The release of the first part of the independent investigation by Rucriminal.info and the VChK-OGPU telegram channel about the activities of the leadership of the tax service of the Tambov region aroused wide interest. They wrote to us a lot, new facts about the corruption activities of Alexei Zhitlov surfaced.
How did the head of one of the districts of the Krasnodar Territory leave his warm, well-fed place? He fled from a series of corruption scandals and criminal cases. As our readers note, when he was the head of the Timashevsky district of the Krasnodar Territory, by his Resolution No. 586 of March 11, 2012, he stole several hectares of municipal land, transferring them to his deputy!!! Further, Zhitlov himself at the Sochi Economic Forum presented an investment project for the construction of an elite cottage village on these lands, but fate, or rather the All-Russian Popular Front, did not allow these plans to come true.
Only mutual responsibility with the security forces saved Mr. Zhitlov. Not forgetting about himself, he threw scraps in the form of state apartments to the employees of the Krasnodar prosecutor's office, allowing them to be illegally privatized. Shielding their colleagues, the security forces were forced (breaking the law) to save Zhitlov, but the path to the municipal service was closed.
● Love for enterprising deputies is in Zhitlov’s blood. To Tambov, he took with him Viktor Semikov, who loved the beautiful life, luxury foreign cars and luxury real estate. Judging by the appeal to the General Prosecutor's Office, a copy of which was sent to us by readers, the first deputy of the Tambov Tax Service is the happy owner of a Porsche Cayenne and Macan with beautiful rooms, several houses, and a shopping center in Krymsk. Of course, like all Tambov real estate, it is registered in the name of close friends and business partners. Only one of the residential buildings owned by Semikov through dummies is being sold on the Avito site for $1 million; potential buyers are met by Semikov’s wife. In the following parts of our investigation, we will provide available photo and video materials confirming the facts of ownership of this property by the Semikov family.
All real estate was not purchased with “labor income”, and in the case of Porsche cars, Viktor Semikov also stole VAT from the budget, reimbursing it for himself while being the head of the tax inspectorate.
Agree, these merits (or money) alone are enough to head the regional tax office!
Let's return to Tambov. In addition to Zolotaya Niva LLC and deputy Gritsienko, Alexey Zhitlov established his relationship with another business deputy Zhupikov A.V. owner of the construction and agro-industrial complex.
At first, the relationship did not work out, but only because of the large appetites of temporary workers from the tax office, the former boss was much more modest in his desires. To bend Zhupikov, tax audits and more than a dozen legal disputes were organized.
The construction business of Alexander Vladimirovich was built according to one scheme - he accumulated debts, including tax debts, withdrew property, went bankrupt and wrote off the debts. But then talented tax officials decided to collect more than a billion rubles subsidiarily from his entire business, what to do? Go and negotiate.
These photos, as an example, record the transfer of “gifts” from Zhupikov (through the authorized person Klepikov A.S.) to an employee of the tax service of the Tambov region (the authorized person and neighbor in the free apartment of Viktor Semikov).

Interesting gifts that cannot be given in person and in the tax office building, aren’t they? Moreover, he put another employee in the corner just in case, and constantly turned around. Semikov arrived exactly 5 minutes after the gifts were handed over, so as not to take them himself.
In addition to “gift packages,” there are also real estate objects transferred to temporary workers at non-market prices (their dummies), but more on that later, as well as about neighbors in the “dacha.”
But not all regional tax deputies are careful; there are also those who do not hesitate to receive “gifts” in person.
The photo shows the transfer of “gifts” through an intermediary who arrived in a Mitsubishi Lancer K030TV 68, which Deputy Regional Tax Service Stepan Skripchenko loaded into his official car Ford Mondeo A096AA 68, and after the meeting returned to the tax office building.
Judging by the growth of Skripchenko’s wealth, such gifts arrive regularly. While working in Tambov, he managed to purchase two luxury apartments in Krasnodar, one for his mother, the other for the mother of his common-law wife O.N. Shtrigel. Skripchenko’s new car, the Volkswagen Tuareg, is also registered for the latter. According to the most conservative estimates, the cost of the acquired property exceeds 30 million rubles.
Common-law wife Primin A.A. Skripchenko took her with him to Tambov, placed her in the tax office under his direct subordination, pays her a salary, writes out a bonus at the expense of the budget, but at work she often doesn’t show up, there are more important things to do - walk Skripchenko’s dog, so absenteeism is not taken into account.
The regional prosecutor's office silently turns a blind eye to this, like everything else. For example, on the condition of our roads, on the targeted expenditure of budget funds. The head of the region has scolded road workers more than once, but he also has a Krasnodar mole - his deputy E.V. Zimenko.
It is Zimenko who is responsible for housing and communal services, and for road repairs, and for the increase in kickbacks from contracts to 20-30 percent. Alexey Zhitlov is a close friend of Zimenko, they can often be seen together, and they live next door, one steals, the other covers up. All inspections of executors of government orders and national projects in the region are under special control. Its peculiarity is that nothing can be checked, any action is only with the permission of management, and little is allowed. Only the largest executors of road repair contracts (ZAO DSK, LLC KDU, LLC ARKS7, LLC ASK-GROUP and others) misuse of budget funds amounts to more than a billion rubles. Most of this money went to kickbacks.
Of course, the tax office is trying its best not to look at these companies, and the few audits that are carried out are contractual, with the amount of claims known and agreed upon in advance. And everyone else tries not to look at the tax office. For example, on the day of the Chekist, near the building of the regional FSB Directorate, one could see a tipsy and cheerful man, similar to Zhitlov, who had been at the security facility for at least 4 hours; with whom he was celebrating, one can only guess.
Are we really turning into the nepotistic south, where hand washes hand?
