Unknown to anyone either in sports or in business, Umarali Nazarovich Lutfuloev was convicted for the first time on October 6, 2004 under Art. 163, part 2, of the Criminal Code of the Russian Federation for extortion committed by a group of persons by prior agreement.

He was convicted for the second time already on October 14, 2006 under Art. 116, part 2 of the Criminal Code of the Russian Federation for beatings.

Both times Umarali got off with suspended sentences of 4 and 1 year, respectively. These articles of the Criminal Code do not stand out in the criminal world, do not give their owner the proper authority

And on December 12, 2020, Umar Nazarovich Kremlev was elected president of the International Boxing Association, who won 57.33% of the vote.



In reality, this is one person. It's just that Umarali took his wife's surname at one time.

He graduated from school in Serpukhov, where he was engaged in boxing, but he did not achieve any success either in sports or in studies.

Kremlev is mainly famous for his Instagram videos, where he tramples snow in felt boots near a representative Maybach, or gives a BMW M8 for 12 million rubles to Ekaterina Gordon, or plays Mercedes E-class among his audience. And young boxers from Serpukhov get in shape for their money, pay for trips to competitions and buy equipment.

The sports functionary Kremlev became known to a wide circle of our population in Russia thanks to the miraculous enrichment on the bones of the former head of the Serpukhov district, Alexander Shestun.

In the summer of 2021, the Boxing Progress Center first received the Ikar municipal hotel (cost about 70 million rubles) free of charge and without bidding, and then, also without bidding, two large tourist complexes Drakino Park and Drakino Island (about 1.5 billion rubles).

"Drakino" - this complex, confiscated from Shestun in favor of the state, attracted many views - after all, one of the best tourist sites in the Moscow region. The Federal Property Management Agency promised to sell the park at auction, with the proceeds of the maximum possible profit for the budget.



But unexpectedly, on June 29, 2021, the Federal Property Management Agency transferred Drakino Park, as well as a nearby beach and a number of land plots to ANO Boxing Progress Center Umar Kremlev without bidding.

The decision to abandon the auction was justified by the fact that the Kremlin will use the property for non-commercial social activities.

However, as the prosecutor’s check showed, two weeks later the Boxing Progress Center transferred the Drakino Park to sublease to Gastrodom and Olimpiets limited liability companies, and now the usual commercial work of restaurants and hotels is going on there.

Shestun was sentenced to 15 years, his numerous property was confiscated in favor of the state, and Umar Kremlev became the personification of the state for the Serpukhovites, to whom he was in “operational management”.



The resulting properties are cleverly disguised under the slogan "Children's Boxing Development Center", but in reality we see restaurants with smoky hookahs. We don’t know if there are plowmen and sowers in the Kremlin’s “brigade”, and what kind of crop Lutfuloev is going to harvest from the fields of the Serpukhov region, but he decided to dispose of the lands in his usual manner - to sell. Popular real estate websites are full of advertisements for the sale of former municipal lands.

There is a village in the Serpukhov district of Luzhki, stretching along the Oka River, on the banks of which the native Serpukhov opened the Valhalla recreation area. Tula craftsmen and artists from all over Russia worked on the decor of the hall and the territory adjacent to it, resulting in a "fairytale object" that became popular far beyond the region.

However, the new owner of the Serpukhov land, the Kremlin, according to the source of Rucriminal.info, has his eye on Valhalla as well. Apparently, the sanatorium "Forest Edge" received by him, located a couple of kilometers from the recreation area "Valhalla" is afraid of competition?

And commission after commission went to the fabulous object, checking its legality, according to the words of the inspectors themselves on a tip from the Kremlin. Four commissions of the two previous heads of the Serpukhov City District (Dmitry Vyacheslavovich Zharikov and Yulia Olegovna Kupetskaya) decided that everything was legal, but already on March 4, 2022, the new administration of the city of Serpukhov, headed by Sergey Nikitenko Nikitenko, decides to terminate the operation of the facility and demolish it.

Как Умару Кремлеву подарили Серпухов

Неизвестный никому ни в спорте, ни в бизнесе, Умарали Назарович Лутфулоев, первый раз был осужден 6 октября 2004 года по ст. 163, часть 2, УК РФ за вымогательство совершенное группой лиц по предварительному сговору.

Вторично его осудили уже 14 октября 2006 года по ст. 116, часть 2 УК РФ за нанесение побоев.

Оба раза Умарали отделался условными сроками 4 и 1 год соответственно. Эти статьи УК ничем не выделяются в криминальном мире, не наделяют их обладателя должным авторитетом

А 12 декабря 2020 года Умар Назарович Кремлев был ибран президентом Международной ассоциации бокса, который набрал 57,33 % голосов.

В реальности это один человек. Просто Умарали в свое время взял фамилию жены.

Школу он заканчивал в Серпухове, где занимался боксом, однако ни в спорте, ни в учебе никаких успехов не добился.

Кремлев в основном знаменит роликами в Инстаграмм, где он в валенках топчет снег у представительского Майбаха, либо дарит БМВ М8 за 12 миллионов рублей Екатерине Гордон, либо разыгрывает Мерседесы Е-класса среди своей аудитории. А юные серпуховские боксеры за свои деньги приобретают форму, оплачивают поездки на соревнования и покупают инвентарь.

Широкому кругу нашего народонаселения России спортивный функционер Кремлёв стал известен благодаря чудодейственному обогащению на костях бывшего главы Серпуховского района Александра Шестуна.

Летом 2021 года «Центр прогресса бокса» бесплатно и без торгов получил сначала муниципальную гостиницу «Икар» (стоимость около 70 млн. рублей), а затем, также без торгов, два крупных туристических комплекса «Парк «Дракино» и «Остров «Дракино» (около 1,5 млрд рублей).

«Дракино» -этот комплекс, изъятый у Шестуна в пользу государства, притягивал многие взгляды – как-никак, один из лучших туробъектов Подмосковья. Росимущество обещало реализовать парк на торгах, с выручкой максимально возможной прибыли для бюджета.

Но неожиданно 29 июня 2021 г. Росимущество без торгов передало «Парк Дракино», а также близлежащие пляж и ряд земельных участков АНО «Центр прогресса бокса» Умара Кремлёва.

Решение отказаться от торгов было обосновано тем, что Кремлёв будет использовать имущество для некоммерческой социальной деятельности.

Однако, как показала прокурорская проверка, уже через две недели Центр прогресса бокса передал «Парк Дракино» в субаренду обществам с ограниченной ответственностью «Гастродом» и «Олимпиец», и теперь там идет привычная коммерческая работа ресторанов и гостиниц.

Шестун был осужден на 15 лет, его многочисленное имущество было изъято в пользу государства, а олицетворением государства для серпуховичей стал Умар Кремлев, к которому в «оперативное управление».

Полученные объекты недвижимости ловко маскируются под лозунгом «Центр развития детского бокса», но на деле мы видим рестораны с дымными кальянами. Имеются ли пахари и сеятели в «бригаде» Кремлева мы не знаем, и какой урожай собирается снимать Лутфулоев с полей Серпуховского района, но землями он решил распорядиться в свойственной манере – продать. Объявлениями о продаже бывших муниципальных земель запестрели популярные сайты недвижимости.

Есть в Серпуховском районе деревня Лужки, раскинувшаяся вдоль реки Ока, на берегу которой коренной серпухович открыл зону отдыха «Вальгалла». Над декором зала и прилегающей к нему территории трудились тульские мастера и художники со всей Руси, в результате чего получился «сказочный объект», ставший популярным далеко за пределами района.

Однако новый хозяин земли Серпуховской Кремлёв, по мнению источника Rucriminal.info, положил глаз и на «Вальгаллу». По всей видимости полученный им санаторий «Лесная опушка», находящийся в паре километров от зоны отдыха «Вальгалла» боится конкуренции?

И поехали комиссия за комиссией на сказочный объект, проверяя его законность, со слов самих проверяющих по наводке Кремлева. Четыре комиссии двух предыдущих глав Городского округа Серпухов (Дмитрия Вячеславовича Жарикове и Юлии Олеговне Купецкой) постановили, что все законно, но уже 4 марта 2022 года новая администрация города Серпухова во главе Никитенко Сергее Николаевич выносит решение о прекращении деятельности объекта и его сносе.
