Как и кто позволил Жанне оформить от имени Ленэнерго заведомо убыточный участок в размере 50 гектар, на котором озёра и ямы после выработки карьера?

Кто проверял и подписывал сметы на эти объёмы работ?

Как и в каком объёме распилили между собой деньги за утилизацию мусора участники этой аферы?

Какой ущерб нанесён лесам Ленинградской области и за чей счёт его будут возмещать?

Напомним, ранее комиссией ФАС России было выявлено, что в действиях ООО «Спецтехнологии», ООО «Энергоаутсорсинг», ООО «Орион» и АО «ЭнергопроектИнжиниринг» содержатся признаки нарушения пунктов 2, 3 части 1 статьи 11 Закона о защите конкуренции, выразившиеся в разделе товарного рынка между указанными хозяйствующими субъектами, в частности, торгов по территориальному принципу и поддержании цен на торгах по осуществлению проектно-изыскательских, строительно-монтажных работ по технологическому присоединению заявителей на электросетевых объектах.

Комиссия ФАС России пришла к данному выводу в связи со следующим. Cогласно объяснениям от 23.09.2019 ведущего инженера капитального строительства Филиала ПАО «Россети Ленэнерго» «Тихвинские электрические сети» Арзамасцева Д.О., полученным в рамках уголовного дела Ne 12002241001600006, в октябре 2018 года заместитель директора по капитальному строительству Филиала ПАО «Россети Ленэнерго» «Тихвинские электрические сети» Григорьев И.А. обратился к ведущему инженеру отдела капитального строительства Филиала ПАО «Россети Ленэнерго» «Тихвинские электрические сети» Арзамасцеву Д.О. с предложением подготовить документы на ввод объектов, работы по которым выполнили подрядчики ПАО «Россети Ленэнерго» по договорам стоимостью до 500 000 рублей. Также Григорьев И.А. указал, что Арзамасцеву необходимо работать с двумя подрядчиками-ООО «Орион» и ООО «Спецтехнологии». Осенью 2019 года Григорьев И.А. поручил Арзамасцеву Д.О. работать также с ОО «Энергоаутсорсинг».

В соответствии с протоколом допроса свидетеля Кирсанова В.А. от 27.05.2021 по уголовному делу Ne 1200024110016000058 после заключения рамочных соглашений ПАО «Россети Ленэнерго» с ООО «Спецтехнологии» (от 01.10.2019 N 19-13574), ООО «Энергоаутсорсинг» (от 16.04.2019 Ne 19-5170) и ООО «Орион» (от 16.04.2021 19-5173) Григорьев И.А. собрал совещание, на котором было закреплено распределение подрядчиков по районам Ленинградской области (ООО «Орион» выполняет работы - в Тихвинском районе, в Бокситогорском районе, ООО «Спецтехнологии» ООО «Энергоаутсорсинг»-в Киришском районе).



Согласно пункту 3 части 1 статьи 11 Закона о защите конкуренции признаются картелем и запрещаются соглашения между хозяйствующими есть между хозяйствующими субъектами, осуществляющими продажу товаров на одном товарном рынке, или между хозяйствующими субъектами, осуществляющими приобретение товаров на субъектами-конкурентами, то одном товарном рынке, если такие соглашения приводят или могут привести к разделу товарного рынка по территориальному принципу, объему продажи или покупки товаров, ассортименту реализуемых товаров либо составу продавцов или покупателей (заказчиков). Таким образом, у Комиссии ФАС России содержатся достаточные сведения о признаках заключения ограничивающего конкуренцию соглашения между ООО «Спецтехнологии», ООО «Энергоаутсорсинг», ООО «Орион» и АО «ЭнергоПроект-Инжиниринг», цель которого заключалась в разделе товарного рынка между указанными хозяйствующими субъектами, в частности, торгов по территориальному принципу и поддержании цен на торгах по осуществлению проектно-изыскательских, строительно-монтажных работ по технологическому присоединению заявителей на электросетевых объектах. В связи с обнаружением признаков иных нарушений антимонопольного законодательства, чем нарушения, по признакам которого возбуждено дело, в соответствии с частью 1 статьи 43, пунктом 1 части 1.1 статьи 47 Закона о защите конкуренции, Комиссия ФАС России:



Квалифицировать действия ООО «Энергоаутсорсинг», АО «ЭнергоПроект-Инжиниринг» и ООО «Орион» по пунктам 2, 3 части 1 статьи 11 Закона о защите конкуренции. ..



5. ПАО «Россети Ленэнерго», ООО «Орион» и ООО «Спецтехнологии» представить в течении трех дней с момента получения настоящего определения заверенные информацию: - сведения о движении денежных средств с указанием полных данных плательщиков и получателей платежей, сумм и операций, назначений платежей по всем расчетным счетам, открытых для ведения хозяйственной деятельности за период с 01.01.2018 по дату получения настоящего Определения.



6. ООО «Орион», ООО «Спецтехнологии» и ООО «Энергоаутсорсинг» представить в течении трех дней с момента получения настоящего определения заверенные информацию:

- экономическое обоснование нецелесообразности участия в закупочных процедурах по осуществлению проектно-изыскательских, строительно- монтажных работ по технологическому присоединению заявителей на электросетевых объектах, проводимых ПАО «Россети Ленэнерго», ООО «Орион» в Тихвинском и Киришском районах, ООО «Спецтехнологии» в Бокситогорском и Киришском районах, ООО «Энергоаутсорсинг» в Бокситогорском и Тихвинском районах.

7. ПАО «Россети Ленэнерго» представить в течении трех дней с момента получения настоящего определения заверенные надлежащим образом копии следующих документов и информацию: - распоряжения администраций муниципалитетов о предоставлении земельных участков без заключения договоров аренды для выполнения строительных и проектных работ для размещения объектов электросетевого хозяйства, а также доверенности, выданные ПАО «Россети Ленэнерго» подрядным организациям».

Команда «вычеркнуть из списков» поступила из аппарата Правительства за день до размещения материалов к конференции работников, напрямую контактировать с руководством РАНХиГС, премьеру, скажем так, некомфортно. В разговорах с источниками Rucriminal.info в силовых структурах и в недрах РАНХиГС мы убедились, что в Президентском вузе началась жесткая схватка за пост ректора, позволяющий распределять миллиарды рублей ежегодно. В качестве основных кандидатов называются Георгий Идрисов, Дмитрий Федорищев и Евгений Китин.

Георгий Идрисов




Кандидат в ректоры Георгий Идрисов, бывший проректор РАНХиГС – ныне помощник премьера Мишустина, является креатурой Синельникова-Мурылева, совмещающего должности как минимум проректора РАНХиГС и ректора ВАВТ. Это уникальный и довольно сомнительный с т.з. закона случай в вузовском образовании. Любопытно, что супруга Идрисова (Виктория Викторовна) работает проректором ВАВТ у Синельникова с многомиллионными доходами. В самой академии чиновников поговаривают, что это большой вопрос: Синельников - правая рука Мау или это Мау – левая рука Синельникова? При любом ответе очевидно, что нити управления РАНХиГСом и ВАВТом тесно переплетаются в руках этого влиятельнейшего кукловода. К тому же, Синельников курировал защиту докторской диссертации премьера Мишустина в РАНХиГС в статусе официального оппонента и потому имеет на него прямой выход.

Источник Rucriminal.info отмечает, что «неладное» в отношении Идрисова заподозрили еще в прошлом году, когда его назначили помощником премьера Мишустина в апреле, а уже через месяц Мишустин переназначил Мау ректором досрочно, чего никогда раньше не было. Этим Синельников не просто выслужился перед шефом, но в первую очередь усмирил бдительность Мау к собственной персоне. Не прошло и полгода, как переназначенный ректор РАНХиГС получил второй «подарок» от Синельникова именно в день своего рождения – 29 декабря 2020 года ФСБ объявила об уголовном деле Барцица, хотя арестован он был за неделю до этого. Синельников, - утверждает источник в силовом ведомстве, - давно недоволен слабостью ректора и считает, что такую жирную точку следует контролировать иначе, более расторопно лавируя между либеральной сворой и вежливыми людьми в погонах. Особенность Идрисова как кандидата состоит в том, что он может стать компромиссной фигурой для сислибов и силовиков. Вместе с тем реальная власть и многомиллиардные потоки в РАНХиГС будут сосредоточены (или оставаться) в руках Синельникова.

О Дмитрии Федорищеве, как о преемнике Мау, говорят в кулуарах академии второй год, почти сразу после назначения на должность директора по региональному развитию РАНХиГС. Разумеется, Синельников сразу увидел в нем врага своим интересам. Известно, что младший брат Дмитрия – первый зам тульского губернатора Алексея Дюмина, человека из списка потенциальных преемников «Михал Иваныча» и что оба Федорищева давно сидят на коленках у ректора Мау, еще с учебы в академии. Как отмечает собеседник Rucriminal.info, с учетом ресурсов брата, Дмитрий Федорищев был и остается кандидатом весьма с неплохими шансами. Главное же, на чем ожегся сам Федорищев и этим озаботил начальника – резко дестабилизировал ситуацию в филиалах. Дело дошло практически lj возрождения из пепла независимой профсоюзной организации РАНХиГС, намеренную поставить под контроль дела Владимира Мау в академии, в первую очередь финансовые, и даже добиться его отставки.

Чтобы держать молодого фаворита на крючке, - поясняет источник в кадровой службе – Федорищев в рамках одной организации совмещал до недавнего времени две должности - директора Московского областного филиала РАНХиГС и директора по региональному развитию РАНХиГС, иначе говоря, курировал и, естественно, премировал самого себя, постоянно отсутствуя на одном из рабочих мест. Это обстоятельство позволяет Мау в любой момент через нужных людей инициировать соответствующие «проверки на законность» в отношении богато оплачиваемого академией молодого работника. В продолжение этой традиции, сменивший Федорищева на должности директора Московского областного РАНХиГС Арташес Арсенян также сидит на двух стульях, совмещая директорскую работу с контролем самого себя из Департамента региональной политики, где он остался в должности руководителя, при этом личность этого русского «Арсена Люпена» в контексте борьбы за власть в РАНХиГС вовсе не случайна и все больше связана с самым неочевидным (пока) третьим кандидатом на пост ректора, вышедшим в высший свет РАНХиГС из тумана бандитского Петербурга.

Евгений Китин, заместитель директора Питерского РАНХиГСа - СЗИУ, персонаж несамостоятельный и слабый, - сообщает один из членов ученого совета филиала, давно наблюдающий за его карьерой, - едва ли он справится с ныне совмещаемой должностью советника Мау, не говоря уже о проректорстве. Однако, по другой информации, все обстоит несколько иначе.

Декан одного из факультетов СЗИУ, член ученого совета, продолжает в беседе, что Китин, как дитя Северо-Западной академии госслужбы, так беспардонно впихнутой в новую академию в 2010 году с широкой сетью филиалов, относится к московским хозяевам с осторожностью и нелюбовью. «Евгений Александрович (это знают все в филиале) человек слабый, трусливый, абсолютно несамостоятельный, зато управляемый, что самое важное для директора Владимира Шамахова - таможенного генерала из «старой питерской гвардии», который все еще остается главным силовиком академии, хоть и опозорился на всю страну с провальными выборами» – считает источник. Приоткрывая завесу тайны, декан пояснил, что в Администрации Президента, видят положительный пример работы питерского филиала при Шамахове: все под контролем, работа со студентами ведется в нужном ключе, отличный набор студентов, с правоохранителями тоже все улажено, да и сам филиал развивается лучше Головного кампуса. При всех недостатках Китина, учебный процесс в вузе он сумел бы организовать на порядок лучше, чем засидевшийся проректор РАНХиГС Назаров, мало что понимающий в этом деле да и человек это.. потерявший в академии последнее уважение из-за предательства своего наставника – экс-директора Волгоградского РАНХиГС в аппаратных чистках Федорищева. А вот Китин прекрасный организатор учебного процесса, работяга, но он слишком слабый, чтобы перестроить на нужный лад работу филиалов, исправить бесчисленные ошибки проректора Назарова. Китина также не хватит на то, чтобы справиться с сопротивлением на местах. О том, что он будет ректором... едва ли это так – резюмирует собеседник.



«Трагикомическая история Шамахова с выборами в местный парламент, провальными изначально – это ключевой момент всей гонки за пост ректора в РАНХиГС» - поясняет Rucriminal.info доцент одной из кафедр СЗИУ, близкая к предвыборному штабу Шамахова в академии. Владимир Александрович (Шамахов) упорно надеялся на то, что ректор сделает ему какое-то исключительное предложение остаться директором Института, несмотря на 70-летие. Неопределенность дальнейшей траектории и патологическая потребность Шамахова «держать лицо» загнали его в угол как мышь, заставив совершить такую самонадеянную и откровенно говоря – глупую ошибку, пойти на выборы в региональный ЗАКС. Избиратели его не знают, это ведь не работники института и его подчиненные, которым приходится терпеть его словоизлияния и самодурство. Понятно, что у человека возраст... но голоса избирателей надо завоевать, а это совсем другое дело. Думаю, авантюра с попыткой протащить своего человека, Евгения Александровича Китина, в кресло ректора всей академии это, с одной строны, стремление Шамахова обезопасить свою дальнейшую работу в академии, и с другой - реванш, месть ректору Мау, ведь он считает его виновником своего позора с выборами.

Для Шамахова здесь 2 неприятных аспекта: он раскрыл, что не имеет серьезной поддержки в городе и на верхах (не только у справоросса Миронова, а вообще), и вынес на публику сведения о своих доходах – это десятки миллионов, огромное количество счетов в банках, земельные участки, квартиры, особняки за границей... Но он довольно быстро очухался и вышел из выборной гонки... конечно, проигравшим. С израсходованными деньгами института, доведенными до изнеможения работниками и студентами. Но вы знаете, Китин обрадовался проигрышу, считая, что это приблизило его к директорскому креслу в филиале, о котором он давно мечтает. Представляете, как смешались его планы, когда начальник сказал ему – поедешь в Москву! Поговаривают, что Шамахов обратился «с последней просьбой» к своему старому другу Сергею Нарышкину, главе внешней разведки, чтобы тот помог ему свести счеты с Мау и поставить своего человека на место ректора РАНХиГС, но после комфуза Шамахова на выборах участие Нарышкина в этой интриге могло сойти на нет, хотя кто его знает! – подытожил наш собеседник из Петербурга.

«В таком свете наметившаяся связка Китина с Арташесом Арсеняном свидетельствует о том, что чаша ректорских весов все больше склоняется от Федорищева к новому фавориту. Китин должен исправить ошибки Федорищева, работа в команде с Арсеняном нужна для этого. Усиление Китина теперь позволяет ему наконец-то удовлетворить свои амбиции и приобрести независимость от прежнего начальника с весьма вздорным характером – прокомментировал наш другой источник в СЗИУ.

Один из ведущих экспертов-политологов СЗИУ, в откровенном разговоре поделился своими соображениями о происходящем. «Если посмотреть внимательнее, мы увидим, что на площадке РАНХиГС сейчас отрабатываются технологии, методы и приемы, которые будут использоваться силовиками и либеральными группировками в борьбе за власть при Путине и после Путина. Борьба в РАНХиГС идет не шуточная.» От своих контактов в Головном кампусе РАНХиГС ему стало известно, что Владимиру Мау из высшей инстанции дано указание в ближайшее время, может до Гайдаровского форума (или в течение месяца после), обозначить коллективу преемника. Однозначным индикатором в такие сжатые сроки, которые отпущены ректору обстоятельствами, будут новые кадровые назначения в академии, тогда и станет понятным имя преемника. В ином случае выбирать придется уже не Владимиру Мау – заключил эксперт.

Suppose the worst: did the Kremlin, using a high position, transfer lucrative assets and projects intended for the Federation to its “pocket” organization?

To check this version, let's see what is known about the work of the ANO Boxing Progress Center.

Sports complex in Moscow

One of the first projects of Umar Kremlev in his new position was the creation of the Boxing Progress Center training complex in Moscow (Kremenchugskaya st., 42, building 1).

According to the Public Cadastral Map, the complex is located on urban land (specially protected area, 77: 07: 0009006: 1696). Its facade is decorated with the emblems of the Russian Boxing Federation.

There is a complete feeling that the Federation is the owner of the complex, and the modest price tags "from 700 rubles training" are designed to support boxing in Russia.

However, there is reason to believe that this entire complex is in the possession of Umar Kremlev, and the proceeds from his work do not go to the Boxing Federation.

It is important to make a reservation that, oddly enough, according to the Rosreestr database, a building with such an address does not exist at all (https://lk.rosreestr.ru/eservices/real-estate-objects-online), and therefore it is impossible to verify its owner and find out the history of construction.

But there are at least three signs that the building belongs to Umar Kremlev:

• firstly, the previously existing site of the ANO Boxing Progress Center (https://cpb-rusboxing.ru) directly indicated this complex as its own, which the Internet archive remembers;

• secondly, according to the register of the Prosecutor General's Office of the Russian Federation, in 2022 a fire safety check is planned in this building (Moscow, Kremenchugskaya st., 42, building 1), and the inspected person is declared to be ANO Boxing Progress Center;

• thirdly, according to the materials of the Moscow City Court, ANO Boxing Progress Center is currently appealing the fine imposed on it for the use of a land plot owned by the city in violation of the established requirements (part 1 of article 6.11 of ZGM No. 45); it is very likely that we are talking about a land plot under the building of the Center for Boxing Progress complex.



The Boxing Progress Center has a fairly popular instagram with 34 thousand subscribers (https://www.instagram.com/cpb_rusboxing), it has a lot of advertising information, a detailed price list for services, but you can't find information about the owner of the sports complex there ; for some reason, this secret is carefully hidden.

If the complex really belongs to the Kremlin, then Rucriminal.info sources have reasonable questions about how the specially protected urban land was obtained for its construction, as well as who and by what this construction led.



Government Sports Lotteries

On August 29, 2019, the Order of the Government of the Russian Federation N 1921-r was adopted. It provides for the holding of All-Russian state lotteries in support of the development of boxing for 15 years.

LLC "Sports Lotteries", INN 5003133760 was appointed as the operator of the lotteries. The VTB Group was the official partner.

It would be reasonable to assume that the owner of Sports Lotteries LLC is the Russian Boxing Federation - after all, who, if not it, should be the beneficiary of the lotteries that the Russian Government has intended to support domestic boxing.

But from the information of the register of the tax service it follows that 99% of the authorized capital of LLC "Sports Lotteries" belongs to the ANO "Boxing Progress Center", i.e. in fact, personally to Umar Kremlev.

Lotteries intended for the development of Russian boxing somehow imperceptibly spilled over into the possession of the Kremlin.

Maybe he really spends the profit from them on the development of boxing, and maybe on his favorite hobby in the form of donating luxury cars to friends and acquaintances - legally he is the owner and decides what to do with the money that the Russian government seems to have sent to somewhat different goals.

Apparently, the Kremlin's lottery business turned out to be so successful that it recently reached a fundamentally new level.

Non-profit organization Mobile Card, which since September 1, 2021, has been a single accounting center for the transfer of bets between bookmakers and sweepstakes, will be a joint venture between the Boxing Progress Center and VTB Bank.

In fact, the entire multibillion-dollar bookmaker market is under the control of Umar Kremlev on an unbeatable basis, and, under the pretext of developing sports, the money again goes into a specific private pocket.

Kremlin and the Shestun case



Despite numerous worries in boxing, the Kremlin has never forgotten Serpukhov, his small homeland.

When the criminal case against Alexander Shestun was thundered here, a local businessman Roman Kirik was one of the main witnesses for the prosecution. According to Rucriminal.info sources, during interrogation, Kirik said that his business belongs to Shestun, and he is only a nominal owner; this served as the basis for accusing Shestun of illegal business activity.

However, it turned out that the main asset of Kirik - LLC "Udacha" (TIN 7702573005), on which seven large land plots are registered on the banks of the Oka River, mysteriously changed the owner after the initiation of a criminal case.

The new owner of LLC “Udacha”, and hence of the land plots, became the same ANO “Center for Boxing Progress”.

How these assets were taken away from under the nose of the investigation and why they ended up in the hands of the Kremlin remains a mystery.

Sources believe that OOO Udacha is actively used by the Kremlin to cash out money withdrawn from his non-profit boxing organization. Due to banking secrecy, the reliability of this information cannot be verified in open sources.

Be that as it may, appetite comes with eating - what are seven "successful" land plots if the Shestun case includes a much more interesting object, the Drakino Park tourist complex, worth 1.5 billion rubles.

This complex, withdrawn in favor of the state, attracted many views - after all, one of the best tourist sites in the Moscow region. The Federal Property Management Agency promised to sell the park at auction, with the proceeds of the maximum possible profit for the budget.

But unexpectedly, on June 29, 2021, the Federal Property Management Agency transferred the Drakino Park, as well as the nearby beach and a number of land plots to the ANO Boxing Progress Center of Umar Kremlyov, without bidding.

The decision to abandon the bidding was justified by the fact that the Kremlin would use the property for non-profit social activities.

However, as the prosecutor's check showed, in two weeks the Boxing Progress Center transferred Park Drakino to a sublease to the limited liability companies Gastrodom and Olympian, and now the usual commercial work of restaurants and hotels is going on there.

In what happened, the scheme of deftly obtaining federal property to the detriment of the budget and bypassing the obligatory requirement to hold auctions is so frankly visible that it is unlikely that anyone other than Kremlin could get away with it.

Against this background, the statements of the previous tenants of the park submitted to the police about the theft of furniture and equipment by the Kremlin for more than 50 million rubles, and the fact that “in pursuit” to the Kremlin park, received the city hotel “Ikar”, worth 73 million rubles, formally for the same development of boxing.



Summarizing

Umar Kremlev, no doubt, skillfully positions himself as a talented sports functionary, and perhaps that is why his suspicious personal enrichment remains without the attention of the state.

After all, Russia has a very modest representation in the management ranks of global sports organizations, and here is the whole head of the International Boxing Association.

But if you look at it, then this association at the time of Ania Kremlyova was drowning in debt and was deprived of the right to participate in the Olympic Games, i.e. had nothing but a name.

They say that the Kremlin managed to pay off the debts, but he did it not at the expense of the assets of his non-profit empire, but with the money of the state-owned company Gazprom, which became the general sponsor of the association.

Undoubtedly, international partners will gratefully accept Russian money, and after that they will take a closer look at the inconvenient president of the Kremlin, who has neither a professional boxing past, nor a clear explanation of the sources of income and gaps in his biography.

I would like, however, that the outstanding commercial successes of Umar Kremlev, achieved under the guise of the development of sports, receive their well-deserved appreciation, first of all, in Russia.

Теперь братва официально под аккредитацией Федерации Бока России (ФБР) проводит свои мероприятия. Например, недавно в Москве прошёл турнир памяти неоднократно судимого лидера ОПГ Олега Коротаева ( убит в США выстрелом в затылок в ходе бандитских разборок ) . Спонсором турнира выступил лидер Лобненской ОПС И.Бардин , криминальный авторитет Павлик и другие не менее "замечательные " лица .

В Тамбове, например, проводят так же аккредитованный ФБР турнир имени Валерия Ледовских более известного как "Бабуин "из Тамбовской ОПС Санкт Петербурга

И так моментов стало просто очень много , думаю в скором времени можно ожидать Чемпиона России памяти "Деда Хасана" или турнир на Красной площади имени Япончика.

История успеха Умара Кремлёва, ставшего в России крайне богатым человеком, полна тайн и парадоксов.

Кремлёв буквально ворвался в публичное поле, последовательно возглавив сначала Федерацию бокса России, а затем и Международную ассоциацию бокса (AIBA), однако известно о нем весьма немного. Источники Ruriminal.info восполняют пробелы.

В Серпухове, где Кремлёв провел юность, о нём говоря, что будущий глава мирового бокса, тогда носивший фамилию Лутфуллоев, карьеру начал в местной ОПГ, успел получить в 2004 и 2007 годах судимости за вымогательство и побои, а в 2014 году долго находился в СИЗО из-за вооруженного конфликта с сотрудниками полиции.

Сам Кремлёв криминальное прошлое опровергает, утверждая, что в юности был боксером, а после сразу стал бизнесменом в сфере такси и строительства.

Как бы то ни было, перед переходом на публичную работу Кремлёв предпочел избавиться от старой фамилии Лутфуллоев.

Почти ничего неизвестно о том, как Кремлёв, то ли «авторитет», то ли скромный предприниматель из дальнего Подмосковья, вдруг в 2017 году возглавил Федерацию бокса России, не являясь до этого ни сотрудником Федерации, ни выступающим спортсменом.

Известно однако, что в том же 2017 году, Кремлёв заложил основание своей будущей спортивной империи – учредил организацию «Центр прогресса бокса», где стал единственным владельцем.

Зачем Кремлёву, возглавившему Федерацию бокса России, понадобилось создавать некого дублёра в виде Центра прогресса бокса?

Предположим худшее: неужели Кремлёв, пользуясь высокой должностью, передавал выгодные активы и проекты, предназначавшиеся Федерации, своей «карманной» организации?

Чтобы проверить эту версию, посмотрим, что известно о работе АНО «Центр прогресса бокса».

Спортивный комплекс в Москве

Одним из первых проектов Умара Кремлёва в новой должности стало создание в Москве тренировочного комплекса «Центр прогресса бокса» (Кременчугская ул., 42, стр. 1).

Если верить Публичной кадастровой карте, комплекс расположен на городской земле (особо охраняемая территория, 77:07:0009006:1696). Его фасад украшают эмблемы Федерации бокса России.

Складывается полное ощущение, что Федерация и является владельцем комплекса, а скромные ценники «от 700 рублей тренировка» призваны поддержать бокс России.

Однако есть основания предполагать, что весь этот комплекс находится во владении Умара Кремлёва, а доходы от его работы идут отнюдь не в Федерацию бокса.

Важно оговориться, что, как ни странно, по базе Росреестра здания с таким адресом вообще не существует (https://lk.rosreestr.ru/eservices/real-estate-objects-online), в связи с чем невозможно проверить его собственника и узнать историю строительства.

Но есть как минимум три признака принадлежности здания Умару Кремлёву:
во-первых, ранее существовавший сайт АНО «Центр прогресса бокса» (https://cpb-rusboxing.ru) прямо указывал этот комплекс в качестве своего, о чем помнит архив Интернета;
во-вторых, по реестру Генеральной прокуратуры РФ, в 2022 г. запланирована проверка пожарной безопасности в этом здании (Москва, ул. Кременчугская, д. 42 стр. 1), а проверяемым лицом заявлено АНО «Центр прогресса бокса»;
в-третьих, согласно материалам Мосгорсуда, АНО «Центр прогресса бокса» в настоящее время обжалует наложенный на него штраф за использование земельного участка, находящегося в городской собственности, с нарушением установленных требований (ч.1 ст. 6.11 ЗГМ №45); весьма вероятно, что речь идет о земельном участке под зданием комплекса «Центр прогресса бокса».



У Центра прогресса бокса есть довольно популярный инстаграм с 34 тысячами подписчиков (https://www.instagram.com/cpb_rusboxing), в нем очень много рекламной информации, подробный прайс-лист на услуги, но вот сведений о владельце спортивного комплекса там не найти; по каким-то причинам эта тайна тщательно скрывается.

Если комплекс действительно принадлежит Кремлёву, то у источников Rucriminal.info возникают резонные вопросы о том, как была получена особо охраняемая городская земля для его строительства, а также кто и за счет чего это строительство вел.



Правительственные спортивные лотереи

29 августа 2019 года было принято Распоряжение Правительства РФ N 1921-р. Оно предусматривает проведение в течение 15 лет всероссийских государственных лотерей в поддержку развития бокса.

Оператором лотерей назначено ООО «Спортивные лотереи», ИНН 5003133760. Официальным партнером выступила группа ВТБ.

Было бы разумно предположить, что владельцем ООО «Спортивные лотереи» является Федерация бокса России – в конце концов, кому, как не ей, быть бенефициаром лотерей, которые Правительство России предназначило для поддержки отечественного бокса.

Но из сведений реестра налоговой службы следует, что 99% уставного капитала ООО «Спортивные лотереи» принадлежит АНО «Центр прогресса бокса», т.е. фактически лично Умару Кремлёву.

Лотереи, предназначенные для развития российского бокса, как-то незаметно перетекли во владение Кремлёва.

Может быть, прибыль от них он действительно тратит на развитие бокса, а может быть, на любимое хобби в виде дарения роскошных автомобилей друзьям и знакомым – юридически он собственник и сам решает, что делать с деньгами, которые Правительство РФ вроде бы направляло на несколько иные цели.

Видимо, бизнес Кремлева в сфере лотерей оказался настолько успешен, что совсем недавно вышел на принципиально новый уровень.

НКО «Мобильная карта», которая c 1 сентября 2021 г. является единым центром учета перевода ставок букмекерских контор и тотализаторов, будет совместным предприятием «Центра прогресса бокса» и банка ВТБ.

Фактически, весь многомиллиардный букмекерский рынок на бесконкурентной основе оказывается под контролем Умара Кремлёва, причем, под предлогом развития спорта, деньги вновь уходят в конкретный частный карман.

Кремлёв и «дело Шестуна»

Несмотря на многочисленные заботы в боксе, Кремлёв никогда не забывал Серпухов, свою малую родину.

Когда здесь прогремело уголовное дело Александра Шестуна, одним из главных свидетелей обвинения выступил местный предприниматель Роман Кирик. По информации источников Rucriminal.info , на допросе Кирик заявил, что его бизнес принадлежит Шестуну, а он лишь номинальный владелец; это послужило основанием для обвинения Шестуна в незаконной предпринимательской деятельности.

Однако оказалось, что основной актив Кирика – ООО «Удача» (ИНН 7702573005), на которое записаны семь крупных земельных участков на берегу реки Оки, уже после возбуждения уголовного дела таинственным образом поменяло владельца.

Новым собственником ООО «Удача», а значит и земельных участков стало всё то же АНО «Центр прогресса бокса».

Как удалось увести эти активы из-под носа следствия и почему они оказались в руках Кремлёва остаётся загадкой.

Источники полагают, что ООО «Удача» активно используется Кремлёвым для обналичивания денег, выведенных из его некоммерческой боксерской организации. Достоверность этой информации, ввиду банковской тайны, в открытых источниках проверить невозможно.

Как бы то ни было, аппетит приходит во время еды – что такое семь «удачных» земельных участков, если в «деле Шестуна» фигурирует куда более интересный объект, туристический комплекс «Парк Дракино», стоимостью 1,5 млрд. рублей.

Этот комплекс, изъятый в пользу государства, притягивал многие взгляды – как-никак, один из лучших туробъектов Подмосковья. Росимущество обещало реализовать парк на торгах, с выручкой максимально возможной прибыли для бюджета.

Но неожиданно 29 июня 2021 г. Росимущество без торгов передало «Парк Дракино», а также близлежащие пляж и ряд земельных участков АНО «Центр прогресса бокса» Умара Кремлёва.

Решение отказаться от торгов было обосновано тем, что Кремлёв будет использовать имущество для некоммерческой социальной деятельности.

Однако, как показала прокурорская проверка, уже через две недели Центр прогресса бокса передал «Парк Дракино» в субаренду обществам с ограниченной ответственностью «Гастродом» и «Олимпиец», и теперь там идет привычная коммерческая работа ресторанов и гостиниц.

В произошедшем настолько откровенно просматривается схема ловкого получения федерального имущества в ущерб бюджету и в обход обязательного требования проведения торгов, что вряд ли кому-то, кроме Кремлёва, она могла сойти с рук.

На этом фоне сущей мелочью выглядят и поданные в полицию заявления предыдущих арендаторов парка о хищении Кремлёвым их мебели и оборудования на более чем 50 млн. рублей, и то, что «вдогонку» к парку Кремлёв бесплатно получил городскую гостиницу «Икар», стоимостью 73 млн. рублей, формально под всё то же развитие бокса.



Подводя итог

Умар Кремлёв, вне всяких сомнений, умело позиционирует себя талантливым спортивным функционером и быть может поэтому его подозрительное личное обогащение остается без внимания государства.

В конце концов, у России весьма скромное представительство в управленческих рядах глобальных спортивных организаций, а тут целый глава Международной ассоциации бокса.

Но если разобраться, то ассоциация эта на момент избрания Кремлёва утопала в долгах и была лишена прав участия в Олимпийских играх, т.е. не имела ничего, кроме имени.

Говорят, Кремлёву удалось погасить долги, но сделал он это не за счет активов своей некоммерческой империи, а деньгами госкомпании «Газпром», ставшей генеральным спонсором ассоциации.

Несомненно, международные партнеры с благодарностью примут российские деньги, ну а после внимательно присмотрятся к неудобному президенту Кремлёву, у которого нет ни профессионального боксерского прошлого, ни внятного объяснения источников дохода и пробелов в биографии.

Хотелось бы однако, чтобы выдающиеся коммерческие успехи Умара Кремлёва, достигнутые под ширмой развития спорта, получили свою заслуженную оценку прежде всего в России.

Further, the defendant, allegedly, evaded the fulfillment of the obligations assumed, in connection with which the Claimant went to court. Then there are continuous "giveaways": the representative of the defendant fully recognizes the claim and asks the court to expropriate "his property", by the way, "sold" for a symbolic price: about 2,000 rubles per hundred square meters, while the market value of one hundred square meters in this area is from 250,000 rubles ... Moreover, all the shares that are mentioned in the decisions were issued for long-dead people. Further, it is even more interesting: the judge was not embarrassed by the fact that the land shares, on the basis of which the judge made decisions, are located in one settlement, and the decision is made on land plots in another! Based on the false conclusions of cadastral engineers and fake evidence, without bringing to court as interested persons - representatives of the administration of the city district, the Ministry of Property Relations of the Moscow Region, without even asking their written opinion, from which she would have learned that these land plots NEVER belonged to agricultural lands, and since the times of the USSR they belonged to the category of "lands of settlements". Judge Arekaeva would also have learned that, in accordance with the approved PZZ, these sites belong to the territorial group O-4 "zone of recreation and tourism facilities", but Themis was not embarrassed by this fact either, and from which one can safely draw certain conclusions about a serious corruption background behind these court decisions and they, most likely, can seriously affect the career of Judge Arekaeva t. Currently, this murky story is already being checked by the Main Directorate of the Ministry of Internal Affairs for M.O.
