So, in the case of the above-mentioned prosecutor's check, Andrey Kozlov turned for help to the founder of RusStroyGroup LLC (the developer of the BELKIN residential complex) Nina Ivanovna Sorokina, in whose phone book, in addition to officials of various stripes from the Ministry of Economic Development, the Administration of the President of the Russian Federation and other departments, there was a stable contact with the senior prosecutor of the Prosecutor General's Office of the Russian Federation Reznichenko Mikhail Vladimirovich, a native of Buenos Aires, Argentina. And the issue with the check of the local prosecutor's office of Obninsk, despite the revealed violations of the anti-corruption legislation of the Russian Federation by Kozlov, was resolved with one phone call. Местная Прокуратура возлагает вину на застройщиков, но ее предписания успешно этими самыми застройщиками игнорируются, и ситуация для жильцов кардинальным образом не меняется годами. Ответственным в Обнинске за ввод многоквартирных домов в эксплуатацию и городское благоустройство является вице-мэр Андрей Козлов. В отношении него, кстати, обнинская Прокуратура проводила проверку в 2022 году, в ходе которой даже выявила нарушения антикоррупционного законодательства. Андрей Козлов не декларировал левые семейные доходы, также не смог он объяснить почему проживает в квартире площадью более 130 кв. метров в ЖК «Солнечная Долина», принадлежащей родственнице видного застройщика ЖК «Новый город» Павла Кузнецова. А местная прокуратура отделалась лишь дежурным предписанием в адрес главы города Татьяны Леоновой. Кстати, работники администрации на шумных корпоративах до сих пор вспоминают гомерический хохот Татьяны Леоновой, когда она это самое предписание получила. Поговаривают, что от хохота стекла тряслись даже на первом этаже здания администрации.

Если внимательно присмотреться к структуре корпоративного управления застройщиков Обнинска и предприятий коммунального хозяйства, то многое в поведении Козлова Андрея и Татьяны Леоновой становится объяснимым с точки зрения простого обывателя, но удивительным с точки зрения сотрудника правоохранительной системы.

Оказывается, что конкуренция на строительном рынке и рынке ЖКХ Обнинска является мнимой. Так, Уханев Радий Юрьевич является серийным генеральным директором строительных и коммунальных компаний, одновременно связанных с разными застройщиками Обнинска: ООО «Технология Нг» (учредители: Кузнецов Павел Викторович и Ковалева Ольга Николаевна (в ее квартире проживает вице-мэр Андрей Козлов) застройщики ЖК «Новый город» и еще ряда проектов), ООО «Новые Технологии» (учредитель Токарева Лариса Викторовна также крупный застройщик Обнинска), ООО «Новая тепловая компания» (учредители Музычак Дмитрий Евгеньевич и Ковалева Ольга Николаевна застройщики ЖК «Белорусский квартал» и еще ряда знаковых проектов), ООО «Русстройгрупп» (учредитель Сорокина Нина Ивановна застройщик элитного ЖК «BELKIN») и т.д.

А поскольку интересы застройщиков г.Обнинска, как выяснилось, представлены одной группой выгодоприобретателей, то и интересы их решаются по принципу «одного окна» у Козлова Андрея, начиная от незаконного освоения особо охраняемых земель как в случае с элитным ЖК «BELKIN», заканчивая вводом в эксплуатацию домов с нарушениями строительных норм как в случае с проектами Павла Кузнецова и Дмитрия Музычака.

Вопросы застройщиков, как пишут СМИ , Андрей Козлов предпочитает решать за наличные денежные средства, но не гнушается он и подношениями в виде оплаченных заграничных поездок, квартирами и, как выяснилось, даже гитарами. Но, как и в любой организованной криминальной группе, помимо собственно материальных благ взамен правильных решений Администрации Обнинска, Андрей Козлов часто прибегает к помощи своих благодетелей в ситуациях, когда тучи над ним начинают сгущаться по линии правоохранительного блока. Так, в случае с вышеупомянутой прокурорской проверкой Андрей Козлов обратился за помощью к учредителю ООО «РусСтройГруп» (застройщик ЖК «BELKIN») Сорокиной Нине Ивановне, в телефонной книжке которой помимо чиновников разных мастей из Минэкономразвития, Управления делами Президента РФ и прочих департаментов оказался устойчивый контакт со старшим прокурором Генеральной Прокуратуры РФ Резниченко Михаилом Владимировичем, уроженцем г. Буэнос-Айрес, Аргентина. И вопрос с проверкой местной прокуратуры Обнинска, несмотря на выявленные нарушения антикоррупционного законодательства РФ Козловым, был решен одним телефонным звонком. Взамен госпожа Сорокина чудесным образом получила кусок земли в особо охраняемой зоне Обнинска для строительства элитного жилья для обнинской знати.

Среди устойчивых контактов Сорокиной особо выделяются: супруга Козлова Андрея Чернышова М.В.; родственник Сорокиной Н.И. Абрамов Виктор Федорович, работник Минэкономразвития и Управления делами Президента РФ; Николов Валерий Васильевич, бывший руководитель АО «Водоканал Московской области», ныне генеральный директор Фонда капитального ремонта общего имущества многоквартирных домов (только на господрядах с Фондом капитального ремонта ООО «РусСТройГруп» заработало более 4,5 млрд. рублей); Березин Андрей Юрьевич, сотрудник Департамента имущества города Москвы; Арчакова Екатерина Сергеевна, сотрудник Департамента имущества города Москвы; Волкова Екатерина Валерьевна, сотрудник Департамента экономической политики и развития Москвы. Список можно продолжать и дальше, но уже понятно, что список желаний госпожи Сорокиной ограничен лишь ее фантазией.

Примечательным также является еще один эпизод из жизни вице-мэра Обнинска. В октябре 2022 года в период мобилизации в зону СВО на семейном совете Андрей Козлов принял решение о направлении своего сына Егора Козлова в добровольческий отряд штурмовиков Верхнего Ларса, что в Грузии. Но путем несложных манипуляций, военком Обнинска, вдруг, «забыл» где проживает сын Андрея Козлова и повестка так и не добралась до защитника Отечества. Оно и понятно, у Андрея Козлова и членов его семьи попросту нет времени Родину защищать, пусть защищают другие у кого свободного времени много, ведь на защиту своих конституционных прав в Обнинске рассчитывать не приходится тем более что интересы чиновников администрации, застройщиков и коммунальщиков надежно прикрыты Прокуратурой Буэнос-Айреса.
