Here are secret documents showing how officials own Capital Group



As the VChK-OGPU telegram channel and Rucriminal.info learned, in 2012 or earlier, the owners of Capital Group Vladislav Doronin, Pavel Tyo and Eduard Berman, in an atmosphere of secrecy, created a “family office” in Cyprus, which was entrusted with managing the ownership structure of their Russian and international holdings, all aspects of corporate finance (debt and equity financing and dividend policy), treasury duties, as well as the most delicate assignments associated with the “shadow partners” of this trinity - several high-ranking Russian officials and security officials. The person entrusted with the overall management of the Cyprus office was Anna Krustkaln, head of treasury at Capital Group, who moved to Cyprus specifically for this purpose. Krustkaln joined Capital Group in 2003 and is one of the company's most trusted employees.

Doronin, Cho and Berman often signed instructions to Cypriot law firms that acted as administrators for their holding companies. Communication between the Cypriot agents and the three shareholders was also carried out through Krustkaln.

Cypriot law and administration firms providing legal and corporate services included Dadlaw Nominees Limited, Nobel Trust Limited, Ioannides Demetriou and individual consultants such as Marianne Orphanidou.

On April 4, 2019, Marianna Orfanidou, an employee of the Cyprus administrative services company Nobel Trust Limited, wrote an email to Maria Rumba (then an in-house lawyer at the Doronin, Tyo and Berman family office in Cyprus) addressed to Anna Krustkaln and several of Orfanidou's colleagues at Nobel Trust Limited, with a request to provide documents (passports, utility bills, etc.) of Mr. Peter Evgenievich Shatrov, Mr. Vladimir Prokhorov and Ms. Elena Efimova, the ultimate beneficial owners of two Cyprus companies - Portground Holdings Limited and Pineterrace Trading Limited.

Vladimir Prokhorov is the father of Alexander Prokhorov, who at that time was the head of the Moscow Department of Investment and Industrial Policy.

Petr Shatrov is the “nominee” of Sergei Pakhomov, the former head of the Ministry of Construction of the Moscow Region, the former head of the Sergiev Posad district of the Moscow Region, and currently a deputy of the State Duma of Russia and the head of its committee on construction and housing and communal services.

Elena Efimova is the sister of Vladimir Efimov, who is still the deputy mayor of Moscow in the Moscow government for economic policy and land and property relations.

Having received no response, Orfanidou sent a second letter on May 3. On May 7, Krustkaln sent an email to her Moscow colleague Anton Shelkovkin, a tax manager at Capital Group, asking if he could obtain the requested documentation from a certain “Yuri” (the contact person indicated by the officials). These letters clearly show that the Cyprus service company considered Krustkaln to be the point of contact for the Russian beneficiaries and that Krustkaln was involved in this work together with another Capital Group employee.

On May 14, Shelkovkin wrote to Krustkaln again and told her that “Yuri” was asking if it was possible not to tell Nobel Trust anything about Prokhorov and Efimova, since currently only Petr Shatrov was a shareholder.

On the same day, Krustkaln responded that this was not possible since all of the aforementioned beneficiaries had already been disclosed to Nobel Trust and had even signed the necessary corporate documents when the company was transferred to their control. Shatrov “is just a shareholder there,” wrote Krustkaln, “and they apparently declared him in the Russian Federation as a beneficiary, so let them leave it for Russia if they need it that way, but for these [Nobel Trust Limited] they will have to provide new information, because they have already been told that these are BOs [beneficiaries].”

Shelkovkin was not satisfied with this, and he asked if it was possible to provide documents indicating that the ultimate beneficiaries transferred their shares to someone or sold them at par and that the former beneficiaries themselves are now unavailable. “The question, of course, is what they were thinking when they put [themselves as beneficiaries],” Shelkovkin wrote, “but it doesn’t make it any easier for them.” Krustkaln replied that this was also impossible and that “we did as Baldin said.”

Sergei Baldin, mentioned in the correspondence, was a Moscow official with very long experience. He held the positions of chief accountant of the Department of Land Resources of the City of Moscow, General Director of the State Unitary Enterprise of the City of Moscow “City Property Management Center” (from April 23, 2014 to December 19 December 2017), General Director of the State Unitary Enterprise of Moscow "M.Progres" (from September 28, 2016 to October 3, 2017), head of the representative office of PORTGROUND HOLDINGS LIMITED in Moscow (from August 26, 2013 to October 23 March 2019) and is currently the General Director of the Moscow State Budgetary Institution “Multifunctional Migration Center” (since August 16, 2019). It was Baldin who was responsible for developing the ownership structure in the interests of the mentioned officials. Interestingly, Portground's office was located in the City of Capitals, one of Capital Group's landmark projects.

Finally, on May 21, Shelkovkin sent Krustkaln links to the official biographies of Sergei Pakhomov and Vladimir Efimov on the official website of the Moscow government with the words “Here they are... They are still worried and asking what they should submit to change beneficiaries.”

This latest email once again proves that Krustkaln and her colleagues were well aware of the identities of the officials they helped hide their names and ownership through offshore companies. All three officials are involved in regulating the construction industry in Moscow and Russia as a whole. All of them are involved in issuing construction permits and distributing lucrative government contracts, i.e. business of three partners of Capital Group. This once again confirms what almost all participants in the Moscow construction industry know - that the “business” of Vladislav Doronin, Pavel Cho and Eduard Berman, which they are actively trying to legalize in the USA, the European Union, Switzerland, Israel and South Korea, is built on money laundering and large-scale thefts from the budget of Moscow and the federal budget of the Russian Federation."

Как стало известно телеграм-каналу ВЧК-ОГПУ и Rucriminal.info, в 2012 году или ранее владельцы Capital Group Владислав Доронин, Павел Тё и Эдуард Берман в обстановке секретности создали “семейный офис” на Кипре, которому было поручено управление структурой собственности их российских и международных холдингов, все аспекты корпоративного финансирования (долговое и акционерное финансирование и дивидендная политика), казначейские обязанности, а также самые деликатные поручения, связанные с “теневыми партнерами” этой троицы – несколькими высокопоставленными российскими чиновниками и силовиками. Сотрудником, которому было поручено общее руководство кипрским офисом, была Анна Крусткалн, руководитель казначейства Capital Group, переехавшая на Кипр специально для этой цели. Крусткалн пришла в Capital Group в 2003 году и входит в число самых доверенных сотрудников компании.

Доронин, Тё и Берман часто подписывали инструкции кипрским юридическим фирмам, которые выступали в качестве администраторов их холдинговых компаний. Связь между кипрскими агентами и тремя акционерами также осуществлялась через Крусткалн.

Среди кипрских юридических и административных фирм, предоставлявших юридические и корпоративные услуги, были Dadlaw Nominees Limited, Nobel Trust Limited, Ioannides Demetriou и отдельные консультанты, такие как Марианна Орфаниду.

4 апреля 2019 года Марианна Орфаниду, сотрудница кипрской компании Nobel Trust Limited, предоставляющей административные услуги, написала электронное письмо Марии Румба (в то время штатный юрист семейного офиса Доронина, Тё и Бермана на Кипре), адресованное Анне Крусткалн и нескольким коллегам Орфаниду в Nobel Trust Limited, с просьбой предоставить документы (паспорта, счета за коммунальные услуги и т.д.) г-на Петра Евгеньевича Шатрова, г-на Владимира Прохорова и г-жи Елены Ефимовой, конечных бенефициарных владельцев двух кипрских компаний – Portground Holdings Limited и Pineterrace Trading Limited.

Владимир Прохоров является отцом Александра Прохорова, который в то время был руководителем Департамента инвестиционной и промышленной политики Москвы.

Петр Шатров является “номиналом” Сергея Пахомова, бывшего главы Министерства строительства Московской области, бывшего главы Сергиево-Посадского района Московской области, а в настоящее время депутата Госдумы России и главы ее комитета по строительству и ЖКХ.

Елена Ефимова является сестрой Владимира Ефимова, который до сих пор является заместителем мэра Москвы в правительстве Москвы по вопросам экономической политики и земельно-имущественных отношений.

Не получив ответа, Орфаниду отправила повторное письмо 3 мая. 7 мая Крусткалн отправила электронное письмо своему московскому коллеге Антону Шелковкину, менеджеру по налогам Capital Group, с вопросом, может ли он получить запрошенную документацию от некоего “Юрия” (контактного лица, указанного чиновниками). Эти письма ясно показывают, что кипрская сервисная компания считала Крусткалн контактным лицом российских бенефициаров и что Крусткалн занималась этой работой вместе с другим сотрудником Capital Group.

14 мая Шелковкин снова написал Крусткалн и сообщил ей, что “Юрий” спрашивает, можно ли ничего не говорить Nobel Trust о Прохорове и Ефимовой, поскольку в настоящее время акционером является только Петр Шатров.

В тот же день Крусткалн ответила, что это невозможно, поскольку все вышеупомянутые бенефициары уже были раскрыты Nobel Trust и даже подписали необходимые корпоративные документы, когда компания была передана под их контроль. Шатров «же просто там акционер, — написала Крусткалн, — и они его видимо в РФ заявили как бенефициара ну пусть для России если им так надо так и оставят а для этих [Nobel Trust Limited] придется новые инфо предоставить, т.к. им уже сказали что эти БО [бенефициары]».

Шелковкина это не устроило, и он спросил, можно ли предоставить документы, свидетельствующие о том, что конечные бенефициары передали кому-то свои акции или продали их по номиналу и что теперь сами бывшие бенефициары недоступны. «Вопрос, конечно, чем думали, когда ставили [себя бенефициарами], — писал Шелковкин, — но им не легче от этого». Крусткалн ответила, что это тоже невозможно и что «мы делали как Балдин сказал».

Сергей Балдин, упоминаемый в переписке, был московским чиновником с очень большим стажем. Занимал должности главного бухгалтера Департамента земельных ресурсов города Москвы, генерального директора ГУП города Москвы «Центр управления городским имуществом» (с 23 апреля 2014 г. по 19 декабря 2017 г.), генерального директора ГУП г. Москвы «М.Прогрес» (с 28 сентября 2016 г. по 3 октября 2017 г.), руководитель представительства PORTGROUND HOLDINGS LIMITED в г. Москве (с 26 августа 2013 г. по 23 марта 2019 г.) и по настоящее время является генеральным директором ГБУ города Москвы «Многофункциональный миграционный центр» (с 16 августа 2019 года). Именно Балдин отвечал за разработку структуры собственности в интересах упомянутых чиновников. Интересно, что офис компании Portground находился в Городе Столиц, одном из знаковых проектов Capital Group.

Наконец, 21 мая Шелковкин прислал Крусткалн ссылки на официальные биографии Сергея Пахомова и Владимира Ефимова на официальном сайте правительства Москвы со словами «Вот они… Они все еще переживают и спрашивают что им подать для смены бенефициаров».

Это последнее электронное письмо еще раз доказывает, что Крусткалн и ее коллеги были прекрасно осведомлены о личностях чиновников, которым они помогали скрывать свои имена и факт собственности с помощью офшорных фирм. Все три чиновника занимаются регулированием строительной отрасли в Москве и в России в целом. Все они занимаются выдачей разрешений на строительство и распределением выгодных госконтрактов, т.е. бизнесом трех партнеров Capital Group. Это лишний раз подтверждает то, что знают практически все участники строительной отрасли Москвы - что “бизнес” Владислава Доронина, Павла Тё и Эдуарда Бермана, которые они активно пытаются легализовать в США, Евросоюзе, Швейцарии, Израиле и Южной Корее, построен на отмывании денег и крупномасштабных хищениях из бюджета Москвы и федерального бюджета РФ."

"Ingushnauka" storms the Russian Academy of Sciences

The Caucasian diaspora has reached education and science



It seems that back in 2019, a scandal in the state enterprise JSC Rosgeology, subordinate to the Ministry of Natural Resources of the Russian Federation, subsided across the whole country, and a new one is already planned. The first deputy director of this federal structure, Ruslan Gorring, then unexpectedly became famous by capturing his beloved self and his “colorful” story about relationships in the team on a video that was later distributed on social networks.

Speaking like an ordinary gopnik, this owner of a warm chair boasted on video about sexual relationships with female employees. Gorring’s obscenities shocked the public so much that Russian Deputy Prime Minister Alexei Gordeev had to figure out how such a character took such a high position. Then it turned out that the real name of this native of Ingushetia is not Gorring, but Ganizhev.

As Rucriminal.info found out, a similar scandal may soon flare up around the Ministry of Education and Science of the Russian Federation, under the jurisdiction of which the Federal State Budgetary Institution “Comfortable Environment” was headed in January 2023 by another curious native of Ingushetia, Adam Malsagov. Having previously had nothing to do with higher education, science, or the structures of the Ministry of Education and Science of the Russian Federation itself, he strongly resembles Gorring in his rapid career.



The vigorous activity of Malsagov and his fellow countrymen in the field of serving scientists served as the basis for the emergence of the meaningful term “Ingushscience”. Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko is probably well aware of what this could ultimately lead to.

Finding himself in the chair of the head of an important Federal State Budgetary Institution thanks to a close acquaintance with the director of the Department of Administrative Affairs of the Ministry of Education and Science of Russia, Alexander Shatsky, who, like Malsagov himself, had previously been involved in the construction business, the clever native of the southern republic began to rapidly introduce his equally nimble fellow countrymen wherever he could reach.

According to a source from Rucriminal.info, Malsagov (in addition to managing construction companies, whose track record only includes the creation of the Total Combat Federation in his native republic) began traditionally, hiring a whole galaxy of his relatives and fellow countrymen from Ingushetia. In just a couple of months, just like himself, about a dozen natives of Ingushetia materialized out of nowhere in leadership positions in this structure.



Among them are Murat Malsagov (Adam Malsagov’s deputy for finance, previously engaged in agriculture in Ingushetia), Marat Sultanov (deputy for capital development, previously trading in construction materials), Aslan Kholukhaev (hotel manager, previously selling office equipment in a company associated with Malsagov), and more a number of “promising managers”.

Having occupied chairs and offices, this entire “team of like-minded people” immediately began to scoop up everything they could get their hands on. Feeling at ease under the “roof” of Marat Sultygov, who took over the post of Deputy President of the Russian Academy of Sciences in September 2022, his nimble fellow countrymen from “Comfortable Environment” actually launched raider activities within a few months, without particularly choosing their methods.



For example, the director of the Central Scientific Research Institute, Corresponding Member of the Russian Academy of Sciences Atajan Ergeshov, “Ingushnauka” was so “pressed” right in Sultygov’s office that the next day he agreed to give them a rehabilitation center in Dagestan, on the reconstruction project of which he had spent more than 14 million rubles just a year earlier. Probably, the scientist was subjected to the prohibited techniques of that same all-out battle.

Created on the basis of the former Chaika sanatorium of the Medical Association of the USSR Academy of Sciences, this rehabilitation center stood idle without repair. In 2022, the Ministry of Education and Science of the Russian Federation refused to allocate funds for the overhaul of the main sanatorium building, so the institution began it independently. In 2023, the first SVO participants were supposed to be accepted for rehabilitation, but Ingushnauka intervened.

In May 2023, another representative of Ingushnauka, Isa Archakov, was sent to Dagestan, who, in the status of chief engineer of Comfortable Environment, was supposed to carry out the acceptance and transfer of the rehabilitation center, but consent from its management and staff, unlike the capital’s academician Ergeshov, was not obtained smog. In August, Malsagov arrived in Dagestan himself, already with reinforcements.

Malsagov arrived in Makhachkala with the manager of the Ministry of Education and Science of the Russian Federation, Alexander Shatsky, whom he knows from the construction business. But, despite such high support, he faced opposition from the Dagestan public.

The Dagestanis questioned not only the legitimacy of Malsagov’s actions, but also the purity of his very intentions. Noting the corruption that has engulfed the Ministry of Education and Science of the Russian Federation, the not-timid mountaineers also reminded the guests that quite recently Deputy Minister Marina Lukashevich and department director Mikhail Popov were convicted of corruption charges and received real prison sentences.

Another deputy close to Minister Valery Falkov, Elena Druzhinina, although she was relieved of her post in 2022, managed to acquire expensive real estate abroad. Pointing out these facts, Dagestan social activists turned to Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko, who recently visited Dagestan, gave the command to look into it.

On behalf of Matvienko, Senator from Dagestan Ilyas Umakhanov requested documents from the Federal Research Center of the Russian Academy of Sciences and the Ministry of Property of the Republic of Dagestan, starting an audit.

«Ингушнаука» штурмует РАН

Кавказская диаспора добралась до образования и науки



Вроде еще в 2019 году на всю страну отгремел скандал в подведомственном Минприроды РФ госпредприятии АО «Росгеология», а уже намечается новый. Первый замдиректора этой федеральной структуры Руслан Горринг тогда неожиданно прославился, запечатлев себя любимого и свой «красочный» рассказ о взаимоотношениях в коллективе на распространившемся позднее в соцсетях видеоролике.

Выражаясь как обыкновенный гопник, этот обладатель теплого кресла хвастал на видео сексуальными отношениями с сотрудницами. Скабрезности Горринга настолько шокировали общественность, что разбираться в том, как подобный персонаж занял столь высокий пост пришлось вице-премьеру РФ Алексею Гордееву. Тогда же выяснилось, что настоящая фамилия этого уроженца Ингушетии не Горринг, а Ганижев.

Как выяснил Rucriminal.info, схожий скандал вскоре может разгореться и вокруг Минобрнауки РФ, подведомственное которому ФГБУ «Комфортная среда» в январе 2023 года возглавил ещё один любопытный уроженец Ингушетии Адам Мальсагов. Ранее не имевший никакого отношения ни к высшему образованию, ни к науке, ни к структурам самого Минобрнауки РФ, он сильно напоминает своей стремительной карьерой Горринга.\

Бурная деятельность Мальсагова и его земляков в сфере обслуживания научных работников послужила почвой для появления многозначительного термина «Ингушнаука». О том, к чему это в итоге может привести, наверное, прекрасно осведомлен вице-премьер РФ Дмитрий Чернышенко.

Оказавшийся в кресле руководителя важного ФГБУ благодаря тесному знакомству с директором Департамента управделами Минобрнауки России Александром Шацким, который ранее, как и сам Мальсагов, занимался строительным бизнесом, ловкий уроженец южной республики начал стремительно внедрять своих столь же шустрых земляков всюду, куда только смог дотянуться.

По словам источника Rucriminal.info, начал Мальсагов (помимо руководства строительными фирмами имеющий в послужном списке лишь создание в родной республике Федерации тотального боя) традиционно, приняв на работу целую плеяду своих родственников и земляков из Ингушетии. Всего за пару месяцев также, как и он сам, из ниоткуда на руководящих должностях в этой структуре материализовалось около десятка уроженцев Ингушетии.

Среди них Мальсагов Мурат (заместитель Адама Мальсагова по финансам, ранее занимавшийся сельским хозяйством в Ингушетии), Марат Султанов (заместитель по капитальному развитию, ранее торговавший стройматериалами), Аслан Холухаев (управляющий гостиницами, ранее торговавший оргтехникой в связанной с Мальсаговым фирме), и еще ряд «перспективных управленцев».

Заняв кресла и кабинеты, вся эта «команда единомышленников» незамедлительно принялась подгребать под себя все, до чего смогла дотянуться. Вольготно чувствуя себя под «крышей» занявшего в сентябре 2022 года пост заместителя Президента РАН Марата Султыгова его шустрые земляки из «Комфортной среды» уже через несколько месяцев фактически развернули рейдерскую деятельность, не особо выбирая методы.

К примеру, директора ЦНИИТ член-корреспондента РАН Атаджана Эргешова «Ингушнаука» так «прессанула» прямо в кабинете Султыгова, что на следующий день тот согласился отдать им реабилитационный центр в Дагестане, на проект реконструкции которого всего годом ранее потратил более 14 млн рублей. Вероятно, к ученому применили запрещенные приемы того самого тотального боя.

Созданный на базе бывшего санатория «Чайка» Медицинского объединения АН СССР, этот реабилитационный центр простаивал без ремонта. В 2022 году Минобрнауки РФ отказалось выделять средства на капремонт главного санаторного корпуса, поэтому учреждение начало его самостоятельно. В 2023 году должны были принять первых участников СВО на реабилитацию, но вмешалась «Ингушнаука».

В мае 2023 года в Дагестан прислали еще одного представителя «Ингушнауки» Ису Арчакова, который в статусе главного инженера «Комфортной среды» должен был провести прием-передачу реабилитационного центра, но согласия от его руководства и персонала, в отличие от столичного академика Эргешова добиться не смог. В августе Мальсагов прибыл в Дагестан сам, уже с подкреплением.


В Махачкалу Мальсагов прибыл с управделами Минобрнауки РФ Александром Шацким, которого знает еще по строительному бизнесу. Но, несмотря на такую высокую поддержку, столкнулся с противодействием дагестанской общественности.

Дагестанцы поставили под сомнение не только правомочность действий Мальсагова, но и чистоту самих его намерений. Отмечая охватившую Минобрнауки РФ коррупцию, не робкие тоже горцы напомнили гостям, что совсем недавно замминистра Марина Лукашевич и директор департамента Михаил Попов были осуждены по коррупционным статьям и получили реальные сроки лишения свободы.

Еще одна близкая к министру Валерию Фалькову заместитель Елена Дружинина хоть и была в 2022 году освобождена от должности, однако успела обзавестись дорогостоящей недвижимостью за рубежом. Указывая на эти факты, дагестанские общественники обратились к недавно посещавшей Дагестан спикеру Совета Федерации ФС РФ Валентине Матвиенко, которая дала команду разобраться.

По поручению Матвиенко сенатор от Дагестана Ильяс Умаханов запросил документы в ДФИЦ РАН и Минимуществе РД, начав проведение проверки.
