As our source said, in parallel with the activities of the preliminary investigation bodies, the work of an operational group of state security bodies was simultaneously organized. The last task was to identify the entire distribution chain of stolen equipment up to the end user. Pretty soon it turned out that the end user was not agents of foreign intelligence services, and not even radio amateurs from Rostov, but enterprises processing non-ferrous metals. Of course, the foundry workers could not know about the origin of the scrap entering the furnaces. What can not be said about those who prepared that "scrap". After all, they couldn’t help but see the details and markings on special equipment and copper wires to it?





Moreover, it follows from the materials of the criminal case that the disassembly of the interior of the aircraft took place not at once, but for a long time. And everything came true for scrap along a certain chain.

In parallel with the Rostov theft from the presidential special aircraft, another criminal case was being investigated. Theft of tens of millions of rubles was revealed in the development of systems for the Tu-160 bomber at the Temp Research and Production Enterprise. It was this research and production enterprise that developed fuel system components, digital and electronic control systems for engine and air intake control for modern Tu-22 and Tu-160 strategic missile-carrying bombers. Initially, there was a rather dubious reason for initiating a criminal case back in 2016. Claims initially were reduced rather to the financial and economic activities of the enterprise. However, the work of the task force, consisting of representatives of both the FSB and the FSO, around disassembling the Doomsday aircraft into parts has begun to bring preliminary results. In other words, we expanded the supply chains of both scrap metal and products made from it. The quality of these products "at the top" raised serious questions. Therefore, it was decided to double-check. The wiring and automation on one of the Tu-160s was shifted several times (the acceptance was toothy).

Now both criminal cases are in court. One has already been convicted. Rostov is in the stage of hearings. However, the story doesn't end there.



FTS and VAT.



Let's go back a little. When it became clear that the root cause of the current situation was the turmoil in the metal processing market, warnings were issued to the major players whose products were highlighted in that story. Schemes of work with the registration of "paper VAT" had a specific negative impact on the quality of products consumed by the military-industrial complex.



What is "paper VAT"



VAT is the most collected tax in Russia. This is the largest source of budget revenues, apart from oil and gas revenues. How much VAT a company must pay to the budget is calculated as follows: “outgoing” VAT (which the company accrued to its counterparties when selling goods/works/services) minus “incoming” VAT (submitted by sellers of goods/works/services, which the company as a buyer or customer pays ).

“Paper VAT” is a tax evasion scheme when a company substitutes fictitious transactions with one-day firms into a chain of relationships. Although in reality she did not pay for goods or services, the imaginary transaction is reflected in the documents, increasing the "input" VAT and, accordingly, reducing the total amount of tax payable.

In fact, payment for transactions is not transferred, the transaction is not reflected in the accounting of the seller, or it is displayed as a receivable with subsequent write-off at the end of the limitation period.

“Paper VAT” is an outdated scheme. In 2015, the Federal Tax Service launched the VAT-2 ASK automated system. By comparing invoices and returns, it automatically identifies tax gaps. In addition to additional tax, violators are fined 20-40% of the amount of arrears.

Automated checks have reduced the VAT tax gap in Russia to 0.4%, the lowest in the world. Despite the fact that back in 2016 it was 8%.

The Federal Tax Service, together with the Investigative Committee of Russia, with the operational support of security agencies, took up the creators of platforms to avoid VAT. Contractors of state corporations and large companies turned to their services. For example, in the list of companies that the investigators then compiled on the basis of data from the Federal Tax Service, Galika-Met LLC is indicated, a contractor for the state corporation Roscosmos, NPO im. Lavochkin and PJSC "UEC-Kuznetsov". Galika-Met LLC fulfilled contracts for the Roskosmos corporation: in 2017 - by 71.4 million rubles, in 2018 - by 98.6 million rubles, in 2019 - by 49.9 mln rub. In 2020, the company signed contracts with the NPO. Lavochkin for 4.9 million rubles. In addition, this year Galika-Met LLC signed contracts with PJSC UEC-Kuznetsov for 515 million rubles.

Among those whose companies were identified in fraud with unfair purchase of scrap metal through schemes with "paper VAT" were, among other things, companies that are part of the RMK Group (Russian Copper Company). At present, verification measures are being taken against unscrupulous companies, the Federal Tax Service has filed tax claims in the amount of about 100 billion rubles. The leadership of the RMK at various levels of state authorities is trying in vain to resolve the issue. The head of the company, Igor Altushkin, is at a loss as to why the issue has not yet been closed.

The course and results of the special military operation are subject to constant comprehensive analysis. The range and quality of weapons and military equipment supplied to the troops are subject to assessment, among other things. Particular attention is paid to identifying shortcomings and omissions (read theft) in conditions of direct combat use. For this reason, it was decided to suspend Altushkin's requests at all levels of state power until they are clarified during the SVO. Эта история началась, в действительности, задолго до СВО. Хищение внутрянки самолета «Судного дня» оголило множество проблем. О многих тонкостях широко не освещалось, но дело тогда заключалось не только и не столько в краже радиооборудования. Подробности в расследовании Rucriminal.info.

Как рассказал наш источник, параллельно деятельности органов предварительного расследования одновременно была организована работа оперативной группы органов государственной безопасности. Последним поставлена задача по выявлению всей цепочки сбыта украденного оборудования вплоть до конечного потребителя. Довольно скоро выяснилось, что конечный потребитель не агенты иностранных спецслужб, и даже не ростовские радиолюбители, а перерабатывающие цветмет предприятия. Конечно, о происхождении поступающего в печи лома литейщики могли не знать. Чего нельзя сказать о тех, кто тот «лом» заготавливал. Ведь не могли не видеть деталей и маркировки на специальной технике и медных проводах к ней?

Более того, из материалов уголовного дела следует, что разборка внутренностей самолета проходила не единовременно, а длительное время. И сбывалось все на металлолом по определенной цепочке.



Стратегические бомбардировщики-ракетоносцы Ту-22 и Ту-160.

Параллельно с ростовским хищением из президентского спецсамолета шло расследование еще одного уголовного дела. Вскрылись хищения на десятки миллионов рублей при разработке систем для бомбардировщика Ту-160 в в НПП «Темп». Именно этим научно-производственным предприятием разрабатывались компоненты топливных систем, цифровая и электронная системы контроля управления двигателями и воздухозаборниками для современных стратегических бомбардировщиков-ракетоносцев Ту-22 и Ту-160. Изначально, у возбуждения уголовного дела в далеком 2016 году имелся довольно сомнительный повод. Претензии изначально сводились скорее к финансово-экономической деятельности предприятия. Однако, работа оперативной группы, состоящей из представителей как ФСБ так и ФСО, вокруг разборки на детали самолета «Судного дня» начала приносить предварительные результаты. Иными словами, расшили цепочки поставок как металлолома, так и изготовленной из него продукции. Качество этой продукции «наверху» вызвало серьезные вопросы. Поэтому было решено перепроверить. Проводку и автоматику на одном из Ту-160 перекладывали несколько раз (приемка была зубастая).

Сейчас оба уголовных дела в суде. По одному уже вынесен обвинительный приговор. Ростовское в стадии слушаний. Однако на этом, история не заканчивается.



ФНС и НДС.



Вернёмся чуть назад. Когда стало очевидно, что первопричиной сложившейся ситуации является беспорядок на рынке переработки металлов, крупным игрокам, чья продукция засветилась в той истории, были сделаны предупреждения. Схемы работы с оформлением «бумажного НДС» оказали конкретное негативное влияние на качество потребляемой ОПК (оборонно-промышленным комплексом) продукции.



Что такое «бумажный НДС»



НДС — самый собираемый налог в России. Это крупнейший источник доходов бюджета, не считая поступлений от нефти и газа. Сколько НДС компания должна заплатить в бюджет, рассчитывается так: НДС «исходящий» (который компания начислила своим контрагентам при продаже товаров/работ/услуг) минус НДС «входящий» (предъявляют продавцы товаров/работ/услуг, который фирма как покупатель или заказчик оплачивает).

«Бумажный НДС» — это схема ухода от налога, когда компания подставляет в цепочку взаимоотношений фиктивные сделки с фирмами-однодневками. Хотя в реальности она не оплачивала товары или услуги, мнимая операция отражается в документах, увеличивая «входящий» НДС и, соответственно, снижая итоговую сумму налога к уплате.

Фактически оплата по сделкам не перечисляется, операция не отражается в бухучете продавца или же отображается как дебиторская задолженность с последующим списанием по итогам срока исковой давности.

«Бумажный НДС» — устаревшая схема. В 2015 году Федеральная налоговая служба запустила автоматизированную систему АСК НДС-2. Сравнивая счета-фактуры и декларации, она автоматически выявляет налоговые разрывы. Помимо доначисления налога нарушителей штрафуют на 20–40% от суммы недоимки.

Благодаря автоматизированным проверкам налоговый разрыв по НДС в России уменьшился до 0,4% — это самый низкий показатель в мире. При том что еще в 2016 году он составлял 8%.

Федеральная налоговая служба совместно со Следственным комитетом России при оперативной поддержке органов безопасности взялась за создателей платформ по уходу от НДС. К их услугам обращались подрядчики госкорпораций и крупных компаний. Например, в списке компаний, который следователи тогда составили на основе данных ФНС, указано ООО «Галика-Мет» — подрядчик госкорпорации «Роскосмос», НПО им. Лавочкина и ПАО «ОДК-Кузнецов». ООО «Галика-Мет» выполняло контракты для корпорации «Роскосмос»: в 2017 году — на 71,4 млн руб., в 2018-м — на 98,6 млн руб., в 2019 году — на 49,9 млн руб. В 2020-м компания подписала контракты с НПО им. Лавочкина на 4,9 млн руб. Кроме того, в этом году ООО «Галика-Мет» заключило контракты с ПАО «ОДК-Кузнецов» на 515 млн руб.

Среди тех, чьи компании были выявлены в махинациях с недобросовестной закупкой металлолома через схемы с «бумажным НДС» оказались, в том числе, компании, входящие в Группу РМК (Русская медная компания). В настоящее время в отношении недобросовестных компаний проводятся проверочные мероприятия, органами ФНС оформлены налоговые претензии на сумму около 100 млрд. руб. Руководство РМК на разных уровнях органов государственной власти тщетно пытается решить вопрос. Глава компании Игорь Алтушкин в недоумении, почему до сих пор вопрос не закрыт.

Ход и результаты специальной военной операции подвергаются постоянному всеобъемлющему анализу. Оценке подлежат, в том числе, номенклатура и качество поставленного в войска вооружения и военной техники. Особое внимание уделяется выявлению в условиях прямого боевого применения недостатков и упущений (читай хищений). По этой причине принято решение подвесить просьбы Алтушкина на всех уровнях государственной власти до выяснения в ходе проведения СВО. Подлежат установлению обстоятельства поставок на предприятия ОПК всех без исключения подрядчиков, оценке результатов применения образцов вооружений в контексте качества комплектующих деталей и материалов, их соответствия заявленной номенклатуре.

Trio "Deriban of Bashkiria": Yalalov, Muginov, Gilmutdinov

A new wave of public negativity in the media regarding the leadership of Bashkiria has ceased to be anonymous. It turned out that behind her is a trio of dubious characters who decided to take control of the republic. Who are these people and how do they want to "monetize" their access to power, if they can get it?

The new "ensemble", trying to shift the money of Bashkiria into their personal pockets, includes the following participants.

Yalalov Irek Ishmukhametovich - Senator from Bashkiria, formerly Mayor of Ufa.

Muginov Damir Fathullovich is a businessman who has been considered Yalalov's "purse" for many years.

Gilmutdinov Dinar Zagitovich - Deputy of the State Duma, former head of the traffic police of Bashkiria. In the State Duma, he is a member of the "profile" committee for the "traffic cop" - on combating corruption.

What was the purpose of the "trio" of Yalalov-Muginov-Gilmutdinov engaged in the "wet" of the leadership of Bashkiria?

By posting negative materials about the leaders of Bashkiria, this "trio" incurs serious costs. The prices of even one edition impress any person, publications there go in series. With this money you can buy several cars. In order for these costs to become investments, a mechanism for repaying funds after coming to power is needed. Yalalov and Muginov do not even try to hide this mechanism.

The third member - Gilmutdinov in this group in the role of "junior partner", he provides the connection of the "trio" with the security forces in Bashkiria and Moscow.

There is plenty of information on the Internet about how Yalalov and Muginov robbed Bashkiria for many years. One of their favorite “deribans” is the purchase of land by Muginov’s structures from the Yalal municipality of Ufa for a penny and resale at market value, ten times more expensive:

The state-owned stake "was sold at a price dozens of times lower than its real value," which is estimated at at least 1.5 billion rubles. - As a result of a chain of transactions from municipal property, more than eight thousand square meters of land were alienated in favor of Damir Muginov's structures. In 2014, the right to lease was transferred to "Tan", which subsequently, together with the company "Financial Investments", also associated with Muginov, took advantage of the pre-emptive right at the auction and acquired about one hectare of land from the mayor's office, paying only about 15 million rubles. In January 2016, the company sold a plot marked “for the construction of multi-apartment residential buildings” to Muginov for 15 million rubles, and the next month he resold it for 140 million to the company of entrepreneur Rabis Salikhov “City”, which is building a residential complex “Quiet Grove- 2".

Another, no less significant example of the robbery of Bashkiria by Yalalov and Muginov is the construction of a high-rise building in the center of Ufa. The “high-rise building” in Ufa, despite the height restrictions in the historical center, was built by Mugnov when Yalalov was mayor.

However, after the power in Bashkiria changed, Yalalov also ceased to lead Ufa. Order appeared in Ufa, the law began to triumph. Under the current mayor of Ufa, no one will be able to obtain a permit for high-rise construction in the center of Ufa, and under Yalalov, complete chaos was going on.

Of course, Yalalov and Muginov remember the former golden years with nostalgia, they want to return to Bashkiria and "finish" it. And so that the security forces do not interfere with robbing the republic, they, as always, have Gilmutdinov. It is expected that the former head of the traffic police has enough connections among the security forces. Although Gilmutdinov lost cash flow from the roads of Bashkiria, he gained influence in the Duma to control corruption.

However, Ufa is no longer enough for Yalalov to "compensate for moral suffering", he needs the whole of Bashkiria. Therefore, he attacks the leadership of the republic, and therefore runs around Moscow with suitcases, trying to lobby for his appointment to the post of Head of Bashkortostan.

True, many security officials are not happy with Yalalov's attempts to return to Bashkiria.

Yalalov tries to reassure such people with stories about the future development of Bashkiria under his own control (this is similar to a new version of the story about New Vasyuki, but Yalalov, apparently, could not come up with a better one).

Why does Yalalov need the whole of Bashkiria?

It is an obvious fact that the whole of Bashkiria is more money than just Ufa. The factor is important, but it's not just that.

Muginov has a partner, Joseph Rutman. Together with Rutman, Muginov owns the Gumerovskoye field in the Ishimbai region of Bashkortostan. The deposit could potentially become a supplier of raw materials for the Bashkir Soda Company (if it were not located in such a uniquely beautiful place, with untouched nature, loved by the inhabitants of the republic).

But, according to Muginov, supplies from the Gumerovskoye deposit to the plant of the Bashkir soda company are an excellent solution. Still would! After all, this would bring fabulous profits to Muginov! In fact, few people think the same way. The media have repeatedly pointed to the organizational, logistical, tourism, recreational and other difficulties that will be caused by the supply of raw materials from the Gumerovskoye field to BSC.

However, Muginov needs money, and the rest, as usual, does not matter to him.

It was Muginov and Rutman, by the way, who, according to the media, were behind the unrest near Kushtau. So they tried to eliminate a competitor in the supply of raw materials for BSC.

The Gumerovskoye field is located outside of Ufa, so the "trio" dreams of putting Yalalov in the chair of the Head of all Bashkiria.

Yalalov is Muginov's unofficial but actual business partner. He knows that the money from this development will also come to him very large.

In general, in order to forcibly send raw materials from the Gumerovskoye deposit to BSC, Yalalov needs to become the Head of Bashkortostan. But this place is not vacant. So the media campaign began against the authorities of Bashkiria, Yalalov running around Moscow with suitcases and involving Dinar Gilmutdinov in this process as a “roof”.



Did the desire to "monetize" Gumer's "suitcase without a handle" cure cancer and give strength?

The mentioned partner of Muginov Rutman, by the way, is a very interesting character. He is on the run, tk. is a defendant in a criminal case under a serious article:

“It is not yet possible to carry out investigative actions against Joseph Rutman. On September 19, 2017, a prominent businessman was put on the federal wanted list - according to the investigation, he is now in Israel. But the investigators do not lose hope of interrogating him in the framework of the criminal case.”

Muginov himself, like Rutman, also previously fled abroad. When criminal liability for fraud with land plots loomed, Muginov urgently went to "treat cancer." But then the problem with the criminal case was somehow “resolved” and Muginov abruptly “recovered” and returned to finance the seizure of power in Bashkortostan and the subsequent reimbursement of expenses.

They say that before leaving from abroad, Muginov told Rutman: “These two morons can’t cope without me, I have to go to Russia and control everything myself,” obviously referring to the other two members of the trio.

In general, when Yalalov directly, or through the then Head of Bashkiria, had an administrative resource, Yalalov and Muginov lived happily ever after and accumulated assets. The Gumerovskoye field was cleaned up, municipal land plots were resold with a profit higher than that of drug dealers, “high-rise buildings” were built in forbidden places in the center of Ufa, and so on.

Now there is none of that. Yalalov's "honorary link" to the Federation Council, of course, is called beautifully, but does not give access to assets. There was nothing to master Muginov's "washing machine". This “honorary link”, however, gives connections, but even those sometimes promise a lot, take a lot for troubles in the interests of the customer, but do not guarantee the result.

In short, in order for the Gumerovskoye field to cease to be a "suitcase without a handle", a burden, and become a source of fabulous income for Yalalov and Muginov, it is required at any cost to make it a supplier of raw materials for BSC.

And for this, as we said above, Yalatov must be the Head of Bashkiria. Moreover, the biography looks formally not bad: he was a mayor, he was a senator - why not the Head of the Republic? Unless, of course, you remember how Ufa was torn apart under the mayor of Yalalov.

Therefore, Muginov urgently "recovered from cancer", returned to the republic and is full of energy. The trio will return Rutman to the clip later - after Yalalov becomes the Head of Bashkiria.

After reaching the post of the Head of Bashkiria, Yalalov, the roles are distributed as follows.

Yalalov will "shine his face" and guard the chair of the Head of the region.

Muginov's business structures are to master the money of Bashkiria.

Gilmutdinov - "tame" the security forces in Moscow and the region.

By the way, Muginov himself also considered that being just a businessman was already small for him and decided to enter the political orbit. Now the "trio" has planned Muginov for the post of mayor of Ufa. This will allow Yalalov to build a harmonious vertical for pumping public money into his own pocket.

Новая волна публичного негатива в СМИ, в отношении руководства Башкирии перестала быть анонимной. Оказалось, что за ней стоит трио сомнительных персонажей, решившее взять республику под контроль. Кто эти люди и как они хотят «монетизировать» свой доступ к власти, если смогут до нее добраться?

Новый «ансамбль», пытающийся переложить в свои личные карманы деньги Башкирии, включает следующих участников.

Ялалов Ирек Ишмухаметович – сенатор от Башкирии, ранее – мэр Уфы.

Мугинов Дамир Фатхуллович – бизнесмен, много лет считается «кошельком» Ялалова.

Гильмутдинов Динар Загитович – депутат Госдумы, ранее начальник ГИБДД Башкирии. В Госдуме входит в «профильный» для «гаишника» комитет - по противодействию коррупции.

С какой целью «трио» Ялалов-Мугинов-Гильмутдинов занялись «мочиловом» руководства Башкирии?

Размещая негативные материалы о руководителях Башкирии, это «трио» несет серьезные затраты. Расценки даже одного издания впечатляют любого человека, публикации там идут сериями. На эти деньги можно купить несколько автомобилей. Для того, чтобы эти затраты стали инвестициями, нужен механизм возврата средств после прихода к власти. Ялалов и Мугинов, этот механизм даже не пытаются скрывать.

Третий участник - Гильмутдинов в данной группе на ролях «младшего партнера», он обеспечивает связи «трио» с силовиками в Башкирии и Москве.

О том, как Ялалов с Мугиновым много лет грабили Башкирию, информации в Интернете предостаточно. Один из их наиболее любимых «дерибанов» – покупка земли структурами Мугинова у ялаловского муниципалитета Уфы за копейки и перепродажа по рыночной стоимости, в десятки раз дороже:

Госпакет «продали по цене в десятки раз ниже его реальной стоимости», которую оценивают минимум в 1,5 млрд руб . - В результате цепочки сделок из муниципальной собственности в пользу структур Дамира Мугинова было отчуждено более восьми тысяч квадратных метров земли. В 2014 году право аренды перешло к «Тану», которая в последующем вместе с компанией «Финансовые вложения», также связанной с Мугиновым, воспользовалась преимущественным правом выкупа на торгах и приобрели у мэрии около одного гектара земли, заплатив всего около 15 миллионов рублей. В январе 2016 года компания продала участок с грифом «для строительства многоквартирных жилых домов» Мугинову за 15 миллионов рублей, а в следующем месяце он перепродал его за 140 миллионов компании предпринимателя Рабиса Салихова «Город» , который строит на нём жилищный комплекс «Тихая роща-2».

Другой, не менее показательный пример ограбления Башкирии Ялаловым и Мугиновым – это строительство высотного дома в центре Уфы. «Высотку» в Уфе, вопреки ограничениям по высоте в историческом центре построил Мугнов, когда Ялалов был мэром.

Однако после того, как власть в Башкирии поменялась, перестал руководить Уфой и Ялалов. В Уфе появился порядок, начал торжествовать закон. При нынешнем мэре Уфы никто не сможет получить разрешение на высотное строительство в центре Уфы, а при Ялалове творился полный беспредел.

Конечно, Ялалов с Мугиновым с ностальгией помнят прежние золотые годы, хотят вернуться в Башкирию и «додербанить» ее. А для того, чтобы силовики не мешали грабить республику, у них, как всегда, есть Гильмутдинов. Рассчитывают, что у бывшего начальника ГИБДД достаточно связей в среде силовиков. Хотя Гильмутдинов потерял денежный поток с дорог Башкирии, он приобрел в Думе влияние на контроль за коррупцией.

Однако, для «компенсации моральных страданий» Ялалову уже недостаточно Уфы, ему нужна вся Башкирия. Поэтому он и нападает на руководство республики, поэтому и бегает по Москве с чемоданами, пытаясь пролоббировать свое назначение на должность Главы Башкортостана.

Правда многие силовики не рады попыткам Ялалова вернуться в Башкирию.

Таких Ялалов пытается успокаивать рассказами о будущем развитии Башкирии под собственным управлением (это похоже на новую версию истории про «Нью-Васюки», но лучше Ялалов, по-видимому, придумать не смог).

Зачем Ялалову вся Башкирия целиком?

Очевидный факт, что вся Башкирия – это больше денег, чем одна лишь Уфа. Фактор важный, но дело не только в этом.

У Мугинова есть партнер Иосиф Рутман. Вместе с Рутманом Мугинов владеет Гумеровском месторождением в Ишимбайском районе Башкортостана. Месторождение потенциально могло бы стать поставщиком сырья для Башкирской содовой компании (если бы не было расположено в таком уникальном по красоте месте, с нетронутой природой, любимом жителями республики).

Но, по мнению Мугинова, поставки с Гумеровского месторождения на завод Башкирской содовой компании – это отличное решение. Еще бы! Ведь это принесло бы Мугинову баснословные барыши! Правда мало кто считает так же. СМИ неоднократно указывали на организационные, логистические, туристические, рекреационные и другие сложности, которые породит поставка в БСК сырья с Гумеровского месторождения.

Однако Мугинову нужны деньги, а остальное, как обычно, значения для него не имеет.

Как раз Мугинов с Рутманом, кстати, стояли, по мнению СМИ, за волнениями около Куштау. Они так конкурента по поставкам сырья для БСК пытались устранить.

Гумеровское месторождение находится за пределами Уфы, поэтому «трио» и мечтает посадить Ялалова в кресло Главы всей Башкирии.



Ирек Ялалов




Ялалов - неофициальный, но фактический деловой партнер Мугинова. Он знает, что деньги с этой разработки ему тоже поступят очень большие.

В общем, для того, чтобы принудительно направить сырье Гумеровского месторождения в БСК, Ялалову нужно стать Главой Башкортостана. Но это место не вакантно. Вот и началась кампания в СМИ против властей Башкирии, беготня Ялалова по Москве с чемоданами и вовлечение в этот процесс Динара Гильмутдинова в качестве «крыши».



Желание «монетизировать» Гумеровский «чемодан без ручки» излечило рак и придало сил?

Упомянутый партнер Мугинова Рутман, кстати, очень интересный персонаж. Он находится в бегах, т.к. является фигурантом уголовного дела по тяжелой статье:

«Провести следственные действия в отношении Иосифа Рутмана пока невозможно. Крупного бизнесмена 19 сентября 2017 г. объявили в федеральный розыск – по данным следствия он сейчас находится в Израиле. Но следователи не теряют надежды допросить его в рамках уголовного дела».

Сам Мугинов, как и Рутман, тоже ранее сбегал за рубеж. Когда замаячила уголовная ответственность за махинации с земельными участками, Мугинов срочно отправился «лечить рак». Но потом проблему с уголовным делом как-то «порешали» и Мугинов резко «выздоровел» и вернулся финансировать захват власти в Башкортостане и последующее возмещение расходов.

Говорят, что перед отъездом из-за рубежа Мугинов сказал Рутману: «Эти два дебила без меня не справятся, приходится ехать в Россию и контролировать все самому», - явно имея в виду двух других участников «трио».

В общем, когда у Ялалова непосредственно, или через тогдашнего Главу Башкирии был административный ресурс, Ялалов с Мугиновым жили припеваючи и обрастали активами. Гумеровское месторождение прибрали, муниципальные земельные участки с выгодой выше, чем у наркоторговцев, перепродавали, «высотки» в запрещенных местах в центре Уфы строили и так далее.

Теперь ничего этого нет. «Почетная ссылка» Ялалова в Совет Федерации, конечно, называется красиво, но доступа к активам не дает. Нечего стало осваивать «стиральной машине» Мугинова. Эта «почетная ссылка», правда, дает связи, но и те порой много обещают, много берут за хлопоты в интересах заказчика, но не гарантируют результата.

Короче говоря, для того, чтобы Гумеровское месторождение перестало быть «чемоданом без ручки», обузой, а превратилось в источник баснословных доходов для Ялалова и Мугинова, любой ценой требуется сделать его поставщиком сырья для БСК.

А для этого, как мы сказали выше, Ялатову обязательно надо быть Главой Башкирии. Тем более, биография выглядит формально неплохо: был мэром, был сенатором – чем не Глава республики? Если, конечно, не вспоминать, как дербанили Уфу при мэре Ялалове.

Поэтому Мугинов срочно «выздоровел от рака», вернулся в республику и полон энергии. Рутмана трио вернет в обойму позже – после того, как Ялалов станет Главой Башкирии.

Шкура медведя уже поделена.

После достижения поста Главы Башкирии Ялаловым, роли распределены следующим образом.

Ялалов будет «светить лицом» и сторожить кресло Главы региона.

Бизнес-структуры Мугинова – осваивать деньги Башкирии.

Гильмутдинов – «приручать» силовиков в Москве и регионе.

Кстати, сам Мугинов тоже счел, что быть просто бизнесменом для него уже мелко и решил выйти на политическую орбиту. Теперь «трио» запланировало Мугинова на должность мэра Уфы. Это позволит Ялалову выстроить гармоничную вертикаль по перекачиванию государственных денег в собственный карман.

Our family was far from football and sports in general. At least for that period of time. But we, in our narrow circle, also “wound up”, the story did not leave anyone indifferent.

At the dawn of his career, a handsome, young guy, according to experts, an excellent player, fell into a human catastrophe. Prison "shone". After a while, he was there. Of course, the very fact of many excited. It went far beyond just football. The fate of a young man was collapsing, his career was going downhill.

Part of the sports girl in the family was Raya. She participated in athletics, ran skiing, and was engaged in sports shooting. Well done. Temperamental, moderately fighting, responsible.

Rai's relationship with Edik developed rapidly. In February of the 63rd, he was released, and in September of the same year they got married. - Приходил к Анатольичу в гости, и не раз, - делится бывший нападающий торпедовцев Александр ЛЕНЕВ. – Игорь, сынок его, маленьким был. В квартире рядом с метро «Курская» общались. Стол накрыт, пузырь стоит. Лучок, помидорчики, картошечка, селедочка, - все, как положено в лучших домах. Выпили, закусили, очень хорошо, душевно посидели.

Он не «заводился» по ходу матчей. От чего-то, или кого-то. Просто играл в футбол. Потрясающе, изумительно. Врагов, по-моему, не было. Завистники? Вполне могли быть. У кого из нормальных людей их нет. Но они себя явно не проявляли. Исподтишка, наверное, «шипели», будто змеи подколодные. А что бы они сделали Анатольичу? Он недосягаемая для них футбольная вершина. Открыто не решался ему противостоять никто.

Иногда динамовец Игорь Численко составлял нам компанию. Анатольич с ним дружил. Оба классные нападающие, люди восхищались их игрой. Знаменитости звали меня с собой. Втроем шли в ресторанчики, или просто гуляли по Москве в свободное от тренировок и матчей время. В скандальные ситуации по пьяни не попадали, держали себя в руках. Приходить домой в «лом» не в наших традициях, устоях. Наркоту не употребляли. Мы, извините, не Мамаев с Кокориным.

На мой взгляд, Эдика просто упрятали в тюрягу. Чтобы не мешал соперникам, слишком досаждал игрой, забитыми мячами. Уж очень резво начал он карьеру. Решили маленько «притормозить», отправив в «места, не столь отдаленные». В суть случившегося на треклятой даче, по-моему, никто не собирался вдумываться, тем паче, разбираться. Зачем? Есть приказ Хрущева – судить, посадить. Все. Тогда это вообще не обсуждалось. Примерно, как на войне. Попробуйте не исполнить приказ командира, - расстрел, или, в лучшем случае, гауптвахта, по простому, «губа».

Еще спартачи, цээсковцы спали и мечтали быстрее избавиться от «Стрельца». Говорю, достал их. Они, конечно, не планировали устранить его физически. Но «спрятать» подальше от «Торпедо», его болельщиков очень хотели. На время добились цели.

Не надо педалировать только на козни Хрущева. Версия, признаюсь, не самая сильная, очевидная. Анатольича подставили, в этом не сомневаюсь. Как кто? Сын и отец Карахановы, хозяева злополучной дачи, Эдик в гости к ним ездил. Подробности у Стрельцова не спрашивал – не решался. И неприятны были ему расспросы на данную тему. Зачем старое ворошить, снова переживать, сердце надрывать не лучшими, мягко говоря, воспоминаниями.

То был, по-моему, заговор спартаковцев и армейцев, их общей компашки. Склоняюсь к данной версии. Ради «высокой» цели – убрать из футбола Стрельцова – заклятые враги объединили усилия. Говорил уже, чтобы изолировать гениального, ни на кого не похожего игрока, от футбольного сообщества.



ФУТБОЛЬНЫЙ ДИССИДЕЕНТ



- Ведь в Союзе нередки случаи, когда именно выдающихся людей в разных сферах деятельности сажали, казалось, на ровном месте, - делится Александр Ленев. - Гении не укладывались в общепринятые рамки понимания, кому-то вечно мешали. Будоражили общественность. Пытались вносить новизну. Часто в «штыки» попытки принимались.

Стрельцов одним своим присутствием на поле вносил сумятицу в ряды соперников. Грех, по разумению оппонентов. Среди них влиятельные персоны были. В том числе, в руководстве страны.

По моей информации, Эдика буквально тащил к себе «Спартак». Едва ли не по пятам за игроком ходили, уговаривали, сулили блага земные. Стрельцов посулы отверг. Остался верным «Торпедо».

ЦСКА в гонке за нашим футболистом тоже не остался в стороне. Мечтали призвать Эдика на срочную службу в армию. В то время порочная практика имелась: призвали, - все, их игрок. Своих, доморощенных мастеров готовить не требовалось.

Брали готовых мастеров под предлогом армейского призыва. Анатольич категорически отказывался «встать под ружье». Сомнительная перспектива - играть в ЦСКА – ему сильно претила. Об этом он сам мне рассказал.



Татушин




Вот и отомстили. За проявление строптивости, явного непослушания установившемуся порядку. Своего рода, диссидент в футболе. Ату его! Объективности ради, Эдик отчасти «подыграл» недоброжелателям, отправившись на упомянутую дачу. Требовался малейший повод для изоляции. Он нашелся.

В высшей степени странно и то, что в роковой день мой партнер оказался в компании именно спартаковцев, Татушина и Огонькова. Хотя в друзьях с ними никогда не значился. Да, все очень неудачно совпало…



Огоньков




Не надо гадать, отчего и почему Стрельцов ярко выступал после выхода из тюрьмы. Ответ на поверхности: огромное желание играть подвигло на футбольные подвиги. А божьим даром он изначально обладал.

Наверное, на поле он являлся противоположностью себе в обыденной жизни. В игре страстный, умелый, неукротимый боец. За кромкой – слабый, даже безвольный типаж. Этот контраст удивлял, восхищал, чем-то разочаровывал. В жизни, однако, человек не состоит лишь из одних положительных качеств.

В команде ветеранов довелось с ним сыграть. Народ в разных городах и поселках необъятного Союза в очередь становился, чтобы прикоснуться к живой легенде отечественного футбола. Мы все как бы при нем обретались. Не обижались, отдавали должное. Восхищались...

БУДТО ЛИХОРАДКА ПОРАЗИЛА…



- Конечно, было интересно тогда, где и как наша сестренка, Рая, познакомилась с Эдиком, - говорит младшая из сестер ФАТЕЕВЫХ Надежда Михайловна. – Раечка – бойкая, сильная по тем временам натура.

Мы как раз жили в районе, где, в основном, торпедовские болельщики обретались. Друг друга знали, молодежь общалась. Район-то заводской.

У Раи в подругах жены игроков «Торпедо». Леня Островский, его супруга, Рита, чета Бредневых, известные футболисты автозаводцев, дружили с нашей сестрой. В этой спортивной тусовке Рая и познакомилась с Эдиком Стрельцовым.

Встречались компанией не столько в кафе и ресторанах, сколько в домашней обстановке. Так было принято. Уютнее, комфортнее, пожалуй. Многие футболисты «Торпедо» как раз жили в доме напротив Велозаводского рынка, рядом с метро «Автозаводская». По-моему, на вечеринке, в квартире у Бредневых сестра встретила Эдика.

Но, познакомились они, разумеется, уже после тюремного заключения Стрельцова. События «до тюрьмы» вокруг игрока как раз набирали в то время обороты. Разыгралась драма, якобы, с изнасилованием.

Даже люди, далекие от футбола, активно обсуждали тему. Пыталась и я, по возможности, вникать в происходящее. Будто лихорадка поразила граждан. Они наперебой говорили о трагедии с футболистом «Торпедо».

Семья наша была далека от футбола и спорта вообще. Во всяком случае, на тот период времени. Но мы в своем узком кругу тоже «завелись», история никого не оставила равнодушным.

На заре карьеры, красивый, юный парень, по отзывам знатоков, отменный игрок, угодил в человеческую катастрофу. Тюрьма «светила». Спустя время он там и оказался. Конечно, сам факт многих взбудоражил. Это вышло далеко за рамки только футбола. Рушилась судьба молодого человека, под откос карьера неслась.

Отчасти спортивной девушкой в семье была Рая. В легкой атлетике участвовала, на лыжах бегала, спортивной стрельбой занималась. Молодец. Темпераментная, в меру боевая, ответственная.

Отношения Раи с Эдиком развивались стремительно. В феврале 63-го он вышел на свободу, а в сентябре того же года они поженились. Нам и в голову не приходило предостерегать ее от контактов с бывшим зэком, как принято считать. Просто пребывали в некотором замешательстве. Рая, Эдик, женитьба…

Мы не опасались за будущее близкого нам человека. Просто очень быстро все произошло. Ни мама, ни бабушка не говорили Рае: мол, бойся его, держись подальше. Видимо, поначалу сам факт знакомства со Стрельцовым их несколько шокировал.

Он приходил в наш дом, когда ухаживал за Раей. Что тут скажешь, красавец-мужчина! Признаться, очень нам понравился. Страхи за будущее Раи мгновенно улетучились. Бывало, провожал сестру, общались на площадке между пятым и шестым этажами. Там неизменно влюбленные парочки стояли. Традиция, кстати, сохранилась до сих пор.

Первый раз Эдик посетил нас с партнером по «Торпедо» Сергеевым. Позднее Шустиков с Ворониным приходили. Мы видели, - хорошие, душевные, неглупые ребята. С неизбывным чувством юмора.

С момента нашего знакомства никогда не заходил разговор о событиях, предшествовавших заключению. О жизни Эдика в тюрьме тоже не говорили. Мы тему не поднимали, он, в свою очередь, не делился. Будто негласно договорились не возвращаться к прошлому, не ворошить старое. Чувствовалось, он простился с прошлым раз и навсегда. Возможно, ребятам из команды что-то рассказывал, нам – нет.

Раечка влюбилась, и все. Безоглядно. Как и сам Эдик. Чувство мощное, глубокое всецело обоих захватило. И уже не отпускало никогда, до конца дней. Свадьбы, как таковой, не было. В ЗАГСе расписались, приехали в нашу квартиру. Мама стол накрыла.

Скромно отметили. Свидетели, подруга Раи с мужем. Узкий круг самых близких людей.
