ведется вокруг 162 метров береговой полосы в районе ул. Волочаевской. Здесь, в Восточном районе города расположен так называемый Волочаевский пляж.

Остальной берег этой части бухты уже давно под портовыми терминалами. Ещё тридцать лет назад в Восточной части города было более трех километров доступного для жителей берега моря, в том числе один из официальных городских пляжей на остановке «Водная». Когда его окончательно закрывали из-за строительства военно-морской базы, то жителям так и отвечали: «У вас есть Волочаевка и Барбарина». «Барбарина», - это ещё один из неофициальных мест отдыха, находится за нефтерайоном «Шесхарис»… Остались последние 162 метра Волочаевского пляжа. Жители выступают за то, чтобы им и гостям города-героя оставили возможность загорать-купаться на этом пока еще не застроенном кусочке берега с ровным галечно-песочным дном, в непосредственной близости от остановки общественного транспорта, что очень удобно не только жителям этого района, но и жителям районов Балки, Стандарта. Но у ООО «Порт Виктория», которое на сегодня данной территорией владеет, другие планы. Здесь предполагается построить терминал по перевалке навалочных (зерно) и генеральных (чугун в чушках, стальные блюмы, слитки, заготовки и сталь в рулонах) грузов. Мощностью 2,5 миллиона тонн в год. Но по большому счету, борьба идет вовсе не за возможность воткнуть пляжный зонт в берег (хотя и это тоже). Это борьба между народом и плотной городской смычкой не последних личностей из бизнеса, правоохранителей и криминала.



Прежде всего немного пафоса, взятого из записки по проекту, подготовленного ООО «Порт Виктория».





Оказывается, Новороссийский порт, «без дальнейшего развития транспортной инфраструктуры не сможет существенно нарастить грузооборот?». А ничего, что сейчас порт под санкциями и грузооборот уже упал существенно, и не ясно, когда начнется восстановление? То есть, заявленный пафос никак не соответствует нынешней действительности, а, значит, цели владельцев бизнеса, ну никак не государственные. Попробуем разобраться.

На 87 сотках земли, что сегодня в собственности у «Порта Виктории», новый порт, где предполагается перевалка зерна, металла и, как предполагают местные, еще и удобрений, размесить все это портовое богатство, мягко скажем, сложновато. Даже если речь только о зерновом терминале, обязательными сооружениями в таком проекте, помимо причала, являются элеватор-накопитель, подъездные пути, площадка для стоянки на сотни большегрузов, подвозящих зерно.

Легко посчитать, что заявленные 2,5 миллиона тонн перевалки это в среднем по 400 машин в сутки, т.е. больше 16 автомашин в час круглосуточно круглогодично будут ехать в этот район через Мефодиевку и другие районы города. И где располагать это пшенично-стальное богатство? Все улицы здесь и так забиты МАНами и КамАЗами с зерном, сутками, ожидающими разгрузку на прочих, уже существующих неподалеку терминалах.

Получается, что для размещения этих новых задумок понадобиться минимум добрый портовый волшебник и масштабным волшебным дрыном (ибо просто волшебное палочке такие будет просто не под силу), для кратного увеличения площадей.

Да, и российские экологические нормы, при реализации данных портовых намерений будут мощно похерены. Читаем СП 42.13330.2011. Свод правил. Градостроительство Планировка и застройка городских и сельских селений. 8.25 Морские и речные порты следует размещать на расстоянии от жилой застройки не менее 100 метров. Расстояние от границ специализированных районов новых морских и речных портов до жилой застройки следует принимать, не менее, м:… от границ районов перегрузки и хранения пылящих грузов – 300 метров.

Расстояние от планируемого «района перегрузки» до ближайших домов, которым уже более чем по полвека, чуть более 37 метров! - дорогу перейти. Это расстояние указано даже в самом проекте ООО «Порт Виктория». То есть, по сути, новый мощный портовый терминал предполагается построить чуть ли не в частном жилом секторе.



Дома-то в этой части появились еще в середине 50-х годов прошлого века. Землю под застройку тут получали рабочие заводов «Красный Двигатель», «Новоросцемент». Даже нефтегавань Шесхарис тут была построена значительно позже – в середине 60-х, так что существующие дома к самостроям, которые необходимо снести, чтобы «освободить дорогу процветающему бизнесу», как это сейчас в Краснодарском крае принято, никак не отнести.







И, действительно, необычным, на первый взгляд, выглядит планируемое время реализации проекта. Сегодня новороссийский порт под санкциями. На территории непривычно зияют пустоты. Свободны, в частности, контейнерные площадки. Арендуй, если такая уж нужда, - не так дорого! Но нет. И тогда в чем расчет владельцев «пляжной» земли? Да, часть грузов, что намериваются переваливать через планируемые терминалы, вне санкций (по зерну никаких экспортных ограничений), но ведь по металлу санкции жесткие. Его как? Куда? Кому?

Но, если решение по новостройке всё же будет все же принято, можно не сомневаться: невозможное станет возможно. К сожалению.

Вопросы отпадают сразу же после озвучки имен, которые реально стоят за всеми этими планами. И это никак не нынешние сотрудники ООО «Порт Виктория». Тем более, сотрудников этих… 2 бодрых молодых человека. На всех снимаемых жителями на митингах кадрах – директор «Порта Виктория» Руслан Лисовой – трогательный молодой человек, очевидная задача которого – высказывать убеждения в верности решения, выслушивать жителей и отхватывать от них оплеухи. Он в этой схеме не более чем «японский резиновый манекен», предназначение которого - получать удары палками от возмущенных. Истинные заинтересанты проекта на сегодня расположились в удобной «тени». Ни где себя особо не выставляя. Но кто реальный владелец «Порта Виктория» узнать можно без особого труда. В их числе – владелец «Новоросметалла» миллиардер Шалва Гибрадзе.

В июле в Новороссийске начались общественные слушания по новому генеральному плану. В отличие от имитации слушаний генпланов Анапы и Геленджика в конце прошлого года, которые показали абсолютное игнорирование чиновниками требований жителей, обсуждение генплана Новороссийска загадочно и таинственно. В прочих приморских территориях перед принятием заранее затвержденных властью решений, где интересам народа отводилось примерно ноль процентов, хотя бы создавалась видимость открытости. В сети размещались карты территорий, с предлагаемым зонированием, для того, чтобы бы после ознакомления, жители могли посылать проклятья в адрес властей аргументированно. Изменить что-либо было в принципе невозможно. «Высокие» заказчики этого бы не поняли. Так что все слушания, несмотря на максимально выставленные громкость и яркость, никакого значения не имели. Губернатор Кондратьев дал поручение питерским градопроектировщикам «заточить» проект Геленджика под Мантурова и Абрамовича. Как он сам образно выразился, «чтобы вид с дорогих яхт, заходящих в бухту Геленджика, был фешенебельный фешенебль». Что и было в итоге принято местными подневольными депутатами.

Но в Новороссийске-то зачем новый генплан? Ведь даже самому юному новороссийскому докеру очевидно: Новорос - главный порт России, здесь все давно поделено-попилено, устоялось-стабилизировалось. На территорию давно уже зашли мощные «дядьки», у которых все «промеж собой» оговорено, и никаких передельных революций тут не требуется. К тому же, последний генеральный план города принимался в ноябре 2020-го. Там все про необходимые Новороссийску школы, детские сады и больнички. Так что даже социальные цели были прописаны на десятилетия вперед.

В чем сейчас нужда такой вот корректировки за немалые бюджетные деньги? И почему эта корректировка окружена такой завесой тайны?

В Новороссийске с мудрыми генплановыми предложениями ознакомиться невозможно. А сами общественные слушания, судя по первым обсуждениям, будут проходить в форме чиновничьего междусобойчика. Строго дозированное (и оттого минимальное) участие общественников в процессе этих обязательных по закону обсуждений на принятие окончательного «одобрения», понятно, никак не повлияет.

При всем уважении к прочим курортным черноморским территориям, важность одобрения нового генплана Новороссийска – это все же задача иного уровня. Новороссийск - главный порт страны. И «интересы» тут не на какие-то там жалкие сотни анапских миллионов. Тут речь о десятках, сотнях миллиардах. А, значит, на мнение людей главные заказчики генплана плюют не с высокой колокольни, а, скорее, с Луны.

42 тысячи жителей Восточного района еще надеются, что их голоса при формировании генерального плана будут учтены. А интерес этот - та самая береговая полоса в полторы сотни метров.

На первый взгляд действительно не совсем понятно, почему вообще ООО «Порт Виктория» так усиленно проталкивает проект нового терминала? Ведь в нынешних санкционных условиях можно сильно сэкономить. Помимо того, что сейчас можно спокойно арендовать любые портовые гектары, у «Новоросметалла» уже в выгодной аренде три причала, принадлежащие Минобороны. Военные в свое время строили их из-за вероятности ухода военного флота из тогда украинского Севастополя. После возвращения Крыма в состав РФ, вопрос был снят. Оказавшиеся практически не у дел причалы ушли в аренду «Новоросметаллу» за… 15 тысяч рублей в год! Терминалы не так далеко от Волочаевского пляжа. Впрочем, эти причалы видны только на Гугл-картах, и каждый может их увидеть на своем телефоне… Но в новом генеральном плане Новороссийска они не обозначены. То есть, их как бы нет.

Строительство новых портовых мощностей, обойдется инвесторам в десятки миллиардов рублей. Что сопоставимо с ценой нынешней аренды сооружений за… столетия. Но теневые бизнесмены, стоящие за ООО «Порт Виктория» действуют напористо, проталкивая свой проект. В чем причина?

Киношники любят переносить старые шекспировские сюжеты в современные условия. Нынешнюю эпопею с Волочаевским пляжем, вполне можно назвать современной «экранизацией» портовой войны, которая разворачивалась в черноморских портах в 90-х. Старшие жители Туапсе, к примеру, прекрасно помнят, как кроваво сражались за причалы две конкурирующих банды – Гуся и Ломоноса. Братва косила «оппонентов» из автоматов в спортзале, киллеры демонстрировали свое умение, отправляя на тот свет бандитский народец из снайперки. Чтобы хоть как-то угомонить ситуацию, прокурорские разработали тогда несколько необычную операцию. Сами постриглись «под братков» и на дорогих машинах с московскими номерами заехали в Туапсе. Стали отлавливать по одному и буцкать славных представителей ОПС. Братва насторожилась и стала таскать с собой оружие, для защиты от «московского беспредела». Что и требовалось. Их задерживали за незаконное владение оружием. И отправляли в не столь отдаленные места. По возвращении, беспредельная братва, обнаруживала, что их время ушло. На смену калашам и битам для решения вопросов портового бизнеса, пришли власть и деньги. Теперь все решали они.

Современный новороссийский ремейк старого портового сюжета уже без крови. Но общего достаточно. Наглость, желание во что бы то ни стало получить свое. И еще богатое криминальное прошлое нынешних бизнесменов.

Любопытна история жизни Гии (кличка Шалвы Гибрадзе). Ныне олигарх, бизнесмен и меценат начал свою яркую карьеру в металлургии и прочих его нынешних бизнесов с новороссийского СИЗО. Угодил он в 1995-м приморский зиндан по случаю кражи металла с территории Новороссийского порта.

По словам источника Rucriminal.info, в тюремной камере Гия познакомился с неким бизнесменом, специализирующимся на заготовке и экспорте металлолома и подозреваемым тогда в серьезном преступлении. Коммерсанту для решения «вопроса» необходима была поддержка «авторитетов». И Гибрадзе вывел того на своего друга Бадри Аданая – вора в законе Тамаза Новороссийского.

The people as a whole shared the severity in relation to the spittoon. Local media arranged an online vote and the picture was obvious.


However, all this bureaucratic loudness did not prevent the bureaucratic reincarnation of Demchenko.
